3 Financial Inclusion Microcredit (GB, ASA, VB: Gender issue) Microfinance (MFIs: Commercial approach; partnership) Credit (directed/sector focused, government-led: cooperatives, unions) Shifts and Concerns 2.5 billion adults, just over half of world s adult population, do not use formal financial services to save or borrow. 2.2 billion of these unserved adults live in Africa, Asia, Latin America, and the Middle East. Of the 1.2 billion adults who use formal financial services in Africa, Asia, and the Middle East, at least two-thirds, a little more than 800 million, live on less than $5 per day. 4 One billion people with mobile phones do not have even a basic bank account! AFI at a glance AFI is a global network of policymakers in developing countries AFI provides members with the tools and resources to share, develop and implement their knowledge of cutting-edge financial inclusion policies that work Founded in 2008, officially launched September 2009: AFI s goal is to support developing countries to develop and implement successful financial inclusion policies As of today, AFI has members from Central Banks and leading financial regulatory institutions in 56 countries, with institutions from other countries in the process of joining 6 Steering Committee members: Bank Supervisory Authorities from Mexico and Peru; Central Banks of Nigeria, Kenya, Thailand and Philippines 3
5 AFI & The G20 Financial Inclusion Agenda Encouraged the G20 to seize their unique opportunity to include broad range of policymaker opinions and experiences from developing country policymakers including those from non-g20 countries to develop broad consensus on diagnostics and work plan Became member of the G20 Financial Inclusion Experts Group (FIEG) Access Through Innovation Sub-Group (AITSG) to support the elaboration of their report, the G 20 principles, and the work plan Contributed, through AFI Financial Inclusion Survey, in a report synthesizing the state of play information, including key lessons learned and the elements of successful regulatory and policy approaches Facilitate discussions and feedback-drawing sessions with key developing countries (including non-g20 countries), e.g. through AFI-G24 Roundtable, AFI Global Policy Forum 2010 About the AFI Financial Inclusion Survey Survey of AFI global membership on the current state of financial inclusion policies and practices, as recommended by the AFI Steering Committee Sent to 79 countries and conducted in-depth interviews with a sample of 20 countries Focus: Current activities to increase access to and use of financial services Policy processes underlying decision-making Major obstacles faced by regulators & policymakers Policymaker needs: design and implementation of more efficient strategies and policies 4
6 Financial inclusion policy trends Changing role of financial sector policymakers: growing leadership and ownership of the issue of financial inclusion Microfinance as the entry point: predominant financial i inclusion i strategy t New technology on the horizon: need to understand new risk to balance innovation and regulation Savings as a cornerstone: promote safe, formal, savings in prudentially regulated institutions A critical role for banks: expect existing formal providers to reach the poor with existing and new services. Financial inclusion policy going beyond supply: empower consumers through financial education, consumer protection, financial transparency etc. Prioritizing evidence-based policy: increased emphasis on financial inclusion data collection Key lessons learned from the AFI Financial Inclusion Policy Survey There is a new openness and demand for technology solutions Public-private sector dialogue and consultation is critical for fostering access Learning from the experiences of others is most effective in spreading knowledge on what is a successful policy solution Developing countries increasingly move towards evidence-based policy through data for financial inclusion and adopting self-set targets Developing country demand on knowledge sharing can be roughly grouped into three categories: Unlocking the knowledge of champions and experienced countries Providing opportunities for effective peer learning and replication of successful solutions with modification based on each country s unique condition Supporting capacity building efforts of countries that are at the earlier stages of the learning cycle 5
7 G20 Principles for Innovative Financial Inclusion (I) 1. Leadership: Cultivate a broad-based government commitment to financial inclusion to help alleviate poverty. 2. Diversity: Implement policy approaches that promote competition and provide market based incentives for delivery of sustainable financial access and usage of a broad range of affordable services (savings, credit, payments and transfers, insurance) as well as a diversity of service providers. 3. Innovation: Promote technological and institutional innovation as a means to expand financial system access and usage, including by addressing infrastructure weaknesses. 4. Protection: Encourage a comprehensive approach to consumer protection that recognizes the roles of government, providers and consumers. 5. Empowerment: Develop financial literacy and financial capability. G20 Principles for Innovative Financial Inclusion (II) 6. Cooperation: Create an institutional environment with clear lines of accountability and coordination within government; and also encourage partnerships and direct consultation across government, business and other stakeholders. 7. Knowledge: Utilize improved data to make evidence based policy, measure progress, and consider an incremental test and learn approach acceptable to both regulator and service provider. 8. Proportionality: Build a policy and regulatory framework that is proportionate with the risks and benefits involved in such innovative products and services and is based on an understanding of the gaps and barriers in existing regulation. 9. Framework: Consider the following in the regulatory framework, reflecting international standards, national circumstances and support for a competitive landscape: an appropriate, flexible, risk-based Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) regime; conditions for the use of agents as a customer interface; a clear regulatory regime for electronically stored value; and market-based incentives to achieve the long-term goal of broad interoperability and interconnection. 6
8 G20 Seoul Summit Leaders Declaration 55. We reiterate our strong commitment to financial inclusion andrecognizethebenefitsofimprovedaccesstofinancetolift thelivesofthepoorandtosupportthecontributionofsmesto economic development. We welcome the stock taking report on successful and scalable models of SME financing in developing economies. We have developed the Financial Inclusion Action Plan based on our Principles for Innovative Financial Inclusion as the work program for the coming year. Next Steps: Global Partnership for Financial Inclusion GPFI: Main implementing mechanism for G20 s commitment to financial inclusion 3 Work-streams based on G20 Financial Inclusion Action Plan: Principles and Standard Setting Bodies (SSB ): Commitment to implement, promote and support countries implement the Principles for Innovative Financial Inclusion; Encourage the SSB to include financial inclusion within their respective mandates and explore the complementarities between their mandates and financial inclusion Support the SSB in including financial inclusion elements within the financial system assessments Strengthening data for measuring financial inclusion, and developing methodologies and support for countries wishing to set targets Continue the work of SME finance and woman empowerment workgroup 7
