1 Volunteer Job Pack Job Title Mother Tongue Education Specialist Job ID Country Nepal Employer Language Commission, Nepal Duration 24 months including In-Country Orientation (ICO) and language courses Job purpose Page 1 Overall placement purpose and specific placement/ partner objectives: The Mother Tongue Education Specialist will work to support the Language Commission of Nepal which is a newly established Constitutional body mandated to determine the criteria to get recognition for official language(s), mother tongue based medium of instruction in education and protect, promote and develop languages of Nepal. S/He will work together with Language Commission point of contact in coordinating among Language Commission staff members, and relevant stakeholders including Nepal Academy and Universities to recommend on a course of action to develop the modality of Mother Tongue Based instruction in the schools of Nepal. S/He identifies areas for capacity development among staff members of Language Commission and works with them closely to enhance their leadership capacities. The MTE Specialist contributes in the development of Language Commission in its effort to digitalize and archive the various languages of Nepal through effective use of ICT in its day to day business. The purpose of this job is also to conduct a case study research that informs the MTB instruction directions for the federal Nepal. Access to medical care and support The standard and quality of local medical care and support available at this placement will depend on its location within the country. Health facilities are likely to be more poorly resourced in rural areas in terms of medical expertise, equipment, infrastructure and regular supplies of medication. However, this may not be the case in the capital city or in a larger town, where in some countries there may be a reasonable standard of medical care. The following gives you an indication of where the placement is in relation to the country office and how easy it would be to make the journey if you were ill. 6 Security information VSO continually monitors the situation in all placement locations. In the event of changes to the political situation in Nepal, the Programme Office will reassess the best way to work in Education placements. Volunteers would be consulted throughout the process and encouraged to sustain their work where possible. District Selection Criteria is always based initially on security so a risk assessment will have been completed prior to volunteer placement to ensure VSO s safety and security criteria are met. VSO Office is regularly in touch with the national Risk Management Office and will communicate any changes in security to volunteers immediately. 3. Background and contextual information Country Background Nepal is the second poorest country in Asia after Afghanistan (GNI/Capita, 2010) 1. 40% of underfives are stunted and a quarter are underweight and one in 22 children do not survive to their first birthday. However, poverty levels have fallen significantly in recent years: from 41.2% of the population living on less than $1.25/day in 1995 to 24.8 % by This is largely due to remittance flows and so is vulnerable to the global economic situation. Almost half of Nepali families rely on incomes from abroad. Nepal has struggled to fulfil its economic growth potential in recent years. The domestic economy is characterised by low productivity and under investment from the private sector resulting from political instability, corruption, poor infrastructure, and insufficient political attention to economic policy. Inequality remains a major challenge. Only 6% of women are in formal employment and 10% of working women receive payment for their work. Exclusion is not just confined to income poverty: 64% Out-Of-School (OOS) children are from disadvantaged families. The poorest women have less access to health care facilities. The literacy rate of the population of age 5 years and above is 65.6 percent. The male literacy rate is 75.1 percent and the female literacy is 57.3 percent. The literacy rate for population of 6 years and above is estimated to be 66.6 percent, while the adult literacy of 15 years and above population is 63.7 percent. 2 Almost one- third (33.4%) of the population are currently attending school, 36.5 percent had attended schools in the past and 28.1 percent had never attended school. Significant variation is observed in the population of never attended school by urban-rural and by sex. The proportion of the population who never attended school is almost two times for female as compared to male (18.5% male and 36.7% female). VSO Nepal Background VSO has been working in Nepal since 1964 with Education as one of the initial programmes. 7 Education, VSO Nepal currently works in Gender and Governance with Social Inclusion, Social Accountability and Resilience as cross-cutting themes. VSO Nepal also supports International Citizen Service (ICS) and is exploring possibilities for National Youth Volunteering across programmes. 4. Additional project information VSO Nepal Programmes Overview 1.1. Inclusive Education: A fully integrated programme now with anchor funding In the case of VSO Nepal s IE programme, the V4D approach is cross-cutting to how we support quality and inclusive education for all in Nepal. The programme is designed in such a way that social accountability, gender, resilience and youth engagement are fully integrated into our IE results framework, and the team can add AYSRH and EYEE components into project designs as new funding opportunities arise all focusing on the same primary actors. This holistic strategy is at the core of the project design for the second phase of the Sisters For Sisters Education project ( 4.8m, ), which will now engage Mercy Corps and British Council as new partners to provide economic opportunity interventions in the form of microfinance, digital skills training and English/financial literacy on top of VSO s proven mentoring model for adolescent girls. This integrated, modular approach enables higher levels of support for primary actors, wider stakeholder engagement, and deeper understanding of the local context and needs in the communities where VSO works IG: Strengthening government efforts through a resilience lens In the case of VSO Nepal s IG programme, developed after the 2015 earthquake and still emerging, the programme s integration of gender and social inclusion, resilience