6 Introduction This document is for any individual or organisation with a role in operating the Enhanced CET Scheme whether as Provider, Approver, Registrant, Auditor, IT Developer, Enhanced CET Administrator or Enhanced CET Manager. This is primarily a reference document and you may not need to read all of it. By definition, this document will give you an idea of what has to be done but not the detail of how it is done. It s worth noting that much of this detail is captured in the IT platform which supports the Scheme. The purpose of this document is to: document and share the principles which guide how the Enhanced CET Scheme operates; define the requirements of those who have a role in operating the scheme; define the requirements for those roles in the main processes which deliver the scheme outputs; and define terms where necessary. At the end of this introduction there is a summary of how the Enhanced CET Scheme works which will help those who may be new to Enhanced CET. The CET Scheme started in 2005 and will complete its third cycle in The Enhanced CET Scheme has been enhanced using the results of research into the risks associated with the optical professions and the likely future requirements of revalidation. The Enhanced CET Scheme starts on January 1 st 2013 and the cycle will end on December 31 st The purpose of the Enhanced CET Scheme is to ensure Registrants meet the statutory Enhanced CET Requirements and are able to demonstrate their continued fitness to practise. The Enhanced CET Scheme therefore focuses on two things: This means: the maintenance and development of the knowledge and skills currently required to be a registered professional; and the mitigation of the risks associated with being a registered professional. Enhanced CET must have a clear focus on current practice and developments in current practice and be related to the performance criteria and indicators for the units of competency for each profession. Enhanced CET must support improved standards of patient care. A proportion of the statutory Enhanced CET Requirements must support the clinical decision making process and reduce the risk of professional isolation. Enhanced CET must encourage Registrants to reflect on their own and other s current practice. 5

7 1.1 Definitions Principles rules that govern practice and activity in the Enhanced CET Scheme. Requirements activities that are required to be completed in a particular way or to a particular standard by individuals, groups of individuals or organisations involved in operating the Enhanced CET Scheme; standards of performance that must be achieved; standard of quality that must be achieved. Continuing Education and Training (CET) a statutory process which Registrants use to support the maintenance and development of the knowledge and skills currently required to be a registered optometrist and dispensing optician. Enhanced CET Scheme a statutory process which Registrants use to demonstrate to the General Optical Council (GOC) their continuing fitness to practise through the maintenance and development of the knowledge, skills, competence and conduct relevant to their professional group and scope of practice. The objective of the scheme is to support the Registrant to plan, complete and reflect on the Enhanced CET necessary for their continued fitness to practise. Prospective approval the GOC considers it to be of the utmost importance that a Registrant should know before they complete any Enhanced CET that they will receive Enhanced CET Points for successfully completing the Enhanced CET. This is achieved by approving the Enhanced CET in advance of it being offered to Registrants. This is Prospective approval. Enhanced CET Platform a web based platform used by all individuals and organisations involved in the scheme to complete the administrative and record keeping processes of the Enhanced CET Scheme. 1.2 Summary of how Enhanced CET Works A Registrant has an Enhanced CET Requirement which they have to meet. To meet the requirement they need to complete Enhanced CET activities approved by the GOC. Enhanced CET can only be delivered by training and education providers who are approved by the GOC. To get their Enhanced CET activities approved by the GOC an Enhanced CET Provider submits an Enhanced CET Submission to the GOC using the Enhanced CET Platform. The Enhanced CET Approver reviews the Submission against a set of criteria and makes a decision to approve, not approve or request further information. The Enhanced CET Approval Manager then acts upon the decision of the Approver and the submission is accepted or rejected. If accepted it becomes live on the Enhanced CET Directory and an Enhanced CET Code is allocated to the Approved Enhanced CET Provision and the Enhanced CET Provider is informed that the Submission has been accepted. The Enhanced CET Provider delivers education and training in accordance with the approved Submission, identifying those Registrants who successfully completed the Enhanced CET activity, on the basis of having participated for the duration required and demonstrated achievement of the learning objectives. The Enhanced CET Provider collects the GOC Registration Number from those Registrants who complete their Enhanced CET Provision. The Enhanced CET Provider informs the GOC of the Registration Numbers and the Enhanced CET Code for the Enhanced CET Provision completed by 6

