2 THE VISION 2030 BLUEPRINT GOAL AND PROCESS Goal of Government - Mauritius will be an inclusive, sustainable, green and High-Income Country with innovative and smart infrastructure, global connectivity and advanced technology. The Six priorities : Employment Creation, Poverty Alleviation, Boosting Private Investment, Modernisation of Infrastructure, Achieving a higher level of Human Development, and Improving the Quality of Life for all. Phase I Consultations and Drafting Started in February 2016 (dedicated Website) Inputs from Government Departments, Private Sector, Civil Society Consultations with Line Ministries Preliminary Draft submitted on 27 May 2016 (used for preparation of Budget ) First Draft submitted on 9 September 2016 Peer Review National Consultations Approval of Government and Publication Phase II - Action Planning Assist Line Ministries to prepare their Short-Term Action Plans (3-5 years) Phase III - Budgeting Publication of the Blueprint - soon

4 ASSUMPTIONS IN THE VISION 2030 BLUEPRINT Annual growth rate of economy can reach 5% by 2025 Assumptions Maintain 50,000 ha under cane cultivation to stabilise production around 350,000 to 400,000 tonnes Alternative Mode of Transport - Metro Express completed by 2021 ( ) New dynamism in the Manufacturing sector (especially in agro-industrial processing and SMEs) Ocean Economy - exploitation starts in 2021 Financial services sector picks up in 2020 A new model of inclusive growth and democratic governance opening up opportunities in all sectors Tourist arrivals expected to reach 1.7 million by 2025
