Mirabzadeh ABSTRACT:Quality management is looking to management and concludes social and technical dimensions and the aim is to get the highest result that carry out in special framework. Nowadays reward models quality (Quality Award) as the Malcolm Baldrige Quality Award and the Excellence Model as a guide for implementing TQM are used by many organizations. The aim of this research is balancing the excellent model of organization by using the total quality management that carry out in bahman motor company and 70 questionnaires was distributed to all the people that is students and 41questionnaires were returned. Results of this study show the excellence model as a framework for TQM has been. Keywords:Models of Excellence organization, Total Quality Management soft, Total Quality Management hard, Bahman Motor Company. INTRODACTION Using the system for analyzing organization, moving towards the creating the clean competition in market and identify the successful organization for modeling them is very affective. The excellent model is one of the organizational and self-analyzing that is concentrate on creating organization analyzing in reaching high level organizational. In 1990 most companies is use infrastructure prize, doming prize in japan, malkome baldrige prize in america and Europe quality as a framework in carry out quality management.(lee,2003) Also using this model in European organizations is so much, but is has almighty in academic level that is the most ambiguity in carry out and analyzing (yousefie, 2011). The object of this research is analyzing the excellent organization model by the use of Total Quality Management and organizational activity is the most issue in the research in finding in carry out the organization excellent model cover the technical and social dimension and by other words whether carry out this organization in Iranian companies, especially Research domain (Bahman Motors company) have efficiency and effectiveness? This research is try to use the effect of models of excellent mode as a rule in activities management in improving organization excellent by considering economic, cultural and environmental condition and other thing, by considering European model in Iranian bahman motor. Total quality management There are lots of organizations that use quality as competition weapon and trick, that developing quality increases the profit and strength the competitive position in market. The study show that the implementation of total quality management could help decrees the problems and different situation that industrial production institute in developing country that low capacity, low quality, high waste and long time waiting and lack of skilled worker and first material. Improvement in production quality and profiting in these countries, increase the export capacities and as a result industrial increase and development The main meaning of quality management is based on quality and most meaning concentrate on needs and customers. Morgan 1997, be lives that compressive quality management is on quality axis and most meaning concentrate on customers and their needs.

2 Morgan 1997 believes that compressive quality management, there is an organizational approach for collecting customer s needs and expectation that cover all personnel and managers. Carlos in 2009 defines the total quality as this: philosophy management that by using continuous developing method to use opportunities and sources to increase quality with customer s satisfaction Although some definitions are different, but the total agreements for assumption in total quality management meanings are: total quality management main meaning could be divided in two class, soft total quality management, or social and technical or solid total quality management. (Lewis,2006 ). Dimensions of social dimensions focus on human resource management, leadership, team works, training, and technical aspects of employee participation and focuses on improving production methods and processes to improve the operation of goods and services 2. highlights technical and social dimensions of TQM cannot be played alone. These dimensions should be linked together and mutually support each other (Sun, ) The following points should be considered in the implementation of total quality management (Yusof, 2006 :). Management should take the quality management of targets and take responsibility.top managers must manage the obstacles that often have to overcome.tqm should be understood that only small group participation cannot be established.for total quality management requires resources like time, money and manpower are taking a long-term effort. Staff needs to constantly ensure that management commitment, in practice, not just in words. Learn skills by training and ensuring the long-term efforts to maintain the results. Model of Organizational Excellence Excellence Model is a practical tool that helps organizations by measuring where they are on the rise, it's important to achieve. This model also helps organizations of excellence within the organization, knowledge and simulation of the existing solutions can improve (Alam Tabriz, 1388). European Foundation for Quality Management Business Excellence Model was created in 1991 by as a framework, by which companies were best known, was recognized. This model is composed of 9 elements in 5 Enabler (leadership, policy, strategy, staff, resources and processes) and four benchmark result (carlos 2009). criteria leadership Strategy and policy Table1. The advantages of using EFQM model Enables the quantitative assessment of the current status of the Allow comparison with other leading organizations in each criterion, and determining the status of industrial and commercial organizations in the national and international levels Ability to learn from other organizations by sharing best practices Ability to identify measures that will enable the organization to better results achieved by this organization. 