1 Request for Proposal RFP # National Data Consultant, India - Equal Measures FY18 Equal Measures 2030 invites you to submit a proposal for consultancy services; using data and evidence to support advocacy campaigns by civil society organisations, especially small grassroots organisations. The consultant would provide technical and data back-stopping and develop data products for national influencing for Equal Measures 2030 partner organisation SAHAJ in India ( which will also be profiled on Equal Measures 2030 s global online platform. The Equal Measures 2030 partnership is hosted and administered by Plan International. Synopsis A fixed-price purchase order will be issued to include all costs of services and delivery. Optional services / work may be submitted separately. Any accepted optional services or work will be negotiated and awarded separately. Equal Measures 2030 is under no obligation to make an award for Optional services / work. Issuance of this RFP in no way obligates Equal Measures 2030 to make an award. Bidders will not be reimbursed for any costs associated with the preparation or submission of their proposal. Each bidder is responsible for reading and understanding the terms and conditions of this RFP. 2 Questions and Clarifications All questions and/or clarifications regarding this RFP must be submitted in writing to Isabel Varnado and Albert Motivans no later than EST, 17 MAY Questions and requests for clarification, and the responses thereto, that Equal Measures 2030 believes may be of interest to other offerors, will be circulated to all RFP recipients who have indicated an interest in bidding. Project Deliverables (more details in the Terms of Reference below): Plan to meet data needs, approved by both Head of Data and Insights and SAHAJ focal point (3-5 pages) Mapping and inventory of relevant national data sources Compile national data files Develop national data products (to be further defined based on initial plan) Evaluation Process and Criteria An evaluation panel from Equal Measures 2030 will review proposals on a rolling basis as they are received. The proposal with the best overall value, composed of technical merit and price, will be recommended for approval. Technical proposal The technical proposal component should address all aspects and criteria outlined in this RFP, especially in the Terms of Reference below. And must include: 1) Company profile and CV(s) of applicable key team members 2) Information on relevant experience and portfolio 3) W9; W8 BEN (personal or business) 4) Signed and scanned copy of Attachment A: Representation and Certifications of Compliance Price proposal The price proposal received will be considered a firm high-ceiling limit for the project that is not subject to revision unless officially invited to re-submit by Equal Measures A detailed, itemized price proposal must be completed for every submission. Please quote in US dollars. Invoicing and payment will be in US dollars. Proposed timeline for RFP process All technical and cost proposals must be received by EST 17 MAY Proposals will be reviewed as they are received, and in-person or phone interviews with selected 2

3 candidates will take place on a rolling basis. Award notice will be given as early as possible following the deadline, and all proposals received will receive a response by 30 MAY The forecasted schedule of the contractual process is as follows: Closing date and time for submission of full proposal: 17 May 2018 Technical and price evaluations to be completed: 21 May 2018 Interviews 23 May 2018 Award notice: 24 May 2018 Signature of contract: 5-7 business days following award notice Project duration: 15 August 2018 Payment terms Payment will be made only upon acceptance of the work performed in accordance with the contractual milestones. The terms of payment are 30 days after receipt of invoice and acceptance of work. Payment will be effected by bank transfer in US dollars. Financial proposals should include any proposed staged payments. 3

4 TERMS OF REFERENCE PROJECT BACKGROUND Equal Measures 2030 is a global civil society and private sector led partnership with the mission of fuelling progress towards gender equality by making sure girls and women s movements, advocates and decision makers have easy-to-use data and evidence to guide efforts to reach the Sustainable Development Goals (SDGs) by 2030 and leave no one behind. Partners include Plan International, ONE Campaign, ARROW, Bill & Melinda Gates Foundation, Data2X, Women Deliver, KPMG, International Women s Health Coalition (IWHC), and The African Women s Development & Communication Network (FEMNET). SCOPE OF WORK Equal Measures 2030 seeks the services of a consultant with expertise in working to use data and evidence to support advocacy campaigns by civil society organisations, especially small grassroots organisations. The consultant would provide technical and data backstopping and develop data products for national influencing for Equal Measures 2030 partner organisation SAHAJ in India ( which will also be profiled on Equal Measures 2030 s global online platform. The consultant will have experience and knowledge of existing national data sources for gender indicators on the issues addressed by SAHAJ in India such as sexual and reproductive health and rights and be able to support the development of data products related to their national influencing agenda. The work will cover up to 25 days and should be completed by 15 August Under the supervision of the Head of Data and Insights of Equal Measures 2030, tasks include: 1. Connect (in-person or virtually) with EM2030 s Head of Data and Insights at initial, midstream and project end (1 day) 2. Meet with national influencing partner (SAHAJ) in person or virtually at outset and on a regular basis throughout the project period (2 days = 4 half day meetings) 3. Develop plan to meet data and evidence needs of the SAHAJ and that aligns with EM2030 s national influencing priorities not all of which will be undertaken during the timeframe of the consultancy (2 days) 4. Map and collect relevant national official and unofficial data sources and organise data in accessible format (e.g., csv, stata files, etc.) (5 days) 5. Produce data products (for example, headline statistics, charts, infographics, interactive data dashboards) to be determined in discussion with EM2030 (15 days) 4