8 each Registrant by using the Enhanced CET Platform. This creates a statement for each Registrant which lists the Enhanced CET they have completed and the Enhanced CET Points and competency units they have achieved. The GOC uses this statement to decide whether the Registrant has met the Enhanced CET Requirement or not. General Principles for the Enhanced CET Scheme 1.3 Eligibility for Enhanced CET Any individual who fulfils the criteria for registration with the GOC as a dispensing optician or optometrist, irrespective of whether or not they are currently registered, can maintain an Enhanced CET portfolio on the Enhanced CET Platform. Individuals who are not registered with the GOC but are qualified to be so and want to rejoin the Register must complete Enhanced CET before being restored to the Register. Examples of eligible non-registrants are: optometrists and dispensing opticians who are qualified but not registered and who are seeking to be restored to the Register. 1.4 Principles behind the way Enhanced CET works Principles Enhanced CET Provision must be approved by the GOC in advance of it being offered to Registrants. Enhanced CET Provision is approved against a set of criteria defined by the GOC. All organisations or individuals providing Enhanced CET Provision are registered with the GOC as Enhanced CET Providers. All registered Enhanced CET Providers have access to the Enhanced CET Platform. Successful completion of Enhanced CET Provision must be confirmed by the Enhanced CET Provider and the Registrant. The Enhanced CET Requirement is a combination of prescribed activities and learning hours that enable a Registrant to reflect on their practice and behaviour. Explanation This ensures that a Registrant can be confident that they will receive Enhanced CET Points if they complete the Enhanced CET Provision successfully. This ensures the Enhanced CET Provision is relevant to the outcomes described in the appropriate competency frameworks and to the maintenance and development of the standards of the profession. This creates the audit trail for all Enhanced CET Provision and ensures Providers comply with a Code of Conduct. This ensures that all relevant information is held in a single repository and creates a fast and efficient paper-less process. This double validation guards against fraudulent behaviour and leaves the Registrant responsible for confirming they have successfully completed the Enhanced CET Provision. Reflection on practice is an important part of the requirement and encourages Registrants to take a professional approach to their development. Prescribed activities focus Registrants on the importance of discussion with fellow peers and professionals. Learning activities are recorded as Enhanced CET Points and provide a clear 7

9 The GOC can audit the delivery of Enhanced CET or the processes of an Enhanced CET Provider. An employer cannot access the Enhanced CET statement or records of an employee. Tests and assessments used in Enhanced CET to determine successful completion of Enhanced CET would be failed by a lay person. A Registrant cannot request retrospective approval of an Enhanced CET event they have attended (e.g. conference, tutorial, peer group). To be approved as Enhanced CET the education and training must require the participation and involvement of the Registrant for a minimum period of one hour. The number of Enhanced CET Points allocated to Enhanced CET is determined by the amount of peer interaction required of the Registrant during the completion of the Enhanced CET. indication of the minimum effort and time required to maintain a professional and current level of knowledge and skills. The GOC needs to be assured that Enhanced CET when it is delivered matches the specification of the Enhanced CET that was approved and meets the required standards. The Enhanced CET data is private. A Registrant can print or save a copy of their Enhanced CET Statement to supply to an employer or other third party if they choose to. Enhanced CET and the Enhanced CET Scheme must enhance the general standing of the profession within the community of health practitioners. All Enhanced CET must be approved in advance. This supports the Enhanced CET Rules. This encourages Registrants to interact with their peers and learn from each other. 1.5 For Registrants The Enhanced CET Scheme operates over a three year period. Registrants must ensure they have a record on the Enhanced CET Platform and know how to access and use it. Registrants who have not achieved the Enhanced CET Requirements at the end of the three year period will be removed from the Register by the end of the calendar month following the end of the Enhanced CET cycle. The Registrar has discretion to consider exceptional circumstances when deciding to remove Registrants from the Register. Exceptional circumstances must be submitted to the Registrar in advance of the end of the relevant cycle. There are different Enhanced CET Requirements for each professional group. The Enhanced CET Requirements are a combination of learning hours, prescribed activities and reflection and are the minimum level of activity that is required. For a Registrant joining the Register during the Enhanced CET cycle, the number of points is pro-rated based on the date of joining the Register. Registrants joining the Register more than 24 months before the end of cycle will also be required to complete the prescribed activities and reflection. For the purposes of the Enhanced CET Scheme, reflection is defined as writing a statement which shows that the Registrant has considered their current level of knowledge, skill, area 8

