1 Request for Consulting Services For the Preparation of an Economic Development Strategy EXECUTIVE SUMMARY The City of Abbotsford is seeking a consultant to develop a 3-Year Economic Development Strategy for the City. The consultant or team of consultants should be able to provide multidisciplinary services associated with economic development and marketing strategies. This project will require a sophisticated consultant skilled in group facilitation, multi-agency facilitation and collaboration, analysis of opportunities and strategy formulation. In July 2015, Abbotsford City Council adopted its Strategic Plan for It identified a number of new activities that were determined to be important to the future prosperity of Abbotsford. One of the four cornerstones of the plan is Vibrant Economy, with a desired outcome that The City of Abbotsford is a regional hub of creativity and innovation when talent, investment and business thrive. This RFP to develop and Economic Development Strategy will build upon City of Abbotsford strategic cornerstones providing depth of direction, goals, tactics and measurements for the work of the economic development department (CAED), while aligning with the principals of the Vibrant Economy cornerstone. There principals are as follows: 1. We understand the impact we have on others and invest in building relationships that facilitate alignment 2. We focus on developing a vibrant and diverse economy 3. We recognize the value of innovation in our local economy, especially agriculture. Additionally, this project will support Council s Strategic Plan Cornerstone Organizational Alignment, in that it will engage with multiple departments throughout the City of Abbotsford and as in Principle 3 this strategy will support the efficient and effective delivery of our Economic Development services and programs. Building an economic development strategy will also provide connectivity to the principals outlined within Council s strategic cornerstone Complete Community. Under Council s Strategic Plan Cornerstone Fiscal Discipline Principle 2 this strategy will provide guidance to the Economic Development department staff in order to make decisions on programs and initiatives by looking at not just the long the long term cost but also their economic value to the community. In order to be considered for contract award, consultants must demonstrate that they have the skills, resources and capability to undertake the work, and are sufficiently experienced and qualified having successfully completed similar strategies, ideally within the past 5 years. Experience with, and knowledge of, city competitiveness and provincial and federal economic development is a requirement.

2 In the event that a team of consultants is formed for the purpose of this project, the City will only contract with one vendor. A prime consultant must be identified. References to Vendor and Bidder throughout the Request for Proposal (RFP) shall mean the prime consultant. In preparing their bids, Bidders should work to a budget of $45,000CAD including disbursements and excluding taxes, to complete the work as described in this RFP. 3 Contract City of Abbotsford will issue a contact to the successful bidder. The complete contract will consist of the following documents: 1. City s Purchase Order, which may be amended by subsequently issued change orders 2. City s Professional Service Agreement 3. Successful Bidder s Proposal Criteria Proposals will be evaluated on the basis of the information provided by the Bidder at the time of submission of its Proposal and the evaluation criteria, as detailed below. 1. Qualifications and the Project Team experience on similar projects 2. Bidder s approach to the work and the methodology for achieving the project deliverables 3. Project schedule and timeline 4. Cost and value BACKGROUND STATEMENT OF WORK Abbotsford is British Columbia s sixth largest city with a population of more than 141,000. With well-established infrastructure and superior facilities, the City is considered to be an employer of choice, delivering quality municipal programs and services to its citizens. Abbotsford is a dynamic, diverse, and progressive municipality, known for its economic strengths. Abbotsford is a city that values a strong global business future, fostering a prosperous and sustainable economy that attracts and develops talent and nurtures innovation and creativity. The City s Economic Development Department (CAED) has an important role to play in advancing Abbotsford s vibrant economic by providing leadership, guiding principle, strategic implementation, and forging effective partnerships. In 2015, Abbotsford City Council approved its Strategic Plan It identified a number of new and existing activities that were determined to be important to the future prosperity of Abbotsford. This newly developed Economic Development Strategy will align with the Councils Strategic Plan and will be providing vision, goals, tactics and measurement for the work of the economic development department (CAED). CAED helps keep, grow and get business and investment to Abbotsford. They do this through core their programs, our partnerships across all sectors, providing leadership on economic issues, and by marketing Abbotsford to the world.