5 DELIVERABLES Plan to meet data needs, approved by both Head of Data and Insights and SAHAJ focal point (3-5 pages) Mapping and inventory of relevant national data sources Compile national data files Develop data products (to be further defined based on initial plan) No travel would be required for this consultancy. QUALIFICATIONS Equal Measures 2030 invites applications from consultants able to demonstrate the following skills, knowledge and experience: Postgraduate degree in a relevant discipline, with experience working with data At least five years experience working in a relevant field Demonstrated experience in consulting/supporting non-specialists in defining and actioning data needs at national or international level. Demonstrated experience in managing large datasets Knowledge of national gender data sources and eco-system in India Demonstrated experience in data visualization and infographics Ability to communicate in English and Hindu; draft products in English and Hindu TIMELINE AND BUDGET The consultant will be based in India and able to meet virtually with EM2030 staff in USA or UK. 6 ATTACHMENT A: REPRESENTATIONS AND CERTIFICATIONS OF COMPLIANCE The certifier attests to the accuracy of the representations and certifications contained herein. 1. Federal Acquisition Regulations (FAR) The offeror certifies that it is familiar with the FAR and is not in violation of any certifications required in the applicable clauses of the FAR, including but not limited to certifications regarding lobbying, kickbacks, equal employment opportunity, affirmative action, and payments to influence federal transactions. 2. System for Award Management (formerly the Federal Excluded Parties List) The offeror is not presently debarred, suspended, or determined ineligible for an award of a contract by any federal agency. 3. Source and Nationality Requirements Offerors confirm that they are not violating the Source and Nationality requirements established by the U.S. State Department and that the services comply with the Geographic Code and the exclusions for prohibited countries. 4. Executive Compensation Certificate FAR requires Plan, as prime contractor of U.S. federal government contracts, to report compensation levels of the five most highly compensated subcontractor executives to the Federal Funding Accountability and Transparency Act Sub-Award Report System (FSRS). 5. Executive Order on Terrorism Financing The Contractor is aware of and compliant with U.S. Executive Orders and U.S. laws that prohibit transactions with, and the provision of resources and support to, individuals and organizations associated with terrorism. The contractor does not engage with, or provide resources or support to, individuals and organizations associated with terrorism. No support or resources are or will be provided to individuals or entities that appear on the Specially Designated Nationals and Blocked persons List maintained by the US Treasury (online at or the United Nations Security Designation List (online at: This provision must be included in all subcontracts/sub awards issued under this Contract. 6. Trafficking of Persons The Contractor may not traffic in persons (as defined in the Protocol to Prevent, Suppress, and Punish Trafficking of persons, especially Women and Children, supplementing the UN Convention against Transnational Organized Crime), procure commercial sex acts, or use forced labor during the period of this award. 7. Certification and Disclosure Regarding Payment to Influence Certain Federal Transactions The offeror certifies that it currently is and will remain in compliance with FAR Organizational Conflict of Interest The offeror certifies that it is not aware of any information bearing on the existence of any potential organizational conflict of interest. The offeror further certifies that if the offeror becomes aware of information bearing on whether a potential conflict may exist, that offeror shall immediately provide Plan with a disclosure statement describing this information (see FAR Part 9.5). 9. Business Size and Classification The offeror certifies that it has accurately and completely identified its business size and classification herein in accordance with the definitions and requirements set forth in FAR Part 19, Small Business Programs. 10. Prohibition of Segregated Facilities Offeror certifies that it is compliant with FAR Equal Opportunity The offeror certifies that it does not discriminate against any employee or applicant for employment because of age, sex, religion, handicap, race, creed, color, or national origin. 12. Labor Laws The offeror certifies that it is in compliance with all labor laws. 13.