3 It should focus on enablers. Enablers in organizational excellence model process, structures and tools that organizations can use to manage quality (Nabitz,1999). Than the other, "Policy and Strategy" is a measure of the technical aspects and as a means of social integration in relation to other known measures of content. Question 1: Is social - Technical TQM excellence model has been met? Interaction relations in enabler s domains Some empirical studies support association between the enablers (Reiner, 2002; Bou-Llusar, 2005). Studies Eskildsen ( 2000) suggests that the criteria for the Business Excellence Model enablers in a very complicated association with the requirements. The relationship between social and technical aspects of the change in each of these dimensions can be changed to another. Research model is shown in the attachment. 4 Research analyzing model The model of research has shown in figure1. Research Methodology The research method used in this study can be analyzed from different aspects. Aspects of the target, since it is applied after the application of knowledge in a particular field is carried out and its results can be used in planning and decision making. Aspects of data collection are descriptive research. In order to explain this is to describe the systematic, objective and accurate facts and characteristics of the target population will be (Skaran, 2002). In this study, the questionnaire was validated using Cronbach's alpha coefficient calculated by the software 15SPSS Valfay with 952/. Determined. To investigate the factors influencing the population and the implementation model of excellence or perfection of an ideal organization to achieve high quality in bahman motor company,top managers, Board member s heads (Enforcement technical training) and experts participated in the bahman motor Statistical Society. The community is comprised of 70questionnaires were distributed among the entire population and 41questionnaires were returned. In this study, the type of analytical method was used for data analysis. The method of distribution of the t-test statistics Kalmograph - Smirnov test for normality of the data, Pearson correlation test to answer the second question and the third and fourth regression slope is used to answer the question. Analysis of Data Question1. The social dimension - total quality management in the Technical Excellence Model has been observed? To answer this question, mean to answer questions relating to the social aspects - technical (leadership, policy, public or staff, resources and processes) are compared with the number3. Second question: Does the excellence model as a factor enabling the interaction between components is secretly unable to play? Third question: Does the excellence model as a factor in the interaction between components is secretly unable to play? 6 For answering the two questions the social and technical dimension are put in the pattern as an enablers and for dimension result we do the same and then calculate of correlation Coefficient in these dimension. 7 The regression coefficients obtained in the above equation, it can be said,if every one unit increase in the enablers will increase the size of 0.714and the significance level of the sig = <0.05, So there will be a % 95confidence level the researcher's hypothesis is confirmed by the positive effect on results of enablers. CONCLUSION In this paper, a multi-dimensional structural model of excellence to explore and examine the internal structure of models in order to analyze the model as an operational framework for quality management Our model assumes that the social and technical dimensions of TQM excellence model considers the TQM And effective implementation of TQM requires a way to make all of the Excellence Model enabler s organization to manage. Results Analysis the following models are supported: 1- Business Excellence Model enablers, including technical and social aspects of TQM 2- Excellent result for organization obtained only by developing each of the results criteria s. 3- Enablers have a strong impact on the results of the Business Excellence Model. Therefore results show that the model creates excellence is quality management. Our results in several areas expand use of Quality Award. Firstly, the paper quality award models that have been analyzed by other authors to complete. Secondly, our results, the authors found: Van der ( 2000) and Westlund ( 2001) the Business Excellence Model as a framework for implementing systematic quality management have been introduced, encoding, and in the end, our research, the research on TQM by Flynn (1994) and Powell (1995) and Dow (1999) study are consistent. This research managers to improve the quality of the business excellence model to apply as well as for researchers who are interested in studying the operational quality management, is interesting., As Sila and Ebrahimpour (2002) have stated, no there is a proven model of total quality management that is acceptable to all has led many companies to use as a guide to quality award models. Administrators can state our results for the detection of total quality management and develop their designs to operate. Systematic approach to the management of organizational excellence model for implementing total quality management and the choice will be to balance the technical and social activities. Systematic approach means that managers take advantage of the methods reviewed in the organizational excellence model criteria must be committed to the core concepts of TQM. Otherwise, Principles are only a series of unrelated methods and are incoherent. Recommendation for future research: 1-The use of fuzzy techniques in the EFQM model and compare them 2-Given that organizational culture has an important role have lots of effects on excellence model. Proposed research as a study the role of organizational culture on the implementation of the EFQM model is done in companies and other automotive industry.
