The ideal GIS Program Analyst candidate is: Someone who has significant experience with the ESRI suite of mapping tools; Someone who is skilled with creating and maintaining interactive on-line map applications; Someone who can perform complex spatial analysis to satisfy user needs; Someone who is passionate about customer service; Someone who analyzes customer request to create the best possible solutions; Someone who can train and coach other GIS users within the City; Someone who is knowledgeable with spatial data integrations involving other enterprise applications such as asset management, permit tracking, and document management systems; Someone who is committed to furthering their technical skills and staying current with GIS trends; Someone who possesses a working knowledge of python and T-SQL script languages; Someone who is detail oriented; Someone who can prioritize work load and multitask with multiple interruptions; and Someone who embraces, promotes and is guided by the City's Mission, Vision and Values SELECTION PROCESS 1. Job Characteristics Analyzes and performs management of spatial data necessary to support City infrastructure, planning, engineering, and police programs. Ensures that accurate and reliable Geographic Information System information is available to all City departments to support public safety and community quality of life. Maintains, coordinates, and administers the City's Geographic Information System, including the analysis of complex data and the design, implementation, and maintenance of GIS applications. Coordinates consultant support as necessary. Supervisory Guidance Received/Given Supervision received is usually characterized by general direction intended to define goals, objectives, and problems. Control over work methods is general, rather than detailed in nature. Supervises GIS staff to include consultants as needed, and provides direction to other department staff and/or consultants as required. Allocation Factors/Distinctions This is a professional classification. Work in this classification is distinguished by the complexity of assignments, independent judgment and discretion in problem analysis and development of solutions, and the responsibility of ensuring the integrity of the data and analysis relied upon by City staff, executives and Council members for critical planning decisions. Assist in the planning, design, and development of the GIS program; assists management with GIS budget preparation and maintenance. 2. Perform parcel maintenance operations within current parcel and permit information system ensuring integrity with the GIS data. 3. Adapt and perform detailed spatial analysis to resolve GIS mapping problems and develop solutions; analyze user needs and determine most effective approach to satisfy user needs. 4. Analyze direction of GIS program through interaction with City GIS users by keeping current with industry trends and by establishing and maintaining relationships with other GIS professionals. Promote and demonstrate innovative uses of GIS technology to make City procedures more efficient and data readily accessible. 5. Develop and maintain GIS layers/data elements consistent with Federal, City, and industry standards. Perform complex research in accumulating, and evaluating the accuracy of, existing and new data elements from a variety of internal and external sources.

Confer with other City departments, citizens, developers, and other agencies regarding complex issues to ensure compliance with City standards as well as those of various emergency services organizations. 7. Convert complex and sophisticated multi-layered maps and data for a wide variety of applications and end users. 8. Analyze user needs and determines the most effective approach to satisfy those needs. 9. Utilizing advanced GIS systems and techniques, designs and creates cartographic quality maps for City Council presentations, Boards and Commission reports, Economic Development promotional presentations, and television features. 10. Establish, document, and enforce GIS standards and procedures. 11. Review software specifications for new and enhanced systems and applications and identifies impacts on existing or other planned applications. 12. Trouble-shoot and maintain GIS systems; maintain professional relationships with software vendors. 13. Provide internal training on GIS resources, capabilities, and applications. 14. Participates in defining and implementing strategies. Non-essential Job Functions: 15. May drive to meetings or pick up parts, supplies, and materials. 16. Perform other work as assigned. QUALIFICATIONS: Knowledge Clerical -- Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, transcription, designing forms, and other office procedures and terminology. Computers and Electronics -- Knowledge of computer hardware and software, including applications. Customer and Personal Service -- Knowledge of principles and processes for providing (internal or external) customer services including customer needs assessment, meeting quality standards for service, and evaluation of customer satisfaction. Design -- Knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models. English Language -- Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. Law and Government -- Knowledge of laws, legal codes, government regulations, and agency rules. Advanced knowledge- of principles, practices, standards, terminology and trends in GIS at both local and national levels, including National Mapping Accuracy Standards, projections and datums; of GPS theory, field collection, and post-processing; of the technical literature, research studies, and current developments in the field of GIS and spatial data; of cartographic principles, practices, standards, and terminology. Knowledge of SQL database capabilities and database design techniques used in GIS applications; of spatial data management, spatial analysis, and permit/parcel maintenance software. Working knowledge of coordinate geometry methods of mathematically representing property, rights of way, and map features. Education/Experience Any combination equivalent to experience and education that would likely provide the relevant knowledge and abilities would be qualifying. Generally, this will require: Education: Bachelor's degree in Geography, Planning, or related field with specialization in GIS. Experience: Four years of increasingly responsible related professional experience in a GIS related field. OTHER:
