Consideration given to 0.8 FTE if this would attract the right candidate SWCC office, co-located with the Department of Agriculture and Food (DAFWA) - 1 Verschuer Place Bunbury WA 6230 SECTION 2 - REPORTING RELATIONSHIPS Position responsible to: This position: Western Dairy RD&E Hub Management Committee and SWCC Operations Manager for day to day direct line management Western Dairy Agribusiness Team Leader Reporting to this position: Research Scientist Research and Extension Officer Supervising Scientist (Contractor) The Western Dairy RD&E Hub is an initiative of Western Dairy (WD), made possible through funding from Dairy Australia (DA) and Department of Agriculture and Food (WA). The position will be hosted and employed by the South West Catchments Council (SWCC) in Bunbury. 1
2 The Western Dairy Research, Development and Extension Hub (the Hub) is a newly formed, innovate, industry lead RD&E hub formed by Western Dairy and hosted/administered by the South West Catchments Council. The operation of the Hub is overseen by a management committee representing the key stakeholders and partners of the Dairy industry in Western Australia. Although newly formed, the management model for the hub has been in successful operation for more than three years for the precursor to the Hub (an industry development position) and represents a very effective and industry focused management committee. The Regional Manager of Western Dairy has significant interaction and involvement with the Team Leader and SWCC management team. The day to day line management of the position is undertaken by the SWCC Operations Manager and CEO, supported by the SWCC administration team. SECTION 3 - KEY RESPONSIBILITIES 1. To grow and develop a new generation approach to traditional dairy research and extension activities in WA that leads to genuine industry development, and drives maximum practice change on dairy farms. 2. To build a capacity to: a. Oversee the design and delivery of relevant WA dairy industry research activities that are aligned with industry priorities and compliment national activities in this space; b. Motivate and directly assist WA dairy farmers to implement better business management practices in their farm businesses with a particular focus on farm finance; c. Maintain information networks and provide a central point regionally for communicating and coordinating with local farmers, service providers, processors, education, research providers, both locally and nationally. d. Communicate national RDE&E outcomes with the WA dairy industry. e. Ensure relevant information/know how is tailored, packaged and delivered in a timely manner within the region. f. Identify and nurture opportunities for nationally accredited dairy training, by working with the Great Southern Institute of TAFE and the NCDEA to drive quality participation from farm businesses and current and potential farm employees. 2

Work with key industry influencers to create a united and consistent message on priority extension issues that is owned by a large number of respected people whose role involves communication with industry. SECTION 4 - STATEMENT OF DUTIES Summary 1. Lead a newly formed RD&E team of staff and contractors to implement the group s operational plan against the RD&E Hub program, ensuring milestones are met and where possible, surpassed. 2. Review and refine the operational plan to ensure it meets the industry priorities and report quarterly to the Hub Management Committee on progress. 3. Proactively engage with industry stakeholders to maintain an effective two-way dialogue in relation to the Hub operations, outcomes and future planning. Engage farmers in the national RDE&E activities, through the development of a strong network with industry and RDE&E providers and current knowledge of national and international trends in milk production. 4. Work with the Management Committee and SWCC management team to source future grant and other funding for the continued operation of the hub. 5. Work with the SWCC management team to ensure that the Hub staff are well managed, supported and conducting their projects and operations in accordance with organizational policies and procedures including relevant legislative requirements such as Occupational Safety and Health. 3
4 Further detail 1. Industry Development Over the duration of the current contracted funding for the Hub, Western Dairy and the management committee expect to see the following outcomes: 1.1. A highly connected industry, where all generations of farmers within farm businesses, processors and industry service providers are reached and motivated to respond to the development initiatives undertaken by the Hub; 1.2. A demonstrated increase in the uptake of best practice activities in the areas of business, feed base, animal management and welfare; natural resource management and human resource management; 1.3. A more resilient and profitable WA dairy industry with better access to best management practices, and latest R&D findings from WA and interstate; 1.4. A clearly documented and communicated process that promotes a more resilient and adaptable dairy industry with better access to new technologies and better practice and engagement in DAFWA and Dairy Australia projects that are funded by WA dairy farmers dairy service levies (DA) and the WA tax payer (DAFWA). 2. Best Management Practice Research and Extension 2.1 An operational plan has been drafted for the first operating year Fy15/16. The current document describes what is essentially the hand over period to complete projects underway by the DAFWA research team at the point of transition to the Hub. 2.2 A key requirement of the Hub going forward is to develop a series of significant business proposals to attract funding for activities that will help Western Dairy achieve its strategic vision and the Hub Manager will be responsible for ensuring a suite of quality proposals are prepared, with a particular focus on feedbase/nutrition and business and HR management. 2.3 The role of the Hub Manager calls for a skill set that is particularly strong in agri business with a capacity to appreciate the interface between dairy science and extension. The successful candidate will allocate time between managing a small and emerging team with direct farmer contact. As far as the WA dairy farmer is concerned, the role is more of a business communicator than a farm operations consultant, closely networked with the full spectrum of RD&E. In this regard the 4