10 of practice and experience; has reviewed any learning they have completed; has come to a considered comment about their own needs which may lead to future action. Registrants can only meet the Enhanced CET Requirements by completing approved Enhanced CET Provision; and where applicable by recording a reflection statement after completing Peer Review Enhanced CET. Registrants can only gain Enhanced CET Points by successfully completing Enhanced CET which has been approved for their professional group. Registrants living overseas have the same Enhanced CET Requirement as Registrants living in the UK. UK Registrants can complete Enhanced CET Provision in countries outside the UK. The GOC may review Enhanced CET Records as part of fitness to practise investigations and any future revalidation procedures Rejoining the register the Enhanced CET Requirement For a Registrant rejoining the register they must have gained 12 general points in the preceding 12 months and have no outstanding shortfall from the previous cycle. For a Registrant rejoining the Therapeutic Specialty Register an additional six Therapeutics Specialty Enhanced CET Points must have been gained in the 12 months preceding the date of restoration and Registrants must have no outstanding specialty shortfall from the previous cycle. For a Registrant rejoining the Contact Lens Specialty Register six of the 12 points gained in the 12 months preceding the date of restoration must have been gained by undertaking Contact Lens Specialty Enhanced CET and Registrants must have no outstanding specialty shortfall from the previous cycle New Registrants the Enhanced CET Requirement There is no enhanced CET requirement for first entry to the Register. 1.6 About Enhanced CET Provision Enhanced CET Provision must be submitted to the GOC and approved by the GOC in advance of it being offered to Registrants. This is referred to as Prospective approval. Enhanced CET Provision is approved against a set of criteria defined by the GOC. All organisations or individuals providing Enhanced CET Provision must be registered with the GOC as approved Enhanced CET Providers. All registered Enhanced CET Providers have access to the Enhanced CET Platform and must use this platform to complete the relevant scheme processes. Successful completion of Enhanced CET Provision must be confirmed by both the Enhanced CET Provider and the Registrant before points will be awarded. It is the GOC s responsibility to ensure the availability of sufficient and appropriate Enhanced CET Provision. Registered Enhanced CET Providers with a proven track record can apply to become an Accredited Enhanced CET Provider Approved Enhanced CET By definition, Approved Enhanced CET is that which has demonstrated it is relevant to the professional competency frameworks and standards. Anything which is unrelated to GOC 9

11 standards of competence and professional conduct will not be approved and should not be submitted for approval Product presentations A product presentation must provide a balanced summary of the products available to the profession in the particular subject area. The content of product related Enhanced CET may need to be reviewed in advance by an Approver. The presenter/lecturer must disclose if they are an employee of a company involved in the product area when the Enhanced CET is advertised and at the start of the Enhanced CET. A sales presentation for a single product will not be approved as Enhanced CET. Enhanced CET about a single product is possible in circumstances where no alternative choice is available, however the Enhanced CET must not be sales oriented and must reference alternative methods if applicable. 1.7 Enhanced CET Points and Points Types The achievement of the Enhanced CET Requirement is measured by the number of Enhanced CET Points a Registrant has gained, the completion of the prescribed activities and the recording of reflection statements. All Approved Enhanced CET has a number of Enhanced CET Points attached to it based on criteria set by the GOC. There are two types of Enhanced CET: o General Enhanced CET is relevant to the maintenance of the knowledge, skill, competence and conduct for a defined professional group(s). o Specialty Enhanced CET is relevant to the maintenance of the knowledge, skill, competence and conduct relevant to a specialty register. 1.8 Fraud In the event of the Enhanced CET Administrator suspecting that a Registrant has created a fraudulent Enhanced CET record, it will refer the evidence to the GOC. Examples of fraud: Asking another individual to attend an Enhanced CET event on his/her behalf and then claiming Enhanced CET Points for himself/herself. Falsifying a record sheet from a Provider indicating that provision was completed. Falsifying an Evidence of Enhanced CET Completion form. Using answers from another Registrant to complete a test or assessment as part of the process of completing Enhanced CET in order to achieve Enhanced CET Points without actually completing the Enhanced CET itself Fraud Registrants should not encourage fraudulent behaviour by openly sharing answers to Enhanced CET tests and assessments. Enhanced CET Requirements for Optometrists and Dispensing Opticians 10

