YES / NO Group Benefits? YES / NO GENERAL DESCRIPTION (OVERVIEW) OF POSITION 1. Scope of position (3-4 sentences maximum) Reporting to the Chief Administrative Officer, the Facilities and Recreation Manager is responsible for: a) The management and operation of the municipality s active recreation assets (Mitchell Arena, Lions Pool and Splashpad, Keterson Park Ball Diamonds, Cooper Field Ball Diamonds, Cooper Field Soccer Pitches and Tennis Courts) and municipally operated cemeteries. b) Oversight of planning and management of community operated sites (Dublin Lions Park, Mitchell Lions Park, Mitchell Lions Zoo, Keterson Park, Fullarton Park, Brodhagen Park and Cromarty Park) including pavilions, shelters and other structures, playground equipment and concession booths. c) Management, maintenance and operation of the Municipal Administration Office, the OPP Office, Library and all municipally owned community halls (Mitchell Community Centre, Dublin Hall, Brodhagen Hall and Mitchell Friendship Centre). d) Responsible for risk management and health and safety for properties, buildings and equipment at all Facilities and Recreation Department sites. e) Implementation and ongoing review and updating of the Recreation and Leisure Services Master Plan to ensure that the Municipality supports or encourages a range of activities targeted at a diverse range of user groups Facilities & Recreation Manager Final March 27, 2018 Page 1
2 2. Key Responsibilities 1. Oversees operations, major and minor maintenance, custodial services, health and safety and training for Facilities and Recreation related properties, buildings and equipment. 2. Ensures that Facilities and Recreation assets are run safely, efficiently and on budget. 3. Ensures that a high standard of customer service is maintained 4. Ensures that department activities are in accordance with legislation, regulation, policies, procedures and by-laws. 5. Prepare budgets, contracts and reports and maintains accurate maintenance, training and financial records. 6. Hires, schedules and supervises Arena/Facilities operators, Custodian, Recreation Coordinator and part time / seasonal facilities, parks and pool staff in accordance with Personnel Policy 7. Works with department staff to implement a program of preventative maintenance and to diagnose problems and take prompt, appropriate action to correct or repair while minimizing disruptions in service. 8. Create overall schedules for ice allocation, ball diamonds, Lions Pool/Splash Pad and community halls. 9. Create new or update existing agreements with user groups and community groups governing the use of municipal properties, facilities and equipment. 10. Prepares and manages requests for quotation or tenders in accordance with procurement policies for activities ranging from capital projects, supply of services, equipment or materials. 11. Prepare department activity reports and participates in meetings with Municipal Council and community groups as necessary. 12. Other job related duties as assigned by the Chief Administrative Officer. 1. Knowledge SECTION A: SKILLS a) Education minimum education required (eg: High School, College Diploma, University Degree, Certificate, etc) Post-secondary diploma or degree in Recreation / Facilities Management or related field or Technical Training Certification in a field related to facilities operations such as construction management, HVAC or refrigeration. Equivalent education and related experience will be considered. b) Formal Training (designation (s) or certification (s)) required: Technical Training Certification, Basic Refrigeration, Certified Ice Technician, Arena Management course, WHMIS, Smart Serve, Pool Operation and Management Health & Safety Training. A valid Ontario Driver s License (Class G) is required. A formal professional designation related to recreation, leisure or facilities management is an asset c) Experience - Minimum number of years of related work experience necessary to achieve proficiency on the job. Circle one of the following: Five or more years experience in a position related to management of facilities and / or recreation services with experience in general management, project management, maintenance, budgeting, supervision and dealing with community organizations and the public. 