3 CL/3930 page 3 United Nations Educational, Scientific and Cultural Organization Chief Information Officer (D-2) Sector for Administration (ADM-022) The Chief Information Officer (CIO) will be responsible for all substantive and operational needs relating to the knowledge and information management systems (KIMS) of the Organization. This will involve developing, maintaining and monitoring the implementation of an effective KIMS strategy. As a leader in KIMS who is able to articulate a compelling strategy based on user needs and able to put the strategy into action in order to support knowledge creation, capture, retention and sharing throughout a widely distributed Organization, the CIO is expected to harness technology to support effective and efficient decision-making at all levels of the Organization and enhance organizational learning. Main responsibilities Under the authority of the Assistant Director-General for Administration (ADG/ADM), the Chief Information Officer (CIO) will serve as the principal advisor to senior management in the fields of knowledge and information management and ICT systems and systems integration to lead innovation, increase operational impact and optimize investment in UNESCO s information and communication technology platforms. The incumbent will be responsible for managing and implementing the KIMS functions as a critical service within UNESCO, which ensures the availability and security of information and ICT systems. Specifically, the incumbent will: - Formulate a comprehensive Organization-wide integrated strategy for KIMS and infrastructure, responding to multiple user needs and anchored in the Organization s overall strategies. The CIO oversees the implementation of the KIMS strategy to ensure UNESCO s information and communication systems are coherent, agile, secure and effective in supporting the Organization s goals and priorities; - Formulate UNESCO s KIMS policies and priorities, as well as ICT system needs, to assure an enterprise architecture, including the creation and Qualifications and experience Higher education, preferably in behavioural sciences, business management, administration, or computer science. At least 15 years progressively responsible professional experience at the national or international level, including responsibilities in the field of information and technology in senior executive positions. Assignments or experience at regional and/or international level and/or within the United Nations information technology fora would be an asset. Demonstrated ability to direct change processes at the substantive and management levels within large institutions (private and/or partnerships) with national, regional and international vision. Demonstrated knowledge of leadership and general management practices and techniques. Competencies The successful candidate should be able to demonstrate the following competencies: Commitment to the Organization s mandate, vision and priorities. Strategic planning and execution: knowledge of contracting, negotiating and change management. Knowledge of information technology computer systems and software and the ability to manage the entire spectrum of information technology operations. Ability to animate a team composed of both technical and non-technical colleagues. continuous update of comprehensive institution-wide data models that meet the needs of all organizational units, including the network of field offices; - Serve as the principal advisor to the Director-General on KIMS strategy, priorities, systems and budget, and also organize and chair the Committee on Information Systems; - Work closely with individual business owner units to implement and refine as appropriate the strategy and policy, as well as coordinate the KIMS activities across the Organization; - Define and implement, together with executive management, a governance and decision-making process for investments in, and delivery of, ICT resources across the Organization; - Ensure that appropriate project management disciplines are established, followed and monitored for the implementation of ICT systems; - Ensure that ICT systems, communication networks and technologies are cost-effectively harmonized across the Organization and, in that regard, also engages with United Nations system organizations to strive for system-wide coherence, especially at the country level in the context of delivering as one; - Provide strategic input and support the implementation of a continuous change management process harnessing the use of ICT. Understanding of UNESCO s strategic direction and familiarity with the substance of UNESCO s scope would be an asset. Candidates should also possess: A broad general culture, sound analytic capacities and proven leadership and managerial skills. Working knowledge with excellent drafting skills in one of the working languages (English and French). Knowledge of the second one is strongly desirable. Language training will be mandatory to acquire the required level of the second working language in a reasonable timeframe. Proven leadership and management skills, and high sense of objectivity and integrity. Teamwork: Strong interpersonal skills and ability to build trust and work in a multicultural environment. Sound judgment and decision-making skills. Excellent communication and presentation skills, with strong presentational abilities. Ability to interact with a wide range of high-level partners. Terms and conditions The post is at grade D-2 common to the United Nations system, with a salary composed of base salary and post adjustment which, at the present dollar exchange rate, totals approximately US $164,767 (with dependants) or US $151,369 (without dependants) per annum, exempt from taxation. In addition, UNESCO offers an attractive benefit package, including 30 days To Ministers responsible for relations with UNESCO annual vacation, home travel, education grant for dependent children, pension plan and medical insurance.
