6 COST CENTER SUMMARY: BUDGET NAME DEPARTMENT CODE RESPONSIBILITY President s Office Governance 110 Ken Swanson PURPOSE Continue the ongoing growth and strength of educational employees. Ensure the IEA effectively meets the needs and desires of its membership. ACTIVITY SUMMARY/PRODUCTS 1) Recommend new policies to the RA or to the Board of Directors and shall insure that the policies of the RA and Board are carried out; 2) interpret the Bylaws, subject to review by the Board; 3) preside at all meetings of the Board, the RA and the Executive Committee; 4) Prepare the program of the RA with the assistance of the Executive Director for approval by the Board; 5) make an annual report on Association activities and business relationships at the Annual Meeting of the RA and report to the Board and membership on all matters within his/her knowledge which the interest of the Association may require; 6) plan other Association-sponsored meetings with the assistance of the Executive Director; 7) sign, when authorized by the Board, contracts and other instruments connected with the business and professional activities of the Association; 8) serve, consistent with Board policy, as the official representative of the Association; 9) appoint, with the advise and consent of the Board all committees except as otherwise provided in the Bylaws; 10) be an ex-officio member of all committees of the Association; 11) serve as the first Alternate NEA Director; 12) supervise and direct the Executive Director. 1) Provides leadership for formulating and implementing Association goals, objectives and programs; 2) Provides governance contact and coordination with national and state affiliates; 3) Provides for continuity of contact in major policy making circles, 4) Provides and encourages membership involvement and participation at all levels of the Association in programs, conferences and training and decision making opportunities. RELATIONSHIP TO IEA STRATEGIC PLAN Work to ensure locals and local leadership teams are supported in their advocate roles and foster a climate of accountability and improvement throughout IEA

8 COST CENTER SUMMARY: BUDGET NAME DEPARTMENT CODE RESPONSIBILITY Vice President Governance 111 Robert Blade PURPOSE 1) Perform all the duties of the President in the absence or disability of the President. 2) Assist the President, and the Board of Directors, when requested in the planning of the activities of the Association. 3) Be chairperson of the Budget Committee, a member of the Executive Committee, Co-Chair the IEA Insurance Monitoring Committee, Vice-Chair of the Professional Staff Retirement Plan Trustees, Vice-Chair of the IPACE Executive Committee, and an ex-officio member of all other committees. ACTIVITY SUMMARY/PRODUCTS Assists President in providing continuing source of leadership and implementation of Association goals, objectives and programs; providing governance contact and coordination with national and state affiliates; providing for continuity in major policy making circles, e.g., elected, industrial, labor organizations and represents the IEA at a wide variety of conferences and Association meetings and trainings. RELATIONSHIP TO IEA STRATEGIC PLAN Building relationships and addressing the needs of members, local associations, local leaders, region leaders and state leaders to maintain relevancy to them. The Secretary-Treasurer - provides assistance and training to locals and regions in membership recruitment, financial procedures, political action, leadership development, and school reform - represents members on various state agencies and at educational meetings - provides assessment of the financial health of the Association

12 COST CENTER SUMMARY: BUDGET NAME DEPARTMENT CODE RESPONSIBILITY Board of Directors Governance 120 Ken Swanson PURPOSE To determine policies and direction necessary to govern the activities of the Association between meetings of the Representative Assembly. ACTIVITY SUMMARY/PRODUCTS 1) Implement the policy of the RA; 2) Elect and give direction to the Executive Committee; 3) Make recommendations to the RA; 4) Approve, create or discontinue, and supervise committees; 5) Supervise and approve budgets of Regional Councils in accordance with policy set by the RA; 6) Allocate money to Regional Councils, direct payment, and determine the amount of money which may be accumulated by the region; 7) Elect a member to the governing body of SIEA; 8) Determine election procedures of officers, subject to Bylaws restrictions; 9) Determine the time(s) and place(s) of the Board of Directors meetings; 10) Determine the initial terms of office for Regional Council chairpersons; 11) Divide the state into geographical sections for purposes of Ethnic/Minority, ESP, and Higher Ed representation; 12) Govern the issuance and retention of local education association charters and publish the rules and regulations for chartering; 13) Carry out its responsibility in relation to an RA; 14) Employ an Executive Director, Business Manager, and additional personnel necessary for efficient operation of the Association; 15) Assign duties to the Executive Director and Business Manager; 16) Fill vacancies in accordance to Art. IV, Sec. 5. Cause all roll call votes to be published in the ADVOCATE and other appropriate Association publications; 17) Elect an acting president if both President and Vice President are absent. Board of Director members are encouraged to participate in as wide a spectrum of IEA/NEA conferences and trainings as possible in order to better evaluate the on going needs of the Association. Eight meetings were held in (five regular meetings plus meetings held at the SLA, the IEA RA, and the NEA RA). Meals, lodging and transportation for 90 Board members. RELATIONSHIP TO IEA STRATEGIC PLAN Ensure locals are supported in their advocacy roles and manage the IEA in a manner of high constituent accountability.