12 This section covers the Enhanced CET Requirements for each professional group including Registrants who do not live in the UK. 1.9 General requirements Registrants are required to: Plan and organise their Enhanced CET Be registered on the Enhanced CET Platform. Review their development needs using the portfolio on the Enhanced CET Platform. Be responsible for planning and doing Enhanced CET. It is strongly recommended that Enhanced CET should be achieved using a range of types of Enhanced CET. Be responsible for gaining 36 points in a defined three year cycle. Provide the Enhanced CET Provider with a valid GOC registration number or user code when applying to complete Enhanced CET Provision. Confirm their identity to the Enhanced CET Provider. Record Enhanced CET they have completed Attend and participate for the full period of the Enhanced CET and demonstrate achievement of the learning objectives in order to successfully complete the Enhanced CET. Use the Enhanced CET Platform to confirm to the GOC they have completed the Enhanced CET Provision. Use the Enhanced CET Platform to automatically submit their Enhanced CET records to the Registrar at the end of the Enhanced CET Period. Keep copies of the Evidence of Enhanced CET Completion issued by the Enhanced CET Provider and reconcile these with their statement on the Enhanced CET Platform. Contact the Enhanced CET Provider to resolve any discrepancies between their record of Enhanced CET Completion and the Enhanced CET record on the Enhanced CET Platform. Reflect on their situation and experiences Reflect on the Enhanced CET they have completed and write a reflective statement or comment when required to. Provide feedback to the Enhanced CET Provider or the GOC on any aspect of Enhanced CET when requested to do so. Complete Enhanced CET at a regular rate throughout the cycle at a minimum rate of at least six points per year Enhanced CET Requirements for optometrists Optometrists must gain 36 points: 11

These must include at least one point obtained in Peer Discussion activity involving patient records and decision making; to confirm this point the Registrant must write a reflective statement on the Enhanced CET Platform. 2. The points must cover all of the optometry competency units, specifically: communication; professional conduct; ocular examination; optical appliances; contact lenses; ocular disease; assessment of visual function; and assessment and management of binocular vision. 3. One Enhanced CET activity may cover more than one competency area. Registrants will not therefore be required to get a separate Enhanced CET Point for each of the competency units. 4. Half of the general points requirement must be obtained using interactive CET (see 3.4.3). A maximum of 50% of the required number of general points can be obtained using text-based distance learning Enhanced CET Requirements for dispensing opticians Dispensing opticians must gain 36 points: 1. These points must cover all of the dispensing competency units, specifically: communication; professional conduct; ocular examination; optical appliances; contact lenses; low vision; refractive management; ocular abnormalities; and paediatric dispensing. 2. One Enhanced CET activity may cover more than one competency area. Registrants will not therefore be required to get a separate Enhanced CET Point for each of the competency units. 3. Half of the general points requirement must be obtained using interactive CET (see 3.4.3). A maximum of 50% of the required general points can be obtained using text-based distance learning. 4. Dispensing opticians are encouraged to participate in peer discussion but this is not a requirement. 12

