5 FI Competency Profile (extract) Management Excellence Finance: PS leaders deliver results by maximizing organizational effectiveness and sustainability. They ensure that people have the support and tools they need and that the workforce as a whole has the capacity and diversity to meet current and longer-term organizational objectives. They align people, work, and systems with the business strategy to harmonize how they work and what they do. They implement rigorous and comprehensive human and financial resources accountability systems consistent with the MAF. They ensure that the integrity and management of information and knowledge are a responsibility at all levels and a key factor in the design and execution of all policies and programs. FI-01 FI-02 FI-03 FI-04 Uses government assets and resources appropriately and responsibly by understanding and applying related government policies Fulfils legal obligations and policy requirements (such as on acquisition, use and protection of materiel and public property, the safeguard and management of information, cooperation on audits, evaluations or reviews) Pursues operational efficiencies and value for money Applies and monitors rigorous systems for Financial Information Management, internal audit, and evaluation Allocates and manages project resources transparently Implements strategies to achieve operational efficiencies and value for money Fulfills obligations for project finance and assets management Acts on audit, evaluation, and other objective project team performance information Allocates and manages unit resources transparently Fulfills obligations of accountabilities for unit finance and assets management 5
6 FI Competency Profile (extract) Strategic Thinking Analysis: PS leaders advise and plan based on analysis of issues and trends, and how these link to the responsibilities, capabilities, and potential of their organization. They scan an everchanging, complex environment in anticipation of emerging crises and opportunities. They develop wellinformed advice and strategies that are sensitive to the various needs of multiple stakeholders and partners, reflect the strategic direction of the PS and position the organization for success. Develop definitions for functional competencies based on the FI to CFO Career Path identify functional areas of responsibilities and define these Develop competency dictionary which would include the definitions of both the behavioural and functional competencies Develop assessment tools provide departments and agencies with generic assessment tools and guides to be used in conjunction with the profile Develop a self-assessment tool that could be used by individuals to self-assess for current and future roles within the FI category 7
8 FI Core curriculum - Mandate To support GOC policy Policy on Learning Training & Development aims to enhance professional standards of functional specialists, including finance specialists; further strengthened by the Directive on Administration of Required Training Policy on Financial Management Governance provides for the development and implementation of a government-wide core learning strategy on financial management for all employees of the public service involved with the management of resources and meet the evolving needs of Financial Managers resulting from increased accountability, emphasis on risk management and the impacts of the policy renewal 8
