We believe in the power and potential of every child. But this is often suppressed by poverty, violence, exclusion and discrimination. And it is girls who are most affected. Kilifi Solar project if for supporting female renewable energy entrepreneurs and adoption of solar power in Kilifi, Kenya. Project Overview The Kilifi Solar project aims to provide affordable, clean and renewable energy to rural households as well as opportunities for young women to build skills and income as entrepreneurs. The project will work directly with 30 female entrepreneurs, building their capacity to market, sell, install and service solar home systems within their communities. Plan International Kenya will work in partnership with a local SACCO (Savings and Credit Cooperative Organization), solar product distributor, and training/capacity building organization to deliver the program. The project will be 18 months in length, from January 2017 June Location of assignment: Kilifi County, Kenya Start Date: May 2017 Duration of Assignment: Approximately 50 days. Note: The days will not be consecutive, but spaced over a period of approximately 8 months (i.e. until December 2017). Fifty days is an estimate and the success and payment of the consultancy will be measured in terms of deliverables, not number of days spent. The project s ultimate goal is improved quality of life and resilience for poor households in Kenya, particularly for girls and boys, through access to affordable, clean renewable energy for electrification. 2 strategy development for community social mobilization to promote acceptance of women as entrepreneurs and financial contributors to households; capacity building of the project team and partners through engagement in the above activities. Purpose of the Consultancy Assignment The Kilifi Solar project implemented by Plan International Kenya is currently within the initial start-up phase and requires a Gender Equality Consultant to act as technical point person throughout the course of implementation. Plan is seeking a consultant to lead the team on gender equality integration, ensuring project strategies, trainings, and approaches are informed by a strong gender equality assessment and results-oriented action plan. This position requires a high degree of collaboration with Plan International Kenya, Plan International Canada (the donor of this project), and all implementing partners. Travel to Kilifi will be required. Scope of Work The Gender Equality Consultant shall undertake the following tasks: a) Gender Equality Assessment The first task will be to undertake a gender equality assessment to better understand the barriers facing young women as potential entrepreneurs and inform subsequent training, sensitization and behaviour change communication activities. The assessment will also collect some baseline data to assess the entrepreneur s perceptions of gender issues in order to measure progress over the project. It is also expected that the implementation partners will use the assessment recommendations to inform the development of their training modules for the entrepreneurs. The assessment will include a literature review and community consultations. b) Gender Equality Integration into Training Materials and Programs The consultant will be required to review three main partner training programs and determine the best approach for gender equality integration. This could involve adjustment to partner materials, additional sessions facilitated by the consultant, or a training of trainers program for the partner before delivery of the training program. The consultant must also provide practical gender equality considerations for preparation, delivery and follow up for each training session, to ensure that women are able to maximize the benefits from each program. The three trainings will focus on: Loan products, applications and benefits of engaging in the formal financial sector from a local SACCO. Entrepreneurship, business management, inventory control, product training, financial management, marketing, and customer service training from a capacity building organization. Training from a solar distributor on product information, installation, technical problem solving, after-sales support and warranty repairs and replacements. 2/5 c) Sensitization Session for Male Partners The consultant will develop and directly deliver phased sensitization for the male partners of the 30 female entrepreneurs. The primary objective of this session is to generate acceptance from the male partners on women as entrepreneurs and contributors to household income, while also building supportive home environments where the women are able to openly lead their entrepreneurial activities.

3 3/5 d) Strategy Development for Social Mobilization and Behaviour Change Communication The project will undertake various forms of awareness raising and social mobilization on multiple levels targeting the wider community through chief s barazas (community gatherings) as well as by specifically targeting Village Savings and Loan Associations (VSLAs) as potential solar home system clients. These groups will be the key change agents with respect to the acceptance and interest in solar products. This will involve information sessions, promotional material, live demonstrations and/or education sessions. The Gender Equality Consultant will support on strategy development and an operational plan to address the underlying social environment of the female entrepreneurs and community perceptions about the role of women engaging in income generating activities. The consultant will propose the best ways to target the wider community, VSLAs (as groups of women) and the male partners of the entrepreneurs. These outreach sessions will aim to reduce the barriers the women face undertaking enterprise activities by creating space for men to support them to share household responsibilities. e) Build Internal and Partner Capacity on Gender Equality Throughout each of the above tasks, the consultant will aim to build the capacity of the project team and implementing partners through their own proposed approach. Clear communication, collaboration, and feedback will all be important aspects under this task. Expected Deliverables 1) Final gender equality assessment report. Leading up to this delivery, the consultant will also be required to submit: - Inception report and work plan - Data collection tools (English and Swahili) and data analysis plan - Two draft reports, integrating feedback from Plan 2) Comprehensive training plans on how to integrate gender equality into preparation, delivery and follow up processes for three partner training packages. The training plans must be results-orientated and have buy-in from the implementing partner. This may include training sessions co-facilitated by the consultant or the consultant leading training of trainer sessions for the partners. 3) Content and operational plan for male sensitization sessions. 4) Strategic and operational plan for social mobilization and behaviour change activities. 5) Through working sessions in this consultancy, build the capacity of Plan and partners on gender equality programming. Consultants/Bidders are asked to provide: i) A detailed technical proposal outlining the proposed approach for this assignment. ii) Curriculum Vitae(s) of proposed staff outlining relevant gender equality expertise and experience in assessments, training, social mobilization and overall program quality. iii) A financial proposal with a detailed breakdown of costs. iv) A proposed timeframe detailing activities for the Gender Equality Assessment; the timing of the remaining activities will be worked out directly with the consultant. v) Names and contact information of three references who can be contacted regarding relevant experience. vi) A copy of 2-3 previous examples of similar work undertaken. vii) A Consulting Firm Profile (including all details of the firm and board of directors), if applicable. The financial proposal should contain: Itemized consultancy fees/costs.

4 Itemized field expenses, including lines for transport and accommodation. Plan will cover costs associated with local transportation to project sites. Itemized administrative expenses. A Bachelor s degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree. Experience in designing and conducting gender equality assessments, including both literature reviews and field work. Demonstrable and substantial experience in participatory training processes and facilitation, specifically in the areas of women s economic empowerment, solar energy, and gender equality. Experience in Kilifi on these thematic areas is a strong asset. Experience in training design and development, implementation and monitoring, with practical experience in integrating gender equality and results-focused considerations at each stage. Experience designing and conveying concepts for community level work. Key Skills specific to the Assignment: Consistently approaches work with energy and a positive, constructive attitude. Ability to review, analyze and synthesize information to produce high quality reports, training packages, and strategic plans. Ability to manage relationships and demands from multiple partners. Ability to communicate clearly and work cooperatively in a cross-cultural setting. Ability to formulate strategies and concepts, thinking creatively and innovatively. Knowledge on solar energy programs in Kenya is an asset. Written and spoken fluency in English; fluency in Kiswahili is an asset.