14 1.12 Enhanced CET Requirements for Specialists Contact lens optician 1. Contact lens opticians must gain a total of 36 points which must comprise 18 general points and 18 specialist points: These must include at least one contact lens Peer Discussion involving patient records and decision making competencies; to confirm this point the Registrant must write a reflective statement on the Enhanced CET Platform. 2. Points must be gained across all of the dispensing competency units, specifically: communication; professional conduct; ocular examination; optical appliances; contact lenses; low vision; refractive management; ocular abnormalities; paediatric dispensing. 3. All of the contact lens competency units must be covered. Where competency units are repeated as both general and specialty competencies (e.g. communication) the competency is only required to be achieved once. This does not apply to the contact lens units which are different for a dispensing optician and a contact lens optician. 4. Registrants need to demonstrate that at least 18 points were gained by completing specialist contact lens Enhanced CET. 5. Half of the required points must be obtained using interactive CET (see 3.4.3). A maximum of 50% of the required points can be obtained using text-based distance learning Therapeutic specialist optometrists Therapeutic specialist optometrists must gain a total of 54 Enhanced CET Points: 1. These must include one therapeutic case-based discussion group involving patient records and decision making competencies; to confirm this point the Registrant must write a reflective statement on the Enhanced CET Platform. 2. Points must be gained across all of the optometry competency units, specifically: communication; professional conduct; ocular examination; optical appliances; contact lenses; ocular disease; assessment of visual function; and assessment and management of binocular vision. 3. All of the specialty competency units must be covered. Where competency units are repeated as both general and specialty competencies (e.g. communication) the competency is only required to be achieved once. 4. Registrants need to demonstrate that at least 18 points were gained by completing specialist therapeutics Enhanced CET. 13

15 5. Half of the required points must be obtained using interactive CET (see 3.4.3). A maximum of 50% of the required points can be obtained using text-based distance learning Interactive CET Interactive CET: requires physical attendance [(e.g. lectures, workshops, peer review, poster sessions, etc.]; or is part of a supervised course of education and training: [i.e. involves: a) provision of individual feedback from a tutor or an expert to support learning; or b) provision of reflection stimulus to enable Registrant to engage in oral or electronic communication (e.g. online discussion forum, internet thread, message board etc) with at least one other peer, expert or tutor regarding the CET content. The Registrant must record the interaction and reflection within their CET portfolio]; or is to be conducted by way of instantaneous electronic communication (online chat forums, webinar, video conference, etc.) with one or more persons qualified as an optometrist or dispensing optician Enhanced CET Requirements Returning to the Register Individuals who are not registered with the GOC but are qualified to be so and want to rejoin the Register must complete Enhanced CET before being restored to the Register. A Registrant rejoining the register must have gained 12 general points in the preceding 12 months and have no outstanding shortfall in points from the previous cycle. If they have a shortfall then they have to make up the short fall and gain the 12 general points before they can be restored Non-compliance with the Enhanced CET Requirement A Registrant who has not met the Enhanced CET Requirement by the last day of the three year Enhanced CET cycle will be removed from the Register by the Registrar Submitting exceptional circumstances to the Registrar A Registrant who believes they have a genuine reason for not meeting the Enhanced CET Requirement by the deadline can apply to the Registrar to have their exceptional circumstances considered. Such applications should be made before the deadline and as close to the time of the circumstances occurring as possible. Applications made after the deadline has passed will not be considered. If the Registrar is satisfied with the reasons given a Registrant may be permitted use of a shortfall period in order to complete their Enhanced CET Requirement. 14

16 1.15 Registrants who live outside the UK Registrants living outside the UK can use any form of approved Enhanced CET Provision that they can access. Registrants are required to inform the GOC in advance using the Enhanced CET Platform if they intend to complete Enhanced CET from an overseas scheme, as listed below. Registrants living in South Africa, Australia, New Zealand or the USA may have access to CPD provision which has been approved by schemes run by the bodies listed below. South Africa Health Professions Council of South Africa. New Zealand scheme administered by the Optometrists and Dispensing Opticians Board. Australia Optometry Board of Australia, scheme administered by the Optometrists Association of Australia; accredited CPD providers are: o o o o o o University of Melbourne, Department of Optometry and Vision Sciences; Queensland University of Technology, School of Optometry and Vision Science; University of New South Wales, School of Optometry and Vision Science; University of Auckland, Department of Optometry and Vision Science; Optometrists Association Australia (National and State Divisions); Australian College of Optometry. USA Association of Regulatory Boards of Optometry Council on Optometric Practitioner Education (COPE) Option 1 The Provider organisations accredited under these schemes can register as an Enhanced CET Provider and submit their CPD activities using the Enhanced CET Platform. The details of the CPD event must be submitted in advance so that confirmation can be given of the type and number of Enhanced CET Points which will be gained Option 2 If the Provider organisation does not register as an Enhanced CET Provider then a Registrant can submit the details of the CPD in advance using the Enhanced CET Platform Approval CPD events submitted in this way will be processed using the standard Approval Process and may take up to 10 working days to process Types of CPD The following types of CPD from the above schemes may be eligible for Enhanced CET Points only if the content is relevant to UK competencies and standards. The education and training must be submitted for approval either by the Provider organisation or the Registrant. The details of the CPD event must be submitted in advance by the Provider organisation using the Enhanced CET Platform so that confirmation can be given of the type and number of Enhanced CET Points which will be gained. Registrants travelling to South Africa, Australia, New Zealand or the USA may have access to CPD Provision which has been approved by schemes run by the bodies listed below. South Africa Health Professions Council of South Africa. New Zealand scheme administered by Optometrists and Dispensing Opticians Board; individual events are submitted accredited. There is no registered Provider list. 16

18 Australia Optometry Board of Australia, scheme administered by Optometry Association of Australia; accredited CPD providers are: o o o o o o University of Melbourne, Department of Optometry and Vision Sciences; Queensland University of Technology, School of Optometry and Vision Science; University of New South Wales, School of Optometry and Vision Science; University of Auckland, Department of Optometry and Vision Science; Optometrists Association Australia (National and State Divisions); Australian College of Optometry. USA Association of Regulatory Boards of Optometry Council on Optometric Practitioner Education (COPE) Option 1 The Provider organisations accredited under these schemes can register as an Enhanced CET Provider and submit their CPD activities using the Enhanced CET Platform. Registrants are strongly advised to only submit events or activities which are clearly relevant to the GOC Enhanced CET Requirements i.e. relevant to the knowledge, skill, competence and conduct relevant to their professional group and scope of practice in the UK. Registrants are strongly advised to plan ahead and submit events more than 10 days in advance of the event date Overseas conferences not organised by an approved Provider completion of the activity before approval is completed The GOC is aware that at larger conferences a Registrant may decide to attend a lecture or workshop at short notice. If a Registrant chooses to submit such an event and informs the GOC of their intentions using the Enhanced CET Platform when there are fewer than 10 working days before the date of completing the event, the Registrant accepts the risk that the event may not be approved for Enhanced CET Points and that the GOC approval decision is final and binding. However, the Enhanced CET Platform is available from any location with an internet connection so there is no reason why a Registrant should not be able to inform the GOC in advance that they have made a decision at short notice to complete Enhanced CET at an overseas conference accepting the risk outlined above. There is no post-approval of this type of education and training. 18

20 Approval of Enhanced CET Provision 1.17 Explanation and definition This section looks at the requirement for Enhanced CET to be approved and what that means. It then details the requirements of the roles involved in the process of approval. These roles are Approver, Provider and Approver Manager. The legislation (Enhanced CET Rules) requires the GOC to set the criteria against which Enhanced CET is approved. The process by which these criteria are applied is known as the Approval Process. The Approval Process involves a panel of Approvers and a Chair of Approvers appointed by the GOC. Approvers are selected from all professional groups. The process must be completed within 10 working days. A Fast Track process can be completed in three working days on payment of the appropriate fee by the Provider to the GOC. The Approval Process is the first stage in the quality assurance of Enhanced CET. There are two quality assurance purposes to this stage: The assurance of the learning design process by requiring Enhanced CET Providers to record a specification for the Enhanced CET they are proposing to develop and show how it meets the GOC s and Registrant s requirements. The assurance of the wording and information entered by the Enhanced CET Provider and which the GOC will publish on the Enhanced CET Platform on behalf of the Enhanced CET Provider. The specification is submitted to the GOC using the Enhanced CET Platform and is known as an Enhanced CET Submission. The information collected in the Enhanced CET Submission is reviewed by Enhanced CET Approvers Approved Enhanced CET To qualify as Approved Enhanced CET, the specification must demonstrate that the learning outcomes deliver the performance criteria and indicators for the selected competencies chosen from the GOC competency frameworks and meet the requirements of the Enhanced CET Scheme which are defined below. The purpose of the Enhanced CET Scheme is to ensure Registrants meet the statutory Enhanced CET Requirements and are prepared for any future revalidation process. The Enhanced CET Scheme therefore focuses on two things: The maintenance and development of the knowledge and skills currently required to be a registered professional. The mitigation of the risks associated with being a registered professional. This means: 19

21 Enhanced CET must have a clear focus on current practice and developments in current practice and be related to the Performance Criteria and Indicators for the units of competency for each profession. Enhanced CET must be designed to improve standards of professional practice and patient care. Enhanced CET must not promote commercial, business or financial interests or practises that compromise standards of patient care or safety. Enhanced CET must encourage Registrants to reflect on their current practice Approval period Enhanced CET is approved for a period of 12 months. The approval period can be extended for a further 12 months on application if the content is still valid and no changes have been made to the content or delivery method. The approval period starts on the date the Enhanced CET is first delivered. This applies to all types of Enhanced CET. For distance learning Enhanced CET this means the publication date. For event Enhanced CET this means the date of the first event. If Enhanced CET is approved but is not used for a period of 12 months, the approval will expire 12 months after the approval was confirmed by the Approver Manager. Approval means the Enhanced CET can be advertised and offered to Registrants and the Provider can state that Enhanced CET Points will be achieved for successful completion of the Enhanced CET. The Enhanced CET can be completed by Registrants at any time within the approval period. A Registrant does not get Enhanced CET Points for successfully completing Enhanced CET which is no longer within its approval period. It is the Provider s responsibility to ensure that all Enhanced CET offered is within its approval period Use of Enhanced CET by a second Provider Enhanced CET which has been approved can be transferred to other Providers with the agreement of the originating Provider. This means the second Provider can offer the Enhanced CET under its own name until the initial approval period has run out. For this to be valid the lecturers or personnel named in the original approved submission will need to be delivering the Enhanced CET for the second Provider. If this is not the case the transferred Enhanced CET will need to be reapproved Advertising Enhanced CET When advertising CET Providers should state the target groups, competencies covered and the number of points the CET has been approved for. Providers can advertise Enhanced CET as approval applied for but should not refer to the competencies to be covered or points to be given until CET approval has been granted in order to avoid misleading Registrants in the event that the Enhanced CET is not approved Organisation of the Approver Panel The Approver Panel is an official GOC panel and is governed by the terms of appointment and Code of Conduct for GOC appointments. 20

22 Requirements which apply to appointment to the Approver Panel Approvers will be selected by the GOC and are required to attend a training event and be subject to an induction period of three months, after which appointment will be confirmed. Approvers must declare any conflict of interest that would prevent them from acting as an Approver for any given Enhanced CET they are asked to approve. The Approver Panel will normally contain members from the following professional groups: o dispensing opticians o optometrists o contact lens specialists; and o therapeutics specialists On appointment to the Panel, an Approver must either be practising or have been practising within the last two years and will be asked to identify any particular core competency area in which he/she has expertise. If such expertise is indicated the Approver will be invited to provide evidence of completion of Enhanced CET in that category in the past 24 months. An Approver will be appointed for a three-year period subject to satisfactory performance and continuing to satisfy the appointment criteria. A number of Approvers who are occupationally competent will deal specifically with specialist list requirements. These are contact lens (for dispensing opticians) and therapeutics (for optometrists). Vacancies for Approvers will be advertised Requirements which apply to the Chair of the Approver Panel The Chair is selected and appointed by the GOC as a GOC employee. The Chair will be involved with the appointment and training of Approvers and will review their performance throughout their appointment term. The Chair will act as final arbiter in any areas where the Enhanced CET Provider appeals an approval decision. The Chair will quality assure approval decisions and make recommendations to improve the Approval Process. The Chair cannot be involved in decisions taken about their own organisation or employer Requirements to pay Approvers Approvers will be paid a standard amount per approval completed. Approvers will be paid a lower amount for reviewing an application to extend the approval period of existing Enhanced CET. Approvers will be paid a higher amount for reviewing a fast track application. Reasonable expenses will be provided in accordance with the GOC Fees and Expenses Policy for attendance at Panel meetings/training days and any other attendance required by the GOC. 21