3 d) Other key skills necessary to achieve proficiency on the job. Good public relations skills: Public, Community Groups, Staff, Council Time management/ Organization Leadership and Supervision Knowledge of liquor laws and enforcement WHMIS and other Health and Safety Training Work independently and with others Maintain up-to-date knowledge of boiler and pressure vessel regulations Knowledge of large and small equipment A valid Ontario Driver s License (Class G) Good communications skills including the ability to prepare reports Smart Serve Mathematical skills, knowledge of budgeting and financial records. Knowledge of municipal operations, duties and responsibilities Computer skills (Microsoft Office) and knowledge of social media Applicable experience in plumbing, carpentry, masonry, electrical and mechanical repair Safe handling of chemicals and training Problem solving skills 2. Decision Making judgment, problem solving, creativity, initiative and analysis. Describe the following: Complex, need to be able to think on your feet, problem solving skills must be timely and efficient. Use past experience as well as colleague s experiences to come up with a solution Must identify problems and come up with solutions. Larger problems are referred to higher level. Work without supervision. Facility manager is responsible for all decisions by staff Responsible to develop policy and procedures for approval by CAO or Council. 3. Communication written, verbal and interpersonal Internal contacts (council, managers, non management staff) Make written/verbal reports to council on a monthly basis. Provide updates to Senior Leadership Team and other municipal staff External Contacts (general public, suppliers, government, professionals, boards, etc) General public, inspectors Volunteers, Community Groups, personnel from other Municipalities Suppliers, consultants, contractors, government agencies Nature of the communication: Constant (written and verbal) Information communicated may be moderately complex Giving details and instruction of work assignments to subordinates. Deals with unusual problems as passed on from subordinates. Constant contact with employees. Constant contact with external contacts such as general public, inspectors, etc. Represents department at meetings, events, All employees are required to present a professional image and appropriately represent the Municipality. 4 SECTION B: EFFORT 1. Mental Effort concentration and attention, complexity and analysis required and mental fatigue. Concentration required at times, some complexity to work, analysis and problem solving. Responsible for ensuring facilities meet standards and are assessed for health and safety, risk management and liability purposes. 2. Physical & Manual Effort, manual dexterity, complexity, volume of work, sensory requirements, and physical fatigue. Manual dexterity for using computer keyboard, high volume of work at times. Physical ability to inspect facilities and properties which may involve dexterity and navigating rough terrain. SECTION C: RESPONSIBILITY 1. Program Delivery: contact with the public, public relations, accountability, accuracy, consequence of errors, degree of independence in development/evaluation of programs/services, responsibility for policies and procedures, responsibility for planning Accountable for coordination of policies and procedures for department programs and services. Accountable for development and evaluation of programs/services for department. Frequent contact with Public and stakeholder groups. 2. Human Resources: personnel policies and procedures, supervision, health and safety, training Supervises Department Staff: Facilities Attendants / Facilities Attendant/Parks Supervisor Recreation Coordinator Custodian (22 hrs/week) Pool staff (Seasonal) Supervises/coordinates the work of employees in department. Provides regular informal training/instruction. Responsible for discipline, motivation, training, performance review. Hiring decisions are made in conjunction with CAO. Gives input for HR Functions for department. 3. Material & information resources equipment, property, data records and software, confidentiality Responsibility for storage and maintenance of material or information for department. Responsible for purchasing of a department Overall responsibility for safe operation, storage and maintenance of small & heavy equipment for department. 4. Financial Resources budgets, treasury, accounting and confidentiality Ensures the accurate & timely recording & reporting of financial data in regards to recreation facilities. 5 SECTION D: WORKING CONDITIONS 1. Physical surroundings and hazards Work is mainly performed in a comfortable office environment with occasional site inspections in outdoor environments with variable weather conditions and occasional exposure to hazards. 2. Mental Environment interruptions, dealing with public, deadlines, control of work schedule, monotony, social disruption Frequent interruptions. Contact with Public Constant deadlines and complex workload with competing deadlines. Must prioritize. Dealing with Public and staff contribute stress to mental environment. Some evening and weekend work dependent on Council and Facility schedules and need to attend Council or stakeholder meetings. Mobile phone provided for work related activities. Need to be reasonably accessible to assist with, or respond to, facility related emergencies after normal working hours as necessary.
