1 Terms of Reference for Consultants (Institutional Contract) Development of Urban WASH Strategy and Action Planfor UNICEF Pakistan UNICEF s Water, Sanitation and Hygiene Programme 1. Programme information: Programme (No. & Name): WASH Project (No. & Name): UNICEF Urban WASH Programme 2. Background/Context of the Institutional Consultancy Requirement More than 41 million people defecate in the open in Pakistan. The 2010 floods devastated much of the water supply infrastructure throughout Pakistan, further widening the gap between progress made and the Millennium Development Goal (MDG) for sanitation. With just 45 per cent of the population (29 per cent rural and 72 per cent urban, JMP 2012) having access to improved sanitation, Pakistan faces a major challenge in achieving the MDG target of 64 per cent access to improved sanitation by Diarrhoea remains the leading cause of mortality for children under five where 116,013 children under the age of five die due to Diarrhoea each year, translating into the loss of life of 13 Pakistani children per hour (National Institute of Population Studies, 2009). In urban areas, 96 per cent of the population has access to improved sources of water and 72 per cent have access to improve sanitation. That means that over 19 million people in urban areas are without access to improved sanitation. Slum dwellers account for about 24 million people in Pakistan. Additionally while access in rural areas has improved over the past several years, access in urban areas has, by percentage, remained largely the same. With urban populations on the rise, this means that larger numbers of people are without access to improve sources of water and sanitation in urban areas. In Pakistan the average annual urban growth rate is 3.1 per cent. With a 36per cent urban population in 2014, this percentage is expected to rise to 60 per cent in million urban dwellers by Pakistan will be home to 15 cities with popluations over one million, including the mega cities of Karachi and Lahore with urban populations in 2030 expected to be approximately 28 and 15 million respectively. The challenges or urbanization are many, including lack of capacity for effective urban governance, poor public service delivery due to inadequate funding, lack of urban planning and issues related to land and housing. With more and more population moving into urban areas in search of better economic opporutnities, the WASH services in these urban centres, where they exist, will be further stressed. Purpose of assignment: 1
2 Up until now, UNICEF Pakistan s Water, Sanitation and Hygiene Programme has largely focused on rural areas with historically low coverage of water and sanitation. However understanding the rapid urbanization taking place globally and in Pakistan and with a view to support the reduction of inequities suffered by the most marginalized segments of society wherever the reside, it is necessary to review the opportunities and comparative advantage of UNICEF for engaging in Urban WASH programming. The purpose of this assignement is to support the development and documentation of UNICEF s Urban WASH Strategy and Action Plan over the next 5 years. UNICEF Pakistan is seeking the services of a consultancy for an institutional contract with a consultancy firm for the development of UNICEF Pakistan s Urban WASH Strategy and Action Plan (five years). 3. Duration of Contract UNICEF intends to enter into an agreement for four (04) months after the signing of the agreement with the selected firm. 4. Working Conditions The selected will ensure presence in Pakistan (various cities) as required to facilitate the process. 5. Major Objective The main purpose of the assignment is based on the UNICEF WASH Programme s Pathway of Change for Urban WASH, in consultation with Government and Sector Partners, facilitate the development of UNICEF WASH Urban Strategy and Action plan (defining immediate, short-term and long-term objectives), in further consultation with UNICEF Pakistan, Government counterparts, relevant Sector stakeholders and partners and ensuring due attention to crosscutting priorities in UNICEF (gender, resilience, stunting, polio, health and environment) and priority given the issue of sustainability of programmes. 6. Geographical Focus The strategy shall be developed for Pakistan overall, with specific requirement / needs for various provinces/areas considered. 7. Main Tasks to be accomplished The consultants should, based on a sound experience and capacity in urban contexts regionally and globally, facilitate the development of an Urban WASH Strategy for UNICEF Pakistan based on consultative processes. This Strategy shall be based on sound experience, evidence and understanding of urbanization and related issues globally and in the context unique to Pakistan. It should also be based on concrete knowledge of the UNICEF WASH Programme s expertise and comparative advantage in WASH and urban programming. 2
3 The approach undertaken to develop the strategy should include desk review of relevant research and material, a review of evidence related to urban programming, extensive stakeholder consultations among other methods to be proposed. Specifically, the following strategies shall be applied: 1. Desk review of relevant project documents, evidence, country, regional and global urban strategies. 2. Discussion with UNICEF management and WASH team and partners 3. Consultation with Urban sector stakeholders and government counterparts 4. Consultation with private sector, urban slum populations 5. Clear understanding of realities onground in Pakistan, as such field visits may be considered In addition, at minimum the Strategy and Action Plan should consider / include the following: UNICEF s comparative advantage Relevant counterparts/partnerships with Government Monitoring and evaluation, sustainability UNICEF technical capacity in Urban WASH in Pakistan, gaps Short and long-term objectives Strengthening Partnerships Public Private partnerships Opportunities for convergent / integrated programming Ensuring due attention to cross-cutting priorities in UNICEF (gender, resilience, stunting, polio, health and environment) and priority given the issue of sustainability of programmes. 8. Deliverables / Specific Tasks For planning purposes the following is an indicative time table for the study. Bidders are free to propose a different time table, while adhering to the overall deliverable outlined in the table below. TASK DELIVERABLE Duration Introductory work: meetings, document gathering etc. 1 week Develop an inception report defining methodology and work plan (activities and timelines) agreed upon with WASH Section Islamabad to support the above objective. The inception report should include a review of global / regional knowledge and plan and ongoing urban UNICEF WASH projects. Proposed outline of strategy contents should also be provided at inception. Inception report approved 2 weeks 3