23 1.19 The role of the Enhanced CET Approver An Approver is a Registrant appointed by the GOC to review Enhanced CET Submissions from Enhanced CET Providers. The Enhanced CET Approver: reviews the information submitted by the Enhanced CET Provider using the Enhanced CET Platform; completes the Approval Process within 10 working days or within three days for a fast track approval; uses the GOC Performance Criteria and Indicators, the GOC competency frameworks, advice and guidelines issued by Professional Bodies and Associations, their own professional experience and the information submitted: o to decide whether or not the outcomes proposed in the Enhanced CET Submission support the maintenance and development of the knowledge and skills currently required to be a registered professional; o to decide if the type of Enhanced CET proposed is an appropriate way of delivering the outcomes proposed; o to decide if the Enhanced CET is delivering the Indicators and Performance Criteria for the stated Elements of Competence; o to confirm that the Enhanced CET is relevant to the professional groups proposed; o to confirm that the Enhanced CET supports the improvement of standards of professional practice and patient care; o to identify whether there is anything in the proposed content which is not relevant to current practice or is out of date and if so, inform the Enhanced CET Provider; o to identify whether there is anything missing from the content which is relevant to current practice and if so, inform the Provider; and o to confirm the Enhanced CET is not biased in favour of a specific product or designed to promote financial or commercial interests. confirms the quality of all images or materials submitted in advance for certain types of Enhanced CET, e.g. visual recognition tests; reviews multiple choice questions (MCQs) submitted for distance learning against the GOC good practice guidance; makes a recommendation to the Approvals Manager for approval or non-approval Requirements applying to an Approver during the Approval Process The Enhanced CET Approver is required to: declare any conflict of interest in any submission they are asked to review and decline to complete the Approval Process for that submission; respect the confidentiality of the information provided and not provide copies of the submission to third parties; use the Enhanced CET Platform to communicate with the Enhanced CET Provider or Approval Manager during the Approval Process; and maintain their anonymity and not reveal their identity to the Enhanced CET Provider. 22

24 1.21 Role and Requirements which apply to the Provider The role of the Enhanced CET Provider is to submit the specification for the Enhanced CET they are proposing to the GOC so that it can be reviewed by an Approver. The Enhanced CET Provider is required to: be fully aware of the Enhanced CET Scheme requirements; use the GOC Competency Frameworks and Professional Standards when designing and delivering Enhanced CET; submit the specification using the Enhanced CET Platform. provide any further information in order to complete the Approval Process if requested to do so; amend the submission as agreed with an Approver; commit to design and deliver Enhanced CET which matches the specification submitted for approval; quality assure their own Enhanced CET Provision to ensure it meets the required standards and the Submission as Approved; require authors and presenters who deliver their Enhanced CET to do so in accordance with the specification submitted for Approval; operate a mechanism to validate the participants who successfully complete the Enhanced CET and achieve the learning objectives specified; and comply with the Code of Conduct for Providers. The Provider can appeal the approval decision if they do not accept a decision to reject an Enhanced CET Submission Role of the GOC Enhanced CET Approver Manager The GOC Approver Manager ensures all submissions are processed within the 10 day deadline. They are required to: receive Submissions for Enhanced CET Provision from Enhanced CET Providers via the Enhanced CET Platform; allocate Enhanced CET Submissions to Approvers; manage and track approvals through the process; review and update information in Enhanced CET Submissions; create management reports on the quantity and quality of Submissions set the final status of an Enhanced CET Submission to approved/not approved based on decision of Approver(s); approve peer review/peer discussion events or programmes; send and receive Approver comments to and from Providers; generate Approver activity reports; create, edit, delete, view Approver profiles; create, edit delete, view Enhanced CET Submissions; provide and telephone support and guidance for Providers and first time Providers Completing the Approval Process 23
