2 Universities Have Led The Way In Aviation Promoted standardization and professionalism Explored the science behind flight Considered the psychology of pilots Developed new ways to think about and communicate aviation concepts
3 Today There Is A New Opportunity To Lead The Way
4 Airman Certification Standards The single document providing the controlling guidance for everything a pilot is required to know or be able to do for a specific certificate or rating The ACS will be the guidance for the handbooks
5 The ACS Will Provide standards for knowledge (for the first time) Require the same skills at the same standards as the PTS Require applicants to be able to identify, assess and mitigate risks for each task
6 The Airman Certification Standards (ACS) Will Require A new way of thinking about managing the risks of flight A new vocabulary to express unfamiliar concepts

8 Why is This Important? How Many People In Here Know Someone Personally Who Was Killed In An Aircraft?
9 Risk Management Teaching And Practice Is Flawed When students leave training, accident rate jumps 50% Student = 5.8 Private = 8.55
10 Pilots Learn Risk Management By Exposing Themselves To Risk They then evaluate the result If not too scary, they call it acceptable May have just been lucky More times they get away with it, the more acceptable it is If scary, they add it to a long list of won t do that again! If they don t run out of luck, they become experienced
11 Experience Is A Hard Teacher: Test Is First, Lesson Afterward Many pilots and passengers don t live to get the lesson This doesn t prepare them for unanticipated risks To manage risk pilots must be proactive, not reactive
12 As A Community We have no real experience at providing guidance to instructors and applicants about risk management We need to Re-think our vocabulary regarding risk management Develop helpful and insightful vocabulary Re-think age-old terms we ve been using that don t help learning pilots as much as they should
13 First, Quit Talking About Safety We don t really mean it It doesn t give you any guidance
14 Quit Using Terms Not Acceptable To The Recipient We talk about aeronautical decisionmaking and judgment as if folks don t know how to make a decision There is a great deal of resistance on the part of the recipient We talk about the 5 hazardous attitudes as if pilots were character defectives
15 There Is Disbelief That It All Can Be Taught You can t teach judgment I'm afraid no amount of risk management training is going to change your attitude I am rather skeptical about whether risk management (judgment) is something that can be taught and tested
16 The Readers And The Columnist Are To Be Excused A lot of people confuse risk management with judgment and attitude In order to get a safe outcome, we must teach risk management
17 Risk Management Has Two Main Components A habit of maintaining situational awareness by systematically thinking about risks Mitigation strategies for the risks you have thought of
18 Scenario-Based Training Is the ideal way for a learning pilot to develop the habit of Maintaining situational awareness Active risk identification
19 A Lot Of Flight Instruction Is About Developing Habits Meticulously inspecting our aircraft before taking it into the air Using checklists Fastening seatbelts Many, many more
20 Risk Management Is Just Another One Of Those Habits Once developed, it will serve us well for the rest of our flying
21 Risk Management Comes With Its Own Memory Aids PAVE, for putting risks into the categories of Pilot, Aircraft, environment, and External/internal pressures C-CARE, for awareness of Changes Consequences Alternatives Reality External/internal pressures
22 The Cure For "Fat, Dumb And Happy" Is Relatively Simple Learn to use habit patterns and tools to help Maintain situational awareness Identify risks
23 The Cure For Risk Mitigation Is More Complicated Many pilots are resistant to mitigating the risks
24 The Answer Is Understanding The Last E In PAVE And C-CARE This is the external and internal pressures that impinge on pilots How they affect pilots varies with the individual They fall into at least two identifiable groups
25 The Big-Shot/Show-Off/ Thrill-Seeker Group This first group is, fortunately, relatively small They step into risk Risk is a part of the fun of flying for them They think they can get away with it They think risk-taking makes them look like superior pilots There is a tendency for these pilots to keep on enjoying risk-taking until they, and their passengers, pay the ultimate price
26 The Achiever Group The second group potentially includes most pilots They are good at almost everything they do They are the movers and shakers of every community they belong to They are hard-wired to complete what they set out to do They hate to give up on a goal
27 Goal-Orientation Is A Wonderful Characteristic In Almost All Of Life But as a pilot it can be a risk factor It tends to make us want to keep on going when good risk mitigation says we should change our plan
28 We Must Come To Terms With This Tension In GA we don t want or need to be as rigid as the airlines We have to accept reasonable limitations on our utility
29 We Urge You To Exercise Leadership To Ensure pilots learn how to develop the habit of identifying the risks of flight Develop procedures to help pilots be introspective about why they might be resistant to mitigating risks