ACTIVITY SUMMARY/PRODUCTS 1) Devise a budget based on past experience, organizational capacity needs, and organizational goals and priorities; 2) hold hearings at each IEA-NEA office and seek written input from the membership and leadership of IEA-NEA concerning organizational priorities; 3) present Board-adopted budget to RA delegates at the RA. Eight committee meetings plus twenty-one open hearings held; plus Production of proposed and final budgets: 1,150-RA delegates; 1,122-local presidents; 90-Board; 66-regions. 18 COST CENTER SUMMARY: BUDGET NAME DEPARTMENT CODE RESPONSIBILITY Elections Committee Governance 123 Ken Swanson PURPOSE To meet all legal requirements for the conduct of Association elections, including Federal law, State law, and IEA- NEA Bylaw requirements; to insure proper member representation on governance bodies; and to uphold the open nominations/secret ballot and one man/one vote principles. ACTIVITY SUMMARY/PRODUCTS Committee Charge: 1) Establish procedures for nomination of candidates, ensure dissemination of publicity concerning all elections and names of candidates, and develop the rules for the conduct of the election and tabulation of ballots subject to the approval of the Board of Directors. 2) Hear initial challenges regarding delegate elections. 3) Review regional election plans for consistency with the Board of Directors' adopted statewide election procedure. 4) Conduct elections as required. 5) Conduct election trainings. 6) Update all statewide election materials. Three meetings were held in addition to the meeting and committee work at the IEA RA. Two Fall statewide elections, an on-site election was held at the IEA RA for three NEA Director positions and twenty Spring statewide elections were conducted, as well as providing assistance with several regional and local elections. Purchase of envelopes and printing of ballots as well as Election Handbook and training materials. The committee continued to examine nomination and election procedures for candidates as well as studying procedures and rules for the conduct of elections. Several Region and Local Election Trainings were conducted. RELATIONSHIP TO IEA STRATEGIC PLAN Ensure all members are given equal opportunity to run for office as well as vote in election for which they are eligible, thus maintaining a high level of accountability throughout IEA.

ACTIVITY SUMMARY/PRODUCTS 1) Provide a vehicle for the submission of Bylaw changes in an orderly fashion. 2) In addition to presenting their own recommendations, the Committee assists other governance bodies in the framing and submission of Bylaw changes. 3) Prior to the February Board of Directors meeting, the chair of the Bylaws Committee shall advise the Board of Directors on the impact and appropriateness of inclusion of each proposal in the Bylaws. 4) Review new resolutions prior to the IEA-NEA RA and process resolutions during the RA. Committee meetings were held to review proposed bylaw amendments, resolutions and new business items, as well as processing these during the IEA-NEA Representative Assembly. In the spring the committee met to prepare for the printing of the new Bylaws, Resolutions and New Business Handbook. PURPOSE Provides opportunity for the Association to respond to changing conditions within the profession and within the Association. Provides for member input in Association programs. ACTIVITY SUMMARY/PRODUCTS The Ad Hoc Committees make recommendations and provide input to the Board of Directors and the Association President on Association policy, programs, and educational issues. The Ad Hoc Committees are a flexible and evolving source of membership involvement and input in the development of Association policy and programs. In a full schedule of ad-hoc committee meetings were held in order to make recommendations to the President and the Board of Directors and in order to plan Association activities and conferences. The significant increased costs for this program experienced in are related the Committee to Enhance Organizational Effectiveness. This committee, created by the IEASO contract, continues frequent meetings to complete its charges in the timeline specified in the contract which calls for completion by August of It is possible these costs could be offset if there are other monies allocated to the CEOE remaining at the time their work completes next August. The main focus of the CEOE is to examine ways IEA can structure itself in the years ahead to do its work both effectively and cost efficiently.
