2 Service and team About the role NHS RightCare is an established transformational programme of NHS England, contributing to the financial sustainability of the NHS as a key priority within the Five Year Forward View. The NHS RightCare team is a large national team which spans the country and comprises of professionals providing expertise on RightCare delivery and intelligence across the health sector in England. The team is expanding as the NHS RightCare Programme moves into its second wave of roll-out, with new senior leaders coming on-board to support and provide direct delivery support to CCGs. As a result, there is now a significant requirement to increase the levels of project and programme support within the NHS RightCare programme to ensure the Programme remains on track to deliver its objectives in 17/18 and onwards. The Knowledge Management team has recently been established and although it sits within the Intelligence programme, it supports the wider NHS RightCare programme. The post holder will need to be adaptable and creative to meet the evolving demands of this function. The NHS RightCare Intelligence team is responsible for the sourcing, collation, sharing and publication of evidence, data and knowledge to support health economies in England improve the way care is delivered for their patients and populations. As the Knowledge Management Facilitator, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the NHS RightCare with access to research, knowledge and learning about reducing unwarranted variation and also help people to make connections, build networks and share expertise. The role will involve developing a knowledge community and facilitating a programme of learning events as well as using established knowledge management processes (after action reviews, retrospects etc) to encourage knowledge sharing behaviours. This will include: Running monthly learning events for NHS RightCare Delivery Partners and wider team Leading the development and implementation of an online resource (currently Office 365) bringing together relevant content (resources, know-how and learning) for the NHS RightCare team, Overseeing horizon scanning Managing a database of ideas, practice examples and emerging evidence on reducing unwarranted variation in local health economies Tools and resources already published can be viewed here.

3 Key Job specifics and responsibilities Key accountabilities The NHS RightCare Knowledge Facilitator will support the Knowledge Management Lead to ensure that knowledge, know-how, information and experience is shared widely within the team so that change can happen more effectively and quickly. The emphasis of the role is to support the transfer of knowledge within the RightCare team to the wider health and social care system. Strong facilitation skills (face to face and online) are required to encourage sharing and learning. Ability to introduce innovative knowledge building concepts will also be welcome as well as an understanding of the NHS. The online resource will give access to published and unpublished knowledge, know-how, tools and products. It will also be used for online collaboration through shared conversations, calendars and planners. The knowledge facilitator will: Provide leadership and guidance that supports online network and community building, virtual learning and sharing opportunities Ensure that the online resource is actively used to share learning and meets user needs Manage the content lifecycle of resources from capture, codify, classify, publish and archive Use established knowledge management processes Improving quality and outcomes To work with the Knowledge Management Lead to design and implement an online resource that meets the needs of NHS RightCare Key Functional Responsibilities Operational To oversee team members to deliver requirements listed above and engage and liaise with key stakeholders, in particular; o To support the delivery of day to day activities and projects o To manage team and drive delivery of a range of business initiatives and projects o To operate in a highly political and sensitive environment o Support the portfolio of initiatives in demonstrating value for money for the current spend o To monitor, interpret and quality assure progress against deliverables to NHS England that often require adjustments specifically in relation to the complex corporate business agenda, strategic objectives and the business planning process o To develop business plans and provide expert strategic and policy advice and guidance on all areas of the National Director s portfolio Project Management Lead the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project. Pro-actively manage stakeholders, respond to and resolve conflict when this arises through facilitation or other appropriate mechanisms. Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost effective manner.

4 To be responsible for the development and maintenance of processes and systems to capture, manage, publish and share the team s body of knowledge To enable NHS RightCare team to make connections, build networks and leverage expertise in reducing unwarranted variation To assist in the monitoring and evaluation of the online resource including benchmarking and evaluation To be an active champion of knowledge sharing for improvement in the NHS To support major change programmes in local health economies To work collaboratively across the NHS England matrix, including integrating the National Director s portfolio with the Domain Leads. Enabling patient and public involvement To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of NHS England. To ensure all public and patient contact with the office is of highest professional standard. To embed patient and public involvement within NHS England at all levels of decision making. Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources. Demonstrate effective stakeholder management. Support other project managers as and when required. Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business Advocate the projects at senior and executive levels and ensure active engagement and sponsorship within NHS as a whole. Ensure that the projects maintain business focus, have clear authority and that the context, including risks, is actively managed in alignment with the strategic priorities of NHS. Financial and Physical Resources Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities, monitor expenditure on a regular basis. Budget holder for assigned function/team, budget setting with the Head of Department. Responsible for ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny. Identify products, equipment, services and facilities for assigned activities, achieving stakeholder buy-in as required. Placing orders and signing invoices. Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the Head of Department, and relevant forums.

Managing third parties (such as consultants/interims) to ensure deliverables are met in a timely manner and within budget. Information Management Drafting reports summarising status on issues, appraising outcomes, and providing progress reports for the Head of Department. Collate as required, a range of information and lead appropriate analysis to develop robust business cases and contribute to project products. Analyse, interpret and present data to highlight issues, risks and support decision making. Policy and Service Development Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLA s) which may impact service. Proposes changes to own function making recommendations for other service delivery. The post holder will need to maintain a good knowledge of emerging policies from government departments for example pensions, change management, constitution.

9 Person specification Criteria Essential Desirable Evidence* Qualifications First degree or significant experience in an area relevant to knowledge management Knowledge and experience Educated to masters level or equivalent level of experience of working at a senior level in specialist area. Knowledge and experience of delivering an online based knowledge or information service to a broad range of stakeholders Demonstrate an understanding of evidence based practice Familiarity with developing and delivering knowledge sharing strategies, including activities to capture, codify, classify, publish and archive content in a web-based environment A track record in building knowledge networks and communities and actively participating in a wide variety of social media activities such as blogging, community development and management, social bookmarking, commenting and well-connected with the broader social media world Knowledge of collaboration tools and approaches Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master s level equivalent. Evidence of post qualifying and continuing professional development. Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
