2 RECRUITMENT PLAN I. PURPOSE The purpose of this document is to develop and implement a comprehensive recruitment program designed to actively recruit minorities and women, while at the same time, ensuring that those candidates who are deemed to be most qualified are subsequently identified and employed by the Police Department. II. STATEMENT OF OBJECTIVES The Chesterfield Police Department is committed to staffing a professional and well trained police force that is representative of the composition of the community it serves. Ethnic, racial and gender balance shall be the goal of the agency proportionate to the available workforce within the Chesterfield service community. III. DEFINITIONS A. Applicant Recruitment A systematic method of seeking potentially qualified job applicants. B. Recruitment Literature Written materials or brochures designed to attract qualified applicants for jobs. C. Recruitment Team A predetermined group of police department employees prepared in advance to represent the departmental goals in a positive manner at various recruiting functions. D. Recruitment Plan A written plan for actively recruiting under-represented minorities and women. Such plan should be proactive in nature and include measures beyond the fair implementation of normal selection procedures and instruments. IV. DEPARTMENT RESPONSIBILITIES Due to its limited size and degree of turnover, the Chesterfield Police Department does not require a continual recruitment effort to maintain its authorized complement of sworn officers. As such, recruitment activities are limited to fill actual or forecast vacancies, with the City s Personnel Department and the Police Personnel Board s assistance. The Police Department shall actively assist in recruitment efforts via the issuance of job application forms, applicant searches at certified police academies, the placement of internal job postings, the drafting and review of advertising copy or literature, and participating in job fairs at local colleges, universities, and/or other institutions. In addition, the department will review completed applications, establish a time-table to complete the required elements of the hiring process, schedule and score the various testing elements, and lastly, handle all official correspondence with those applicants seeking employment. During the course of each recruitment process, the Department and the Police Personnel Board shall abide by appropriate state and federal laws, and all applicable City policies and procedures. 2

3 V. RECRUITMENT OFFICER QUALIFICATIONS The Commander assigned Recruiting functions by the Chief of Police will serve as a liaison officer with the Police Personnel Board in regard to recruitment activities, and shall be responsible to either conduct, or provide input, into the various tasks associated with the recruitment effort. To properly fulfill such a role, the Commander assigned to the Recruiting function must keep himself informed on all facets of recruitment, hiring, and retention to include: A. Recruitment needs of the Department. B. Department career opportunities, salary amounts and ranges, benefits, and available training. C. Federal and state rules, regulations, and laws concerning the recruitment and selection of employees. D. The needs and demographics of the community. E. State requirements for certification of police officers. F. Characteristics and/or areas that would disqualify candidates from consideration. G. Affirmative action goals of the City and Department. H. Elements of the selection process utilized by the City. I. The procedures involved in conducting background investigations. VI. RECRUITMENT TEAM To properly fulfill the employee recruitment needs of the department, the commander of the personnel function will be assisted by an assigned team of Police Department employees trained to perform the various duties and responsibilities of a recruiting team. Team members will be assigned to these responsibilities on a part time basis and serve on this team as an additional duty. The members will be selected from various units within the police department ranks to ensure an appropriate cross section of employees with an emphasis on diversity. These members will represent the agency at recruiting functions and other speaking engagements. Requirements for Recruitment Team membership include: A. Employees must have completed the Initial Review Period with an exemplary performance record. B. The candidate must be well groomed and take care to maintain a professional appearance in uniform. C. Officers must possess excellent communications skills that are clear and reflect good thought process. 3

4 D. Those employees selected for team membership must have a clear understanding of the responsibilities of their job and be enthusiastic about promoting the goals and objectives of the Chesterfield Police Department. Selection process for candidates for the Recruitment Team: A. The candidate must be recommended for selection by a member of the supervisory staff via the completion of a memo of interest channeled through the chain of command. B. A review of the candidates past performance evaluations, commendations, citizen complaints, and other personnel records will be conducted by the departmental command staff. C. The Chief of Police will appoint members to the Recruitment Team for a term of two years. In an effort to achieve (and subsequently maintain) the degree of knowledge and proficiency required to effectively manage the recruitment process, the Commander assigned Recruiting responsibilities, and other such Department personnel which may become involved in the recruitment process, shall educate themselves to the various facets, needs, and requirements associated with the program. This will be accomplished through seminars which may be available, in-house training sessions, and on-the-job training. VII. DESIRED DEMOGRAPHIC COMPOSITION OF EMPLOYEES The goal of the Police Department is to maintain a diverse workforce that adequately represents the ethnic and gender composition of the City within the confines of the available workforce. As such, recruitment efforts shall be geared toward reflecting an increased representation of women and minorities within the sworn ranks of the Department. However, contingent upon the number and quality of available applicants, the Department shall reserve to itself full authority to recruit and hire those individuals who are the most qualified to serve as commissioned officers. VIII. RECRUITMENT PLANNING The Police Department has adopted this plan to assist in achieving and maintaining a balance in ethnic and gender staffing and shall actively pursue all viable recruitment methods to achieve compliance. In this regard, the Department has established a goal of attaining a representative percentage of female and minority representation in sworn positions. No time frame has been adopted to accomplish the above goal, and resignations, retirements, etc. of sworn personnel may delay or otherwise negatively impact Department efforts to attain the demographic percentages desired. Prior to the beginning of any new applicant process, or at least annually, the Chief of Police will meet with his Command Staff to evaluate the progress toward objectives, and to revise or re-issue the plan as needed. 4

