Job title* Senior Project Manager Band A2 Number of posts Directorate 1 Programmes Contract type Fixed Management responsibility Duration if fixed term Until 31 March 2016 with the possibility of extension or permanency There may be management responsibility for Project Staff (e.g. Project Managers, Business Analysts, Support Officers) depending on the resourcing within the Project and Programme. Reports to Programme and Relationship Manager Standard duties To be added by recruiting manager Manage the delivery of a number of projects within a portfolio or programme, including a number of major and/or complex projects. Manage the budget, interdependencies and control the projects. Implement standard Parliamentary Digital Service and IT industry standard processes and methods to enable effective delivery of the projects. Mentor project staff and provide an environment for knowledge transfer Contribute to the development of the Parliamentary Digital Service Projects and Programme Team Main tasks / areas of responsibility Manage a variety of IT projects from bespoke development to procurement and implementation of a COTS solution through all the phases of the project life cycle. Actively manage issues and risks Estimate and effectively control the costs, timescales and resources required to deliver the project. Ensure that all documentation and deliverables are completed at the appropriate stage of the project to the required standard Track activity against plan and provide regular reports to key stakeholders as required Ensure that any variance against the plan is agreed using a change control procedure. Provide leadership to the project team to ensure that team members are motivated and developed, within the context of a matrix management environment. Effectively manage relationships with internal customers (the business and the Page 1 of 5

2 Parliamentary Digital Service) and suppliers. Undertake other duties such as business analysis or technical design, as necessary to complete the project within the timeframe and given the resources available. Ensures that all deliverables are produced to the appropriate level of quality. Evaluates and makes recommendations and decisions on technical options as appropriate, actively contributing to the organisation's technical strategies The duties above are not intended to be an exhaustive list. Person Specification Standard skills and knowledge required Excellent written and verbal communication skills with the ability to present complex information clearly and effectively Strong interpersonal skills with proven ability to establish positive working relationships and influence and persuade at all levels Excellent planning and organisational skills and able to prioritise to meet deadlines and cope with fluctuations in workload Strong teambuilding and management skills with the ability to motivate, lead and develop a large team ensuring resources are organised appropriately and effectively Strong sense of customer service and demonstrates an understanding of the needs of customers, keeping them in mind when taking actions or making decisions Ability to deliver results within agreed timescales and to work within tight deadlines. Experience of defining and reporting progress against targets, providing highlights as necessary and taking actions to resolve exceptions Specific skills and knowledge required To be added by the recruiting manager. Keeps overall objectives and strategies in mind, and not deflected by matters of detail Advanced knowledge of project management tools and techniques and qualified to a high level in relevant project methodologies (e.g. Prince 2 Practitioner). A successful track record of project delivery including IT projects, multiple / concurrent projects and with experience of the whole project lifecycle. Experienced user of office productivity tools (e.g. MS Word, Excel, Visio and PowerPoint) and Project management tools (e.g. MS Project). Good understanding and good experience of managing and negotiating with third party providers, including understanding and experience of the procurement process. Good understanding of and some experience of OGC Gateway methods and practices as well as ITIL. Flexibility and a can-do attitude with a willingness to learn, explore and develop new skills Knowledge of agile development methodologies Page 3 of 5

Creatively applies a wide range of technical and/or management principles. Additional information regarding the post Location The post is located on the Parliamentary Estate. Hours (Full-time) Consideration will be given to candidates who wish to work part-time or as part of a job share. If you are selected for interview please inform the panel of the days/hours you are available to work. Bands A E Positions (Full-time, until 10 May 2015) Net conditioned full-time working hours for staff of the House are usually 36 per week. This excludes daily meal breaks of one hour. The hours of attendance for this post are 34 net per week. The exact daily times of attendance will be agreed with line management. As of 11 May 2015, hours will increase to 35 net (there will be no effect on pay). As of 1 May 2016, hours will increase to 36 net (there will be no effect on pay). Page 4 of 5