and youth engagement make V4D a natural fit with its Theory of Change. Through the IG programme, VSO Nepal develops stand-alone projects to strengthen inclusion in government directly or as a cross-cutting goal embedded within larger initiatives in health, education, democracy, DRR/DRM and other thematic areas where failure to effectively govern creates a high risk of marginalisation of vulnerable groups. (Note: This alignment of the IG programme and V4D will be even clearer following a reflection process now underway that is likely to result in elevating a resilience-related outcome as the ultimate objective within the IG framework. Previously we have been thinking of resilience as one of three key outcomes of the programme, but increasingly our stakeholders, partners and our own growing experience has demonstrated that a resilience lens brings greater potential for impact and funding in Nepal.) By integrating inclusion, social accountability, resilience and youth engagement into Governance, this programme works toward the three changes: Demand Inclusion and accountability of communities through increased voice, agency and realization of rights among excluded and disadvantaged people. We want to unlock people s capacities to meaningfully participate; Page 7
8 Supply Services and development plans which are more responsive to, accountable to, and inclusive of excluded and disadvantaged people. This about unlocking government ability and willingness to serve. Systems strengthening Joining up demand and supply through improved coordination and capacity for collaboration between civil society, state, and volunteer systems to reduce the gap between policies/plans and local realities. Through the new resilience lens, the IG programme ToC posits that when a) the supply-side of local governance improves (including rights protection and services), b) a strengthened demand-side includes those currently left out, and c) this is more joined up and collaborative, then vulnerable groups will be more resilient in Nepal s fragile context with more control over their outcomes and better able to withstand shocks and stresses. Within this TOC, the key change pathways for more inclusive governance are increased coordination, transparency and more assertive rights-holders. Another key pathway to change is ensuring that processes to prepare for and respond to risks being made more robust, including volunteer systems and standards/structures for volunteering for development. In this way, the IG program seeks to change mentalities on volunteering for development and voluntourism in Nepal while also supporting and enhancing existing structures for volunteer resourcing, recruitment and collaboration. Together, all of these change approaches help to ensure that progress made in increasing inclusive governance will be less vulnerable to reversal at times of crisis. VSO s National Disaster Response Coordination Secretariat project (NDRCS, originally 0.76K, 2016) has already successfully demonstrated this approach during its short history. VSO partnered with the Association of International NGOs in Nepal (AIN) to establish and manage NDRCS with seed funding from DFID. Aiming to increase Nepal s in-country capacity to effectively manage disaster response, NDRCS delivers information management, coordination, and capacity building to multi-stakeholder, multi-sectorial reconstruction actors, assuming a key role near the center of reconstruction planning in order to mainstream gender and social inclusion and ensure key learning from recovery efforts is cycled back into preparedness. From a business development perspective, the secretariat model has dramatically improved the strategic positioning of VSO in Nepal, resulting in key new commercial partners such as Palladium and IMC (now a finalist consortium for Nepal s Post-Earthquake Reconstruction tender), new humanitarian partners such as DCA and ADRA (a conditional award winning consortium for the ECHO-HIP in South Asia bid), and new and stronger government relationships (including the National Reconstruction Authority and the powerful Ministry of Federal Affairs and Local Development) ICS in Nepal: Youth at the core of how VSO makes change happen Thousands of Nepalese and international youth volunteers have already been engaged in development through VSO Nepal, and through our partnership with ICS this will be a growing piece of our strategy in 2017/2018. As part of the ICS youth program integration in both IG Page 8
9 and IE, activities and plans have been proposed to mobilize ICS youth volunteers for citizengenerated data, social accountability, sexual and reproductive health, inclusive education, and active citizenship actions to increase awareness on social inclusion and gender and to empower primary actors to better hold duty bearers to account. VSO Nepal s V4D Approach In addition to funding new stand-alone mini-projects and key evidence generation activities, VSO Nepal envisions leveraging the V4D framework to see that staff, volunteers and partners are fully capacitated with a coaching and mentoring approach on gender and social inclusion, social accountability and resilience so that all the work we do together and going forward puts VSO s core approaches confidently at the centre of our work. In this way, V4D funding will lay the foundation for ensuring a common understanding of social inclusion, social justice and gender equity across the organization, staff, partners, and programs. Central to this broad capacity support, Nepal plans to leverage VFD funding to make key improvements to our practice in gender and social inclusion, resilience, and social accountability across all our programming. This includes support for the development of a strategic framework, training manuals, pool of lead trainers, and core approaches contextualized for Nepal in year one. Over the course of the three year VFD grant, the manuals will be the core of a capacity support curriculum that will be used to train staff, volunteers, partners (both government and non-government) and primary actors. The ultimate outcome of this will be SIG, SA and Resilience fully integrated in our organization, our practices, our projects, and the communities and networks with whom we work. For the IE programme, VFD funding will be used to strengthen key aspects of the mature SP so that the latest approaches in gender and social inclusion, social accountability and resilience are embedded