5 A. Recruitment Action Plan While the primary goal of the Police Department is to recruit and hire the best qualified candidates available for each sworn position, special emphasis shall be accorded to the recruitment plan. To accomplish plan objectives the Department shall utilize the following recruitment strategies as necessary: 1. Target employment advertisements toward female and minority audiences. 2. Review existing census and demographic data to provide an overview of the community s ethnic and gender composition. 3. Conduct recruitment activities outside the agency s jurisdictional boundaries (e.g. adjoining cities/counties, military installations, statewide educational institutions). 4. Utilize existing female and minority personnel to assist with recruitment efforts. 5. Maintain periodic contact with certified police academies to identify potential female and minority candidates. 6. Analyze past recruitment practices to determine their effectiveness. 7. Utilize existing ethnic and minority organizations to assist in recruitment. 8. Application of the Police Cadet Diversity Recruitment Program (as funding allows). B. Commitment of Department Administration to Recruitment Mission: The Chief of Police shall provide direction and dedicate such resources as are necessary to ensure that the Department s recruitment mission is carried out in an effective and efficient manner. Should problems and/or shortcomings in recruitment activities be identified, the Chief of Police will coordinate the employment of alternate strategies with the Commander and staff assigned Recruiting responsibilities. IX. EQUAL OPPORTUNITY EMPLOYER The Police Department shall fully adhere to the City s Equal Opportunity Affirmative Action Policy which is outlined in the City Personnel Polices and Procedures Manual and states as follows: The City will recruit, hire, train, and promote all persons without regard to race, creed, color, age, sex, religion, national origin, ancestry, handicap, physical disability, mental disability, or history of physical or mental disability (except where sex, age, or physical or mental abilities are a bona fide occupational qualification). X. ADVERTISING REQUIREMENTS When a new sworn position is created or an existing position becomes vacant, the Personnel Department shall prepare and distribute an internal job posting to allow current City employees to apply for the position, and will also advertise the opening in local newspapers, to include, but not 5

6 be limited to, major news publications, suburban journals, and minority publications. Radio and/or other electronic media outlets may be utilized to advertise position openings as deemed necessary. Each job posting shall include: A. Job title and a brief description of the position s duties and responsibilities. B. Minimum requirements for the position (e.g. education, skills). C. Location to apply. D. Starting salary or salary range. E. Closing date for accepting employment applications. F. Statement that the Department is an equal opportunity employer. XI. APPLICANT CONTACTS After the closing date of the application period, each applicant will be informed, in writing of the various steps included in the employment process, and the anticipated dates of those steps. Included in this correspondence shall be the date and time of the written examination. Once the written test has been administered and scored, candidates who have been dropped from further participation in the process will receive written notification of same. Applicants who are eligible to continue in the hiring process shall be advised, both verbally and in written form of their status during the remainder of the employment steps, to include the final selection of the successful candidate(s). XII. APPLICATION CORRECTION PROCESS Deficiencies, discrepancies, and/or minor accidental omissions in an applicant s employment application, not associated with minimum requirements, shall not be cause for disqualification but will be brought to the attention of the applicant who shall then be granted a reasonable amount of time to correct or provide the necessary information. Intentional omissions, fraudulent entries, or other attempts at deception on an employment application form shall be immediate grounds for disqualification of the applicant, and no further consideration shall be granted the individual in the recruitment process. Applicants will also be disqualified for failure to meet stated job qualifications, failure to achieve established score results on tests, deliberate deception in verbal statements or responses, current addiction to drugs or alcohol, unsatisfactory background or reference checks, failure to reply to a mail inquiry within stated deadlines, failure to accept appointment within stated deadlines, and/or failure to report for duty. XIII. PLAN REVIEW AND EVALUATION This plan shall be reviewed by the Chief of Police and Command Staff prior to each application process. 6

7 Additionally, a review and analysis of the recruitment objectives and process shall be completed every year. The review and analysis shall be conducted by the Commander assigned recruiting functions, assisted by members of the recruitment team. The review shall include the following: A. Number of career venues attended along with the approximate number of interested potential candidates. B. Recommendation for future career venues. C. Improvements to recruiting materials and displays. D. Alternative or adjustments to job posting sites. A report on the review and analysis, along with any suggestions for improvement or modification of the plan, shall be forwarded to the Chief of Police. 7
