1 ACCESS PRACTICE AP 34 Operator Training Competency Guideline Process Authority: Manager Operations Improvement Approval: Chief Operating Officer Version Date:27/08/2013 Revision: A 1. Purpose This procedure provides a guideline for developing operating competency training and assessment documentation and training plans. 2. Scope Defines: aspects are to be covered in operating competency training and assessment documentation; methods of training and assessment; training plans; and methods to maintain currency of operating competency training and assessment documentation. 3. Process 3.1 Developing Operating Competency Training and Assessment Risk-based Approach The risk based approach is to be used whenever: developing a new operating competency training and assessment program: revising an operating competency training and assessment as a result of modification or replacement of apparatus; or as a result of the pre-set review time period occurring. The key objective of using a risk based approach is to ensure the training and assessment methodology suitably matches the requirements of the apparatus to be operated, ensuring the operator has the required underpinning knowledge and practical experience to be able to operate the apparatus safely, effectively and efficiently in both normal and abnormal circumstances.
2 The requirements for developing an operating competency training and assessment using the risk-based approach are to: identify the apparatus to be operated and the operating task; develop a hazard/risk analysis, based on the apparatus and operating task, to clearly establish how the apparatus operates and interfaces within the system and the requirements to safely, effectively and efficiently operate the apparatus in normal and abnormal circumstances; determine the key underpinning knowledge and experience requirements which are necessary to compliment the practical training to operate the apparatus safely, effectively and efficiently in normal and abnormal circumstances; determine the practical training necessary to develop the skills to be able to operate the apparatus safely, effectively and efficiently in normal and abnormal circumstances; the standard of competence to be demonstrated before a person is authorised to operate the apparatus; and the cycle for refresher training required to maintain the standard of operating competence. An example of a training and assessment module is shown in Table Training and Assessment Material Development As a prerequisite to commencing Operating Competency training all persons: must satisfy the competencies required in AP-02; and should do the Snowy Hydro Hydro and Gas Plant Operations Technical Induction Module, ( This module establishes the foundation skills, understanding and knowledge that will be built upon for each operating role.) Generic Underpinning Theoretical Knowledge Generic theoretical knowledge is the essential underpinning knowledge that: aids in understanding the plant specific knowledge; and aids the Operator in Training to understand the practical components of how an apparatus functions and interfaces with the system. A comprehensive list of identified operating training modules is shown in Table 2. The risk-based analysis will identify which of these generic modules are relevant to the specific operating role for which training is being developed. All generic theory prerequisites are to be listed in the prerequisites section of the training and assessment package.

4 Wherever possible, priority should be given to Operators in Training completing the identified mandatory generic training modules before commencing training in plant specific theory and practical training Plant Specific Underpinning Theoretical Knowledge Plant specific knowledge is theoretical knowledge specific to the plant and how it is to be operated. Plant specific knowledge is gained by the trainee accessing and reading relevant primary documents, such as: the Operations and Maintenance manual Operating Instructions; Drawings and Schematics; Access Rules and Practices; Snowy Hydro Policies; and Snowy Hydro Clean, Green and Safe Procedures. Preference is to be given to using the primary documents as training tools and developing the assessment tasks based on the information in the primary documents. When a primary document is found to be out-of-date, action must be taken to correct the document before training commences. Secondary training and assessment documentation should only be developed when: no specific primary documentation exists; the primary documentation is inappropriate to use; or there will be a delay in correcting the primary document and it will impact on commencing the training process. All primary and secondary material to be used for a training program is to be listed in the references section of the training and assessment package Specific Practical Skills Each operating role will require the development of practical skills based on the operating task. The risk-based analysis will identify the elements of required practical skills to be developed relative to the specific operating role for which training is being developed. These identified skills will be documented into an assessment package listing (see example Table 3) : Each element to be developed ( ie the desired skill (eg An understanding of Geehi Dam)) The performance criteria to demonstrate the skill (eg questioning, demonstration, practical exercise, etc.). The required range of responses to the performance criteria to be found competent. The last page of the assessment will be a summary of the assessment findings with the signature of the candidate and the assessor. (see example Table 4.) A record of completion of training is to be forwarded to the Regional Training Coordinator; and recorded in the SHL training database. The practical skills assessment package will be used to guide the operating trainee s practical training.

9 4.1.3 Demonstration of Competence The risk-based analysis will identify the level of risk that the operating task has based on potential impacts on: personal safety; the environment ; damage to apparatus; and the system. This level of risk will determine the required percentage of the performance criteria to be achieved before the operating trainee will be found competent. All assessments must clearly indicate the required percentage of correctly achieved performance criteria for the operating trainee to be found competent. 4.2 Training and Authorisation Skills Mapping To ensure training is conducted effectively and efficiently, before commencing training it will be necessary to map the Operator in Training existing competencies against the desired final competencies required to be authorised to perform the operating function. This will include mapping the relationship of current and required: underpinning knowledge; apparatus specific knowledge; and specific apparatus skills. Mapping will in effect clearly identify those competencies where training and assessment is required and thus eliminate duplication and increase the efficiency of the training and assessment process.

12 4.2.2 Training and Assessment Plan The Skills map will identify the areas needing training and assessment an enable a Training Plan to be developed for the Operator in Training. The training plan should include: Underpinning Knowledge Training including: o The modules to be completed; o The course provider for each module; o When and where the course will be provided for each module; o A progress review process; o The guidance mentor(s) to help with study difficulties; o The timeframe to complete each module. Apparatus Specific Knowledge Training including o The resources; o The training mentor(s) to provide guidance on accessing and studying resources; o The assessment package; o A progress review process; o The timeframe to complete each package. Specific Apparatus Skills including: o The resources; o The training mentor(s) who will demonstrate and explain practical skills; o The assessment package; o An apparatus access plan ( ie A plan based on work schedules which gives the trainee maximum exposure to operating, isolating, restoring the apparatus under a variety of conditions.); o A progress review process; o A progress review process; o The timeframe to complete each package. The training plan package should be negotiated with the trainee, the trainees supervisor, the mentor(s), the trainer and assessor and a senior member of the operating team. During the negotiation of the training plan package each participant must clearly define and understand their role in the training and assessment process to ensure maximum effectiveness and efficiency, ensuring the trainee achieves the desire outcome in a timely manner Final Authorisation Final authorisation of the Operator in Training will be as per Access Practice AP Review Authorisation and Refresher training The review timeframe for each Operating Authorisation will be established by the risk-based analysis. When apparatus is modified or replaced all authorisations for that apparatus will be cancelled and all impacted persons must be trained and assessed in accordance with the new conditions.