4 Support the compilation and review of available research and evidence regarding the Urban WASH Sector with particular focus on urban informal settlements in Pakistan and in the region. Including an analysis of further researched suggested/required. And including a mapping of Urban WASH stakeholder and actors a part of Urban WASH Sector Governance, in particular for urban informal settlements. Completed desk review summarized in PowerPoint presentation, including an analysis of further research required and mapping of key counterparts/stakeholders for further engagement. Field Visit to 3 urban centres (Karachi, Peshawar, Jacobabad) for site visit and consultations with provincial partners Field visit / consultation reports Ensure the development of the Urban WASH strategy is a consultative process and provides opportunities for feedback from Sector stakeholders at national and provincial levels. UNICEF and Counterpart/Stakeholder Consultations, at natonal and provincial level(s), summary reports/feedback of consultations. UNICEF Urban WASH strategy and action plan drafted in consultation with UNICEF Pakistan, national and provincial governments, sector stakeholders, UNICEF WASH team, academia and other relevant partners. Draft strategy completed and Urban sector stakeholder workshop to share draft UNICEF urban WASH strategy. Workshop report finalized and shared at provincial/national levels. Documenation of stakeholder consultations. Two-page report on consultation workshop 2 weeks Finalization of Strategy and Action Plan and Final Consultancy Report summarizing deliverables and achievements. Final draft of strategy, taking into account feedback from government and development partner stakeholders. 4 weeks 9. Reporting Inception Report Consultancy firm will prepare an inception report before going into strategy development. The inception report should detail; Consultant s understanding of the consultancy Outline of study methodology, proposed sources of information, etc. Proposed schedule of tasks, activities and deliverables 4
5 A gant chart to define timeline on tasks planned for the study assignment An outline of the study team members and their roles and responsibilities and focal person of contact. An outline of the main strategy and action plan components Draft and Final Strategy and Action Plan The consultancy firm will prepare a draft Strategy presenting all Key Deliverables as outlined above which shall then be presented and discussed in consultative session organized by UNICEF and partners. The firm will then incorporate changes agreed in consultative session for UNICEF comments. The firm will incorporate comments by UNICEF and submit a final strategy to be endorsed by UNICEF. 10. Content of Proposal: a. Technical Proposal: Given the above background, the consultancy firm is expected to furnish a Technical proposal clearly providing firm registeration, reference list of similar assignment, experience of working with United Nation and proven experience in relevant arear related to the task. The second part of the Technical proposal will highlight the methodology and approach that will be undertaken to develop the strategy / action plan. b. Financial Proposal: The financial proposal contain detail budget of the proposed work plan to complete the project. The budget should cover human resources, transport, accommodations in the field, stationary, communication and all other expenses to be incurred until the study is completed. Consultative events with stake holders would be arranged by UNICEF/Implementing partner and doesn t need to be included in budget except the participation/facilitation of lead consultant. 11. Other conditions: All travel expenditure/arrangements should be covered in the total cost of consultancy, the consultancy firm will carry full responsibility for all those arrangements. 12. Study management arrangements: To facilitate the process, UNICEF will assist in linking up the consultants with respective stakeholders. UNICEF will provide any coordination support needed and ensure participatory study process. UNICEF will identify key partners for interview and consultations with consultants. 13. Specific responsibilities of Consulting Firm and UNICEF: The consultancy will cover all costs associated with this study, including but not limited to, the planning, design, implementation, internal quality control, analysis, presentations of methods, tools and products, inception report, drafts of the reports, etc. 5
6 UNICEF: Facilitate meetings and interaction within UNICEF and stakeholders. Comment of the draft report. Approve final report. Letters requesting visas for study team members to visit the country as detailed in the table above. Letters to government agencies and partners requesting participation in meetings to review tools, draft reports, and to discuss findings and recommendations. Letters requesting access to communities if required 14. Study team: Study team is expected to be composed of individuals with appropriate experiences and knowledge on urban WASH programming, strategy development and include the technical skills in the area being evaluated. Key individuals assigned to the study should meet the following requirements and qualification: Minimum 10 years experience in developing Urban WASH programmes. Clear expertise and experience in developing large scale strategies and action plans with international agencies. 15. Payment schedule : 1st payment: 2nd payment: 3rd payment: 30 per cent on submission and approval of inception report and background review of global/regional/country level urban strategies/plans. 40 per cent on completion of UNICEF internal and counterpart/stakeholder consultations, including post first draft consultations and submission of draft strategy and action plan report. 30 per cent on submission and approval of final strategy and action plan. 16.
