1 JOB SPECIFICATION & RECRUITING PROFILE OF VACANCY 08 February 2018 The following vacancy exists at NSFAS Position Chief Operations Type & Grade 5 Year Fixed Term Contract Officer Grade 15 Vacancy No 62 of 2017/2018 Department & Unit Operations POSITION OVERVIEW Reporting to the Executive Officer, the COO will provide organisation-wide leadership, input into strategy, and management of operations to NSFAS. The COO will work with the Executive Officer to continually refine and implement the strategic plan as well as the more immediate annual performance plan. He/she will have the responsibility to work with the Executive Officer, executive leadership team and all employees to execute and accomplish the goals/metrics of the strategic plan. Responsibilities include oversight and leadership in stakeholder relations, loans and bursaries operations, contact centre operations, channel management (on boarding, processing and distribution), Funder relationship management, relationships management with DHET and general performance of NSFAS (including all its various Executive Office functions) and risk and compliance. It is expected that the COO will be an individual who is skilled in balancing internal management with external leadership, strategic plan development and visibility to support the goals of NSFAS. While managing NSFAS's overall activities, he/she will foster an environment of accountability, excellence, collaboration, and innovation among the staff and will demonstrate fiscal responsibility Some key strategic responsibilities will be to provide visionary, enabling and innovative leadership. The successful incumbent will drive performance culture, provide tailor made business solutions,

2 POSITION OVERVIEW Organisation-wide Leadership Guides and directs the Operations Leadership Team Coaches and develops individual leadership team members Develops a leadership and management succession plan whilst being able to backfill these positions where necessary Leads the execution and results of the strategic plan that ensures performance targets are met Actively leads and supports a positive, proactive, results oriented work culture that is regarded by peers and stakeholders as innovative and demonstrative of NSFAS s values Strategy Develops plans to realise strategy, and sets specific medium and long term objectives. Supports the planning, development and execution of strategic initiatives Actively participates in strategic development and the pursuit of policy recommendations and improvement projects Ensures NSFAS strategies and policies are executed in the best long-term interest of the organisation Provides visible governance leadership with potential and existing stakeholders Student relationship Development Works with Executive Officer and Student Relationship Department to ensure NSFAS is meeting the mandated service delivery criteria and that this is consistently executed in support of the broader NSFAS mandate and strategic plan Directs the development and execution of continuous improvement plans and monitors results Is the custodian of student and Institution servicing across all interfaces Builds data and insight capabilities that enables better understanding of the students, our environment and institutions Communications Development Works with Executive Officer and communications department to ensure the NSFAS communication plans are consistently executed in support of the NSFAS mandate and strategic plan Page 2

3 Directs the development and execution of national/local/sector development plans and monitors results Ensures that reporting and communications with all role players prioritised ad enabled at all times so as to ensure alignment and better relations Operations Leads the operations of NSFAS to achieve the targeted key performance indicators Responsible to establish and maintain the operating results dashboard/processes and work with leadership team to make operating adjustments to meet targets Develops and monitors the overall NSFAS organisational structure Establishes policies and guidelines for operational excellence and regulatory compliance Provides guidance and oversight in preparation of strategic project/initiatives understandings, schedules, budgets, fee proposals and negotiations Oversees the process for ensuring the proper work plans are in place, scheduling work, staffing and compliance in the execution of projects or work tasks, including resolution between departments Ensures quality processes are in place for all departments specific to their requirements Works with the Human Resources department regarding policies, salary administration, employee benefits to ensure interest and welfare of the employees as individuals are preserved and protected, including performance appraisal process Works with the Executive Team for approval of additional staffing based on the strategic and resources planning requirements Ensures there is organisation-wide development and training strategy for all personnel Oversees the development and implementation of an organisation-wide internal communication strategy Ensures there is a collaborate work environment within and between departments that is inclusive of all stakeholders (internal and external to NSFAS) Page 3

4 DESIRED SKILLS AND EXPERIENCE Minimum requirements Postgraduate degree in Commerce, Business Management or related fields. At least 10 years proven experience managing operations at a senior level. At least 5 years experience at an Executive level. Proven business and management skills; Demonstrated strategic leadership and people management skills; A working knowledge of strategic planning and budgeting; Broad computer literacy in organisation-wide ICT Systems deployments; Beneficial skills and experience MBA or related masters qualification Knowledge and understanding of the higher education policy environment. Knowledge of PFMA and Public Entity standards Knowledge and appreciation of Financial Intelligence Centre Act, channel management and complex Payment functions Competencies Technical/ professional knowledge and skill; Strategic and visionary leadership; Resource management, including people and performance management; Building interpersonal relationships; Decision-making and problem solving; Building strategic alliances and partnerships; Emotional intelligence and political sensitivity; Personal impact, stature and credibility; Transformation and change leadership.
