1 Human Resources Manager Role Description Human Resources Manager 1

2 The Position The Human Resources Manager will be a senior member of the College Executive at St. Francis Xavier College. This position will be responsible for providing advice and support to the Principal on all aspects of the College s Human Resources, including Strategic and Operational support. The College s workforce is large and complex, consisting of 280 personnel, each of whom is employed under The Agreement. Reporting to the Principal, the Human Resources Manager will have a strong working relationship with the leadership of the College and will provide support and advice on recruitment of the academic staff for each campus. The Human Resources Manager will be required to ensure that staffing is managed efficiently and effectively, and that policies are developed that assist the organisation in attracting, retaining and developing high quality employees, together with developing and enhancing the culture of the College. Additionally, it is expected that the Human Resources Manager will be well versed on industrial issues, carry out job analysis and be the focal point for all management and staff on any human resource matters. Issues relating to teaching staff will be discussed in conjunction with the relevant Head of Department. The role will have a particular focus on development and performance management for staff with a need to develop and facilitate professional development. The position will play an integral role in developing policies and procedures to support the College in being an effective and fair employer and recommending to the Principal and the College Executive strategies to fulfil this goal. Further, as a member of the College Executive, the Human Resources Manager will act as a custodian of the mission and culture of the College and contribute to the future development of the culture. The Human Resources Manager must be a significant presence at each of the three campuses. Key Challenges for the Human Resources Manager in the first twelve months are considered to include: Developing and formulating the Human Resources strategy Developing internal capabilities and leadership Creating a high performing culture striving for excellence The Environment St. Francis Xavier College is a three campus learning environment which has a population of more than 2,000 students across three sites. The College is a Year 7 12 school which serves the families of the Catholic parishes of Narre Warren, Berwick, Pakenham, Iona-Maryknoll & Koo Wee Rup. Human Resources Manager 2

3 Students of Years 7, 8 & 9 are educated at the Berwick and Officer campuses; students of Year 10, 11 & 12 attend the Beaconsfield Campus. The College provides a quality holistic education in a Catholic, co-educational environment in the outer South-Eastern growth corridor of Melbourne. Key Responsibilities Human Resources Strategic Plan Develop, implement and maintain a Human Resources Plan, that aims to, recruit, support and retain high quality staff and that contributes to the development of the culture of the College that is aligned to its values. Provide strategic leadership and direction of a diverse human resources management, development and service portfolio across St. Francis Xavier College. Design Human Resource strategies aligned with St. Francis Xavier College mission and goals. Participate in the College Executive, contributing to organisational decisions and planning for the development of human resources to complement the overall Strategic Plan of St. Francis Xavier College. Provide strategic and professional human resource leadership, advice and management to diverse and geographically dispersed management and staff. Conflict Resolution Resolve or assist in the resolution of conflict situations or issues arising from change, workload, staff relationships, etc. Monitor the need for ongoing support for colleagues who have experienced disruption to their working life. Ensure that the College Concerns and Complaints Policy is adhered to appropriately in resolving conflicts. Recruitment, Selection and Retention Recruitment and selection of all staff in conjunction with the Principal and other College Executive personnel, including drafting of advertisements, liaison with recruitment agencies, organisation of interviews of prospective candidates in consultation with relevant line managers, Directors, Heads of Department, House Co-ordinators etc. Proactively source, attract and retain high quality staff to the College. Ensure that the Victorian Catholic Education Multi Employer Agreement 2008 (or its successor) is adhered to with reference to salaries and conditions of all employees. Ensure that all VIT Registration requirements, Working with Children Checks and Criminal Record Checks are in place. Adhoc membership of the Mission Development Team, the Curriculum Mission Team and the OH&S Committee. Human Resources Manager 3

4 Positions of Responsibility Advertise POL vacancies in a timely manner. Maintain Role Descriptions for all POLs and ensure each is reviewed and evaluated on a regular basis. Encourage colleagues to consider application. Establish Panels which meet the criteria as detailed in College Policy. Ensure Panels adhere to the Criteria for Employment as defined in College Policy. Letters of Appointment Ensure that all Letters of Appointment are drawn up in keeping with Catholic Education Commission of Victoria guidelines and are faithful to the Commonwealth of Australia employment regulations. Staff Training and Development Ensure that the training and developmental needs of all staff are addressed on an ongoing basis within the context of an organisational plan and that appropriate leadership and support programs are arranged in conjunction with the Principal. Monitor the professional wellbeing of all members of the College staff. Engage in organisational development initiatives, including but not limited to team building, change management, succession planning and organisational design. Conduct training needs analysis, leadership succession, staff competencies assessment, succession, career planning and mentoring programmes in consultation with line management. Lead the development and oversee the implementation of an organisation wide learning and development platform that ensures that current and emerging capability needs are met for all staff. Provide leadership and direction to the ongoing identification and implementation of organisational development and cultural change initiatives. Performance Management Ensure the St. Francis Xavier College Staff Review is clearly understood by all staff and is completed in accordance with the College s Policies and strategies. Oversee all Department analysis and design, and report outcomes to the College Principal. Analyse reports and action plans and provide access to counselling for staff and leadership. Where poor professional practice has been recognised, addressed by appropriate line management and not remedied, the Human Resources Manager will set standards to be met and processes to be followed to improve performance and report to the Principal where necessary. Where members of the staff are concerned about the professional performance of a line manager, the Human Resources Manager is to be informed and will co-ordinate an appropriate response (with specific reference to the College Concerns and Complaints Policy). Industrial Relations Provide support to the Principal on the employment of staff and ensure compliance with all legislation. Provide ongoing advice to the Principal and College Executive on various employment matters as they arise from time to time to ensure the College adheres to all relevant legislation and guidelines. 5 Ensure St. Francis Xavier College is compliant with all Government regulatory requirements with respect to the employment and management of staff. Be a member of the Consultative Committee. Annual Review Meetings (ARMs) Oversee the process for conducting the ARMs in a timely manner which ensures they are relevant and productive. Provide an overview to the College Executive of the ARM outcomes both in general and specific terms. Several years experience with providing high level advice and support to Senior Management on Human Resources issues. 2. Proven capacity to create and implement HR strategy whilst continually striving for improvement by challenging the status quo and generating new ideas to operate more efficiently. 3. Demonstrate a sound understanding of the relevant legislation, including knowledge of Equal Opportunity principles and National Employment Standards. Human Resources Manager 5

6 4. Demonstrate a clear understanding of Catholic Education Commission of Victoria employment guidelines. 5. Proven stakeholder management skills, including the use of interpersonal styles and communication methods to influence and build mutually beneficial relationships with teaching and support staff. 6. Ability to gain trust and respect of the College community and ensure high levels of confidentiality is maintained. 7. Demonstrate excellent interpersonal skills, including the ability to interact effectively with staff across a diverse range of disciplines. 8. Ability to apply initiative and problem solving skills when required and capacity to work autonomously. 9. Experience with the operation and use of Human Resource Management Systems. 10.