4 The CAED team is structured by two high level goals that will help guide the City s strategic initiatives and actions. These goals are: Business Retention and Expansion Investment Attraction CAED knows Abbotsford and can make the connections that fuel business and economic growth. CAED staff creates opportunities for people to connect and collaborate on big and small ideas that make our great city grow and prosper. Abbotsford is seen as a vibrant, growing city where businesses and people can succeed. Our investors see potential all around them and believe in working together to build a stronger city. If you want to know who and what makes Abbotsford tick, the CAED staff are your guide through the dynamic ecosystem that is our city. A review of Abbotsford s Economic Development objectives, existing and proceeding plans will be conducted in order to develop a rolling 3-Year Economic Development Strategy that supports and builds upon Abbotsford s position as the Hub of the Fraser Valley. CAED is looking for a consultant that will create an innovative, dynamic and overarching Economic Development Strategy that encapsulates the department s tagline Tomorrows Thinking Today and recognizes the evolving role of economic developers and their function. This project will entail producing a comprehensive, detailed and measurable plan. The Strategy is to be developed for final approval by City Council in November, SCOPE OF WORK In collaboration with City Staff, the City of Abbotsford is seeking a consultant to develop a 3- Year Economic Development Strategy for the City. The consultant or team of consultants should be able to provide multi-disciplinary services associated with economic development and marketing strategies. This project will require a sophisticated consultant skilled in group facilitation, multi-agency facilitation and collaboration, analysis of opportunities and strategy formulation. Experience with, and knowledge of, city competitiveness and provincial and federal economic development, is a requirement. The preparation of the strategy will occur under the direction of the Economic Development Executive Director and senior management and will include the engagement and participation of political leaders, business, educational institutions and community stakeholders. The selected consultant will be expected to perform its service in the area of research and analysis, presentations, stakeholder participation and other aspects to accomplish effective input into the plan.

5 The strategy should be action-based and is expected to have a focus on priorities, implementation and measurement. The document will synergize with the economic development delivery model that we have, building upon the innovative work already done such as the international strategy, web site and GIS tool. This document will very much connect all these tools together and be a vital component of the departments focus. Specific success criteria for the Strategy will be a clear, concise and comprehensive document that serves as a framework to guide municipal decision-making and that clearly aligns with the City of Abbotsford Strategic Plan and the Economic Development Department s core activities and their resources. The document also needs to be: Long-term, strategic and focused Compelling and understandable Realistic, Achievable and Measurable Aligned to provincial and federal priorities Consistent and aligned with the Municipality s priorities Designed with clear action plans that will facilitate effective implementation and continued engagement throughout the 3 years of the Strategy Inclusive in its development processes so stakeholders will take ownership of the Strategy and be involved in implementation In addition, the final document needs to: Assist in establishing economic development priorities Assist in identifying potential partnerships with private sector, regional economic development organizations, senior government ministries, business associations and educational institutions Enable leveraging of existing resources to build capacity Maximize the use of existing assets, including higher-level research that has been previously conducted locally, regionally and provincially Facilitate development of strategic opportunities Provide clear and actionable recommendations and tactics Establish scope of resources required to implement recommendations Describe implementation timelines Describe distinct and quantifiable measures of success and key performance indicators SPECIFICATIONS OF SERVICES The consultant will complete a 3-Year Economic Development Strategy, which shall address existing issues, identify areas of opportunities, and propose actions necessary to address issues and to take advantage of opportunities. The strategy should be completed for presentation to City Council by November, The strategy will guide the City s economic development department s activities.

6 PROJECT DELIVERABLES The table below outlines the project phases and deliverables: Phase Activity Deliverable PHASE 1: REVIEW, PROCESS DESIGN, AND FRAMEWORK 1. Project planning document 2. Review of current and existing plans/strategies. This deliverable is a project plan outline. It should detail the critical path, timelines, activities, necessary steps and a project charter. A Gantt chart for the development of the Economic Strategy is highly suggested. The timelines should also serve as a rough guideline for milestones and major events after the final acceptance of the Strategy. The Bidder will review Abbotsford s current Strategy and existing plans and strategies. Several documents with relevance to the new Economic Development Strategy will be reviewed. Any inconsistencies should be addressed in the new Economic Development Strategy along with tactics and actions to ensure alignment among various approaches. 3. Engagement design and implementation plan. The review should incorporate findings from, be aligned to and integrate with, existing strategic documents about Abbotsford s economic development. These include: Official Community Plan City Council s Strategic Plan Flying Higher in Abbotsford Marketing Blueprint to Elevate the City s International Business Attraction Economic Development Action Plan April 2013 Provincial and Federal economic strategies UFV Vision 2025 Other strategic framework documents, to be identified later The Bidder will design and implement an engagement plan. This plan should detail and map the consultation process, describing what is needed to inform the Economic Development Strategy. Given the primary role of the Municipality staff in implementing the Strategy, this plan must include significant engagement with the Municipality. The engagement may feature face-to-face individual or group discussions with interested people from targeted companies, associations, committees and political officials.

