2 JOB DESCRIPTION INTERNAL AUDIT TEAM LEADER Internal Audit Department, Head Office, Stockport Town Centre Accountable To: Specific Requirements: Location: Service Director Willingness to work flexibly and travel to services nationally You will initially be based at our Manchester City Centre Head Office during initial induction to the role. From October the permanent base for this position will be our new Stockport Head Office. Role Summary: To ensure the effective running and coordination of the internal audit function including the management and priority of audits and reactive investigations, managing supportive functions of the team to assist services with all aspects of finance including supervision and training, and the ongoing monitoring of services across the organisation. Support around the Anti-Bribery Policy and Whistle-blowing Policy is also crucial alongside ensuring good practice is promoted and embedded throughout the organisation. As the Internal Audit Team Team Leader you will directly manage a staff team of internal auditors and administrative staff and coordinate their workload in line with the needs and priorities of the organisation. You will be responsible for the keeping of records and action plans in a database and the tracking of organisational compliance in this regard. You will also be required to report regularly on progress and workloads within your team and attend regular Case Management Meetings. You will liaise with all levels of staff and management within the organisation and present an overview report to the Executive Management Team on a bi-annual basis. Further reporting will be required on action plan completion, investigatory outcomes and hot spot identification and actions. Main Responsibilities: 1 To work with and liaise with the Internal Audit team to plan your workload annually to ensure all projects receive an annual audit. This needs to form a documented plan so that progress can be tracked. This needs to include contingency time for accepting extra project investigations led by incidents that occur as part of the day to day running of the business. 2 To ensure that the finances at projects are managed in line with Creative Support procedures, and are secure: that money and valuables are kept securely in the safe (within the insurance limit), that no Personal Identification Numbers are held by staff and that daily checks are conducted and recorded. 3 To ensure that audits are completed in an accurate, efficient and professional manner in accordance with the agreed format and to specified deadlines. 3 4 To ensure that short notice investigatory requirements are managed in a timely fashion to ensure that internal and external expectations can be met regarding reactive case work. 5 To audit the management of appointeeships by the client finance team based at Head Office. To ensure that appointeeships are managed securely, in adherence to guidelines and to ensure that there are no indications of improper use or fraud. 6 To ensure a regular programme of training is held across the country and coordinated with local teams to ensure effective ongoing learning within the organisation. Records are to be maintained detailing all attendance and training accordingly. 7 To put in place any preventative measures necessary to promote good financial practice at project level. 8 To ensure that finance supervision support tools are used within services and form part of the audit process, and to support teams with group supervision where services are identified as needing extra support. 9 To carry out statistical analysis of audit outcomes and action plans and training and support initiatives on a regular basis and to provide a breakdown of the effectiveness of the teams input in this regard. 10 To develop, implement and manage a scoring system for services so that an early warning system for high risk areas within the business can be easily identified and actions put in place to minimise risk and also to feed back on good practice. 11 To develop efficient and professional working relationships with Service Managers and Service Directors to provide specific and targeted support where it is needed. 12 To prepare a report for the monthly case management review meeting and attend to represent to Internal Audit Team. 13 To ensure that all audits and investigations are completed in a full and robust manner with all discrepancies followed through to clear outcomes for the relevant service. 14 To carry out analysis of local services to identify trends in audit requirements and results and irregularities requiring investigation. 15 To provide regular supervision and support to the Internal Audit Team employees who are responsible for conducting audits and investigations ensuring members of the team receive individual appraisals and to promote personal development through the identification of training needs and opportunities in addition to setting personal objectives. 16 To organise and prioritise the work of your team on a weekly basis, delegating as appropriate to ensure that targets and deadlines are met. 4 17 To assist the Service Director responsible to manage an efficient and proactive Internal Audit Service. 18 To ensure the Anti-Bribery and Corruption Policy is embedded with the organisation and that quarterly checks are undertaken on the Financial Donations register. Other Responsibilities: 19 To accept regular support and supervision from your Service Director 20 To keep your Service Director informed of your whereabouts and workload at all times. 21 To organise any required reports and attend the Executive Meeting and other staff forums if required. 22 To carry out all work in a manner consistent with the aims and principles of Creative Support. 23 To comply with and to implement the Equal Opportunities Policy of Creative Support. 24 To maintain confidentiality at all times, in accordance with the agreed policy. To work in accordance with the framework for the Data Protection Act. 25 To identify own training needs in discussion with your Line Manager and to attend training events and courses as required. 26 To observe any written policies, procedures and guidelines for good practice agreed by Creative Support. 27 To be aware of and to comply with Health and Safety regulations and procedures. 28 Any other duties as required. 7 TERMS AND CONDITIONS INTERNAL AUDIT TEAM LEADER Internal Audit Department, Head Office, Manchester City Centre Pay Scale: Up to 21,019 per annum based on experience and qualifications. Point One - Point Two - Point Three - Point Four - Point Five - 19,847 per annum 20,431 per annum 21,019 per annum 21,717 per annum 22,427 per annum Hours of Work: You will work 37.5 hours per week, Monday to Friday. Core hours of work are 9am till 5pm to be worked flexibly dependant upon the requirements of the organisation and the Internal Audit department. Probationary Period: The first six months of employment constitute the Probationary Period. Successful completion will confirm employment. Holidays: 25 days plus 8 statutory days pro rata. Sickness Policy: Creative Support operates a discretionary company sick pay benefit scheme which is for the purposes of preventing hardship during times of serious illness. The eligibility criteria and conditions for payment of Company Sick Pay (inclusive of SSP) are shown in the Employee Handbook. You may be eligible for Company Sick Pay benefits subject to compliance with these criteria as follows: - Creative Support do not pay for the first three days of any sickness absence - First six months service - Not eligible for Company Sick Pay though you may be entitled to SSP. - Six months to eighteen months service - Up to a maximum of four weeks at full pay. - Eighteen months plus service - Up to a maximum of eight weeks at full pay followed by four weeks at half pay. Company Sick Pay benefits may be withdrawn or temporarily suspended where performance or attendance is unsatisfactory. Disclosure Checks: All appointments will be subject to DBS enhanced disclosure, ISA and POCA checks. Pension: Creative Support operates an auto-enrolment pension scheme with the People s Pension. 8 Life Assurance: All staff on Creative Support contracts are entitled to free life assurance. This is a valuable benefit which provides a lump sum equal to two times annual salary. Discretionary Benefits: Creative Support offers discretionary benefits in addition to statutory benefits. In addition, up to 6 sessions of face to face counseling can be obtained. This service is delivered by professionally qualified and supervised counselors and is provided free of charge. Hospital Saturday Fund: All employees have access to a special scheme which enables membership of the Hospital Saturday Fund on preferential rates. There is a choice of packages offering different levels of service. Membership is entirely voluntary.
