The county is led by a three person board of supervisors. Applicants must have an Iowa Professional Engineering License in Civil Engineering or be able to obtain the license within six months. Duties include: but not limited to preliminary site survey and related design. Dallas County Secondary Road Department Job Description (Summary) Position: Engineering Technician Reports to: Assistant County Engineer, County Engineer FLSA Status: Non-Exempt Summary: Under general supervision, perform technical engineering and surveying related work including leading a survey crew, construction project inspection, material testing, and PCC and HMA plant inspection. Specific Duties: Schedule, lead and perform the work of a survey crew engaged in providing field information, data collection, stakeout and control for construction and/or maintenance projects. Perform a variety of design and drafting operations in the preparation of highway, bridge and culvert plans with the use of AutoCAD Civil 3D and other design software. Perform inspection activities on varied construction projects such as highway grading and paving, bridges, culverts and erosion control. Perform a variety of standard quality control tests for construction both in the field and in the lab including PCC and HMA plant inspection. Minimum Education, Training and Experience: High school graduate or equivalent and five (5) years of experience in engineering, surveying, construction inspection, materials inspection and testing; OR any equivalent combination of education and experience which provides the required knowledge and abilities. Current I.D.O.T. Certifications: Aggregate Sampler and Aggregate Technician, Level I and II PCC and Level I HMA or obtain within 1 year of hire. Design and draft plans and inspect construction and maintenance projects as assigned. Conduct field surveys and maintain accurate records to ensure compliance with Federal, State and County mandates. Essential Duties and Responsibilities include the following: 1. Develop Construction Plans which meet standards and criteria set forth by IDOT and reflect sound engineering design practices. 2. Inspect Construction projects to ensure compliance with specifications and prepare documentation to submit to the IDOT. Monitor the progress of outside contractors to ensure work meets proper specifications and quality of construction. 3. Develop and compare engineering studies and calculate necessary quantities of labor and materials to determine cost-effective solutions to problems associated with each assigned design plan. 4. Utilize knowledge of construction techniques, contract specifications and regulations and interpret field data to prepare the most suitable design plan. 5. Utilize Computer Aided Drafting and additional software packages to accurately and efficiently prepare plans and documents for bid letting. 6. Thorough knowledge of surveying and surveying instruments and methods. Survey proposed job sites to compile information and determine design parameters in preparation for the design phase of a project. 7. Performs staking of construction projects. 8. Uses and maintains various technical operating manual, standards and specifications related to bridge and culvert construction, materials, paving, traffic control devices, field testing and related maintenance activities. Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to apply safety practices and procedures to all situations. Physical Demands: Stands and walks much of the time. Must be able to walk on uneven and unstable surfaces such as at construction sites or roadway or ditch embankments. Must be able to use such hand tools as a hammer, sledge hammer, spade, shovel and pick ax or ax. While sitting operates equipment such as PC and peripheral equipment. Operates inspection and testing equipment both in the field and in a lab. May operate survey instruments and related accessories such as level rods, measuring tapes, and range poles. Ability to do moderate to heavy lifting (50 to 100 pounds) is required. Environment: Completes work indoors and outdoors. Outdoor work may result in exposure to various weather conditions, high noise levels, fumes, and physical hazards associated with construction sites and equipment. A high level of mental exertion is required. The level of physical exertion may occasionally be strenuous at work sites.