7 Stakeholders should be engaged along various stages of this project, including, analysis, feedback on opportunity identification and feedback on draft strategy. This can be done through one-on-one interviews. The engagement process should reach a wide range of stakeholders, such as: Head and Regional Office Companies - These should be targeted individually, with a scripted approach which will include identification of key ways these organizations are engaging in the economy and may be able to help it grow further. It will be less of a general discussion of issues and challenges and more of a discussion on their role and how their impact can be amplified. These discussions will include senior staff member. Groups/Organizations with an economic development focus - Business Innovation Growth and Attraction Committee (BIGA), First Nation Groups, Chamber of Commerce, Indo Canadian Business Association, industry sector specific advisory groups, UFV leadership, Community Futures etc. Consultation with Municipal senior staff The consultations will identify deliverables, that will be part of and drivers of the Economic Strategy, including but not limited to: Planning and Development: Transportation and Public Works Fire and Police Senior Management Team Finance: Taxation Advocates for various cutting edge approaches to economic development and community building. For example: Mayor for the City of Abbotsford Business Innovation Growth and Attraction Committee Political leaders Provincial Government Departmental staff Others as identified Additionally, the engagement design and implementation process will include two optional elements which may be included, or carry out internally.

8 (Optional) Stakeholder survey An online or digital survey will be implemented that will gather input on attitudes around business climate. In consultation with the consultant, the Partnership will develop the questions and an outreach approach to consolidate, analyze and present results. The Vendor is not required to present random sampling methodologies. PHASE 2: CONSULTATION PROCESS AND TOOL BUILDING 4. Acceptance by the BIGA Advisory Committee of Vision and Goals 5. Implement engagement plan 6. A best practice review of economic development techniques 7.Strategy creation 8.Strategy Presentation (Optional) Social media engagement plan - This segment should provide opportunity and obligation for stakeholders to track and monitor developments, provide suggestions and comments, engage, etc. through the Strategy process and beyond. Working with the CAED, the Bidder should facilitate one to two working sessions with BIGA to establish the vision and goals for the renewed Strategy. These sessions will utilize the Bidder s previous work (see Deliverables 1 to 3 above) to identify and ultimately approve the vision and goal statements of the Economic Development Strategy. The Vision and Goals will set the context for the implementation of the engagement process. The Bidder will be responsible for designing, managing and implementing the engagement plan with cooperation from the CAED team and BIGA. This deliverable is a brief, best practice review of successful approaches to economic development in other jurisdictions. A summary scan should be done to reveal high level approaches and inform the Working Group. Special attention should be paid to processes and actions which can be adapted to the Abbotsford context. The Strategy Should: Incorporate and consider the success criteria and specifications of services (as outlined in this RFP), including goals, objectives, strategies/tactics, timelines, responsibilities, resource needs, implementation plan and measurements/kpis. Demonstrate how the Economic Development Strategy will advance the City s Vibrant Economy cornerstone and its influence and support of the Abbotsford City Council Strategic Plan overall. Detailed presentation of Abbotsford s economic development opportunities, including the potential for new/emerging sectors and sub-sectors, and threats and challenges;

9 Produce and provide a first draft of the strategy which will include priorities and recommendations for short, medium and longterm strategies, and estimated financial impact. Produce and provide 10 copies of the final draft of the strategic plan and an electronic copy. Presentations of the Preliminary Findings Report, First and Final Drafts of the strategy to the BIGA Committee, the Senior Leadership Team, and/or City Council, other presentations as requested by the Executive Director of Economic Development. REPORTING / INTERFACE WITH KEY PROJECT PARTICIPANTS The Consultant will report to the Project Lead in carrying out all required tasks and timing outlined in this Request for Proposal. The Consultant will be required to attend start-up meetings and must also be available to discuss and present research, findings, work program, methodology, approaches to the strategy, including briefings and any follow-up. COMMUNICATIONS FOR THE PROJECT Communications for this project will be coordinated through CAED in consultation with the Consultant. The Consultant is to also provide support documentation of all research collections, methodologies, and databases used, including a list of all contributors, stakeholders interviewed, and as comprehensive a list of public participants as possible. RESOURCE MATERIALS To inform the Economic Development Strategy process, a number of studies and reports are being undertaken or have been completed that have direct relevance to this process. As referenced in the deliverables, the successful Consultant Team will be required to review and consider these initiatives and studies during the development process. It is important that the following work not be duplicated and that any new research will be specific to Abbotsford s economic development.

10 OTHER ITEMS AS INDICATED BY THE CONSULTANT The consultant has liberty to propose additional items or approaches that will make the process better or more meaningful. Any additional items should be included as separate line items so that the City can evaluate their merits.
