5 JOB DESCRIPTION Post Management Accountant Job Family Specialist, Professional, Administrative & Technical Grade 6 Role code MA001 Status Full time Contract Type Permanent Reporting to Head of Finance AIMS AND RESPONSIBILITIES OF THE ROLE To provide dedicated financial and analytical support to all budget holders within the School such as: Teaching, Research, Technical Support, Academic Administration, Professional and Central Connects departments. To lead the operational management of the accounts receivable and payable functions. To support the Head of Finance in co-ordinating the annual financial budgeting and forecasting exercises, and the on-time delivery of monthly management and annual accounts to strict time scales. Liaison and Networking Planning & Organising Information Review, Analysis and Scholarship Teamwork & Motivation Service Delivery Establish and maintain strong and effective working relationships with: Internal/External auditors in order to embed a suitable financial control environment across the School. All internal budget holders for the purpose of understanding and controlling spend drivers within the School and representing the Finance function as a pro-active and supportive business partner. Relevant external sector forums workgroups / working parties where appropriate. To represent Central at external workshops, information briefings and other events relevant to the responsibilities of the post. Provide input to key internal customers with regard to the preparation of plans/timetable supporting the annual budget and forecasting exercise. Hold regular meetings with Budget holders to review in-year financial position, agree corrective action where necessary and to discuss budget proposals for the year ahead within strict parameters. Interrogate a variety of internal and external databases in order to enhance quality of analysis and to sense check original findings. Internal databases such as the Students Record System and Payroll returns from MidlandHR (External Payroll Bureau). Model what-if scenarios and comment on associated risk in relation to New Course Initiatives and pricing decisions. Ensure that team are organised and working effectively. Create a sense of unity and common purpose. Form and communicate a clear vision of what is to be achieved overall by a team. Organise work flow within teams including the fair allocation and distribution of tasks to ensure timely delivery. This will include the allocation of tasks to cover for sickness absence or approved leave of absence; Preparation of on-time and accurate set of monthly management accounts at School level and investigate variances in advance and contributing to improved quality of insightful commentary. Assist in providing training to and non-finance staff on the School s financial systems and ways of working. Provide monthly variance analysis and commentary to individual budget holders. Aim to enhance commentary by incorporating student and staff numbers. Achieve clarity with regard to individual budget accountability. Job information Details Management Accountant Page 6 of 13

7 Team Development Initiative & Problem Solving Decision Making Process & Outcomes Assist the Head of Finance in preparing the annual budget, part year outturns and financial forward forecasts. Responsible for the delivery of total income analysis at School level to aid decision making particularly in the area of setting fee levels. This includes analysis and updates regarding HEFCE funding. Accurately account for research grants and associated costs. Provide relevant financial information to support the compilation of Funding Bids. Provide project accounting support to Research and Central Connects. Undertake monthly and year end reconciliations (Payroll, Pensions, PAYE, NIC and other relevant reconciliations requested by the Auditor s Prepared by Client (PBC) list) taking corrective action where necessary and report findings to the Head of Finance. To manage and resolve payroll errors / queries as appropriate in conjunction with HR. Submit quarterly VAT returns and annual gift aid returns Preparation of the annual HESA return. Assist with the preparation of the TRAC return and other statutory returns. Assist with the production of year-end financial accounts and supporting audit schedules and analysis. Pre-empt changes in the needs of the service and anticipate future requirements. Ensure others have the support they need to provide quality of service and fulfil their role. Implementation of audit recommendations where appropriate. Contribute to the Finance teams performance aimed at providing customer focused support whilst ensuring compliance with financial regulations and procedures. Deputise for other members of the team as and when appropriate. Line manages staff, maintain oversight of their professional development and conduct appraisals/development reviews. Encourage and motivate staff to develop their own continuous professional development. Establish root-cause of problem and provide a range of solutions to Budget holders and/or the Head of Finance. To solve accounting and compliance problems, such as resulting from changing accounting and legislative regulations To advise on the interpretation of regulations and to co-ordinate advise, support to staff and students as appropriate Recommend preferred solution and promote implementation Proactively propose changes with regard to continuous improvement of processes and ways of working to the Head of Finance To represent Finance on School project teams delivering change in order to secure project benefits outlined in approved business case. 12 TERMS AND CONDITIONS OF EMPLOYMENT Contract type Remuneration Full Time, Permanent Grade 6: 37,749-44,192 per annum, including London Weighting. Eligible for annual increments, subject to satisfactory performance. The maximum amount of annual increments per Grade is 5. Employees are appointed to the first increment of the advertised pay Grade. Hours of work Location Period of notice Subject to the Working Time Regulations, full-time employees are required to work such hours as are reasonably necessary in order to fulfil the duties and responsibilities of the post with minimum onduty hours of 35 hours per week. Swiss Cottage Following the successful completion of a probationary period, you are required to give and are entitled to receive three month's written notice of termination of your contract of employment.