in a programme that has already demonstrated the ability to integrate these aspects. Following capacity training to bring VSO staff up to speed, this new intervention layer will be overlaid onto the work plans of both current and future projects engaging all of the stakeholders in the system of VSO projects (students, mentors, local champions, volunteers, school management committees, teachers, education managers, local officials, and policy makers) in trainings, workshops, and other activities. VFD funds will also be used to keep these skills/sensitivities refreshed and for specific M&E components. In addition, VFD funding will be used strategically to strengthen key aspects of the IE programme TOC and evidence base in order to underpin the long-term growth of the programme. Reflective, people centric, results-oriented, effective practice is already present in the SP practice, but it lacks sufficient evidence, reach, and innovation to go more deeply to serve local needs or to scale current approaches nationally. While some parts of this will be addressed through reflections and findings during the second phase of Sisters for Sisters (especially AYSRH and economic empowerment integration), VFD funds are required to Page 9
10 research, test and incubate solutions for technology for education, local language education, and greater disability inclusion. For the IG programme, a similar basic approach will be taken for integration of VFD objectives across VSO Nepal s current set of staff, volunteers, partners, stakeholders and primary actors. VSO Nepal will also use a portion of VFD funding to contribute evidence and insight from NDRCS and our other inclusive governance innovations to VSO s global core approach in resilience. Although the SP is increasingly funded through standalone grants, VFD funds will also be used to support implementation underway (particularly of the NDRCS project, but also for ICS-components of the ECHO project) in order to build on our coordination, information management and knowledge management practice. Key expected results include increased expertise in mainstreaming SA, SIG, resilience and DRR into ongoing disaster recovery efforts and as a focus for VSO-led capacity building of government and CSO partners and other primary actors; and also replication of lessons learned from NDRCS into urban DRR in Kathmandu Valley. Finally, there is recognition that VSO Nepal s work in resilience as an outcome of inclusive governance will also be able to contribute significantly to VSO s global understanding of the role of volunteers in resilience/drr programming and VFD funds will be used to support those efforts. For example, VFD will also fund the development of new strategies for advocacy and standards development for volunteerism in Nepal, which is a highly popular volunteering location and #1 recommended travel destination for 2017 (both The Guardian and Lonely Planet). This will include advocacy and outreach to interested groups, engagement with the tourism sector, and embedding community-cantered, results-orienting volunteer resourcing models into the local DRR/resilience programmes of VSO and our partners. VSO is also in early stages of development a new SP focusing on gender and girls/women s empowerment, and has a well-established youth programme that is deeply integrated into the other programmes. Some details on how these leverage and support the VFD approach are below Three-Year VFD in Nepal Implementation Plan VSO Nepal has developed a three-year plan of specific activities and plans for integration of the core approaches in IG and IE and in the ICS projects. Broadly speaking, the plan is phased as follows: Year 1 (Preparation Phase): Completion of research/analysis and stakeholder engagement leading to the contextualization of VSO s core approaches of social accountability, gender and social inclusion and resilience in the Nepalese context Development of core curriculum including manual and guidelines for integrating the core approaches in programme development, project design, and implementation. Delivery of core training to staff, volunteers (ICS and otherwise), and partners. Page 10
11 Design and start of implementation of new action learnings and research projects that will be contribute evidence and key learning to accelerate programme development and national and international policy/advocacy work. The primary outcome of the Preparation Phase will be more inclusive, gender equitable, and resilient programming from VSO Nepal and key partners with sufficient evidence base to more effectively engage broader stakeholder communities in this work. Year 2 (Engagement Phase): Delivery of core training on social accountability, gender and social inclusion and resilience, contextualized for Nepal for wider stakeholder groups, government partners, community members, and primary actors. Establishment of awareness and sharing of information on rights and inclusion in education and governance spaces. Completion of new action learnings and research projects Reflection and review practice to identify and embed learnings from research, action learning, previous projects, and findings from across VSO s global portfolio. The primary outcome of the Engagement Phase will be primary actors on the supply side engaged in delivery of more inclusive, gender equitable, and resilient services; and primary actors on the demand side with increased voice, awareness of rights, and opportunity/space to demand/request services, entitlements, and recognition from duty bearers. Year 3 (Scaling Phase): Increased policy and advocacy efforts to amplify stakeholder voices, elevate learning and ensure that evidence is shared. Exchange of key findings with international development peers and VSO colleagues. Continued provision of core training in gender and SI, SA, and resilience to new partners, staff and stakeholders. Evolution of SP strategy to support the extension of programme delivery into more districts, more remote districts, and multi-sectorial interventions. The primary outcome of the Scaling Phase will be robust delivery of transformative programmes in Inclusive Education, Inclusive Governance, Gender Empowerment, and Youth Engagement supported by and contributing to VSO core approaches in gender and social inclusion, social accountability and resilience; more inclusive, equitable and resilience communities where VSO Nepal works; and ultimately reduced poverty in Nepal.