5 position is somewhat similar to a private consultant in that planning on the farm is done in consultation, but unlike a private consultant the person is not closely involved in the operational aspects of the farm and has time and a charter to access the broad range of innovative projects active around Australia, New Zealand and perhaps other countries. The intention is to use this information gained as a resource in discussions with individual farmers and service providers. The position will work closely with farmers but also all genres of WA dairy service providers, facilitating the service provider community to help develop and own relevant messages. Critical skills for the position include excellent communication skills and a high level of farm business and/or scientific understanding as it relates to farming practice. It also provides a mechanism for information to flow-back from industry to the Dep t of Agriculture and Food (WA), Western Dairy and Dairy Australia to inform priority needs and issues. 3. Management, project reporting and compliance 3.1. Undertake project related milestone, outcome and output reporting to meet the requirements of the project steering committee and funding bodies Ensure effective management of Hub staff and compliance with the organisation s policy frameworks and legislative requirements in relation to human resource management; e.g. EEO, OHS etc 3.3. Provide leadership and mentoring to Hub staff 3.4. Other tasks as required for the success execution of the project and administration of the role as directed by the Management Committee and employer. 5
6 SECTION 5 - KEY SELECTION CRITERIA General The following are considered basic prerequisites for the position that should be highlighted or addressed via your Curriculum Vitae and/or within the statements addressing the Essential selection criteria below but do not need to be addressed via a specific, standalone statement. High level capacity for self-motivation and initiative and an ability to organise and meet deadlines. 3. Demonstrated experience in use of Microsoft Office software. 4. Current C Class Driver s License or better. Essential 1. A tertiary qualification in business, science or management or approved equivalent or significant demonstrated high level experience in agricultural business (dairy preferred), together with a demonstrated appreciation for the link between dairy science, extension and improved adoption of best practise dairy farming systems. 2. Specialist skills, experience and knowledge related to dairy Industry development Knowledge of and experience in the development, management and implementation of projects that seek to promote industry development Knowledge of dairy farm systems. Understanding of the financial sector and business development as it relates to farming and agricultural industries Capacity to lead development processes and experience in effective agricultural extension, including: o designing route to change strategies o inspiring group action and effect group engagement 6
7 o bringing together, and implementing change in, a diverse range of stakeholders around a common area of interest 3. Communication and Interpersonal skills, including: Excellent interpersonal and communications ability, with proven skills in planning and facilitating activities designed to capture the interest of the intended audience Capacity to maintain personal contact with individual farmers, service providers and other key industry influencers, as a direct and visible link between farmers and the national programs being conducted by Dairy Australia, DAFWA and other agencies Have an existing established network within the WA dairy industry, or proven capacity to establish related networks Sound oral communication and interpersonal skills including ability to: o Make public presentations o Facilitate community understanding of issues and interacts with the public within public forums, in meetings, community groups and, as required, the media o Relate to clients/stakeholders and demonstrate understanding of their industry and needs o Liaise and negotiate with both internal and external clients/ stakeholders Sound written communication skills including: o report writing, grant development, including project design, reporting and acquittal 4. Management skills: Demonstrated ability to manage teams. Demonstrated ability to develop and implement strategic plans and to attract project partners and funding. Desirable 1. Previous experience in the management of high capacity staff in a medium to large organisation context. 2. High level of dairy scientific understanding as it relates to farming practice 7
8 3. A solid technical understanding of dairy systems production and management issues and techniques that have the capacity to drive productivity and profitability 4. An understanding of the WA milk processing sector. 5. Demonstrated experience in developing, conducting and managing Monitoring and Evaluation for project(s). SECTION 6 - LOCATION The position is based in the Bunbury office of SWCC located in the Department of Agriculture and Food Regional Office, Verschuer Place Bunbury WA SECTION 7 - THE PARTNERSHIP The Agri-business team leader role is an initiative of Western Dairy, Dairy Australia and the Department of Agriculture and Food (WA) made possible through funding provided by Dairy Australia and DAFWA. Western Dairy has appointed the South West Catchments Council as the host employment organisation for Western Dairy RD&E Hub, where the manager and staff and contractors which will be jointly managed via SWCC through a Management Steering Committee. The project direction will be primarily provided by Western Dairy and with the employment functions undertaken by SWCC. 8
9 ABOUT WESTERN DAIRY Western Dairy s vision is to enhance the economic and environmental wellbeing of the region s dairy farming industry through effective research, development, extension and promotion. Western Dairy is one of eight Regional Development Programs that are spread throughout the nation s key dairy areas and operates under the auspices of Dairy Australia. Western Dairy has been operating since 1997 to guide the strategic direction and implementation of dairy research, education and promotion programs in the Western Australian region. Western Dairy works closely with WA Farmers Dairy Section, the Department of Agriculture and Food WA, the Department of Environment and Conservation; the Department of Water, numerous natural resource management bodies and WA dairy processors and service providers, in implementing its annual operating plan, in the best interests of WA dairy farmers. Western Dairy is charged with: Ensuring responsible and timely use is made of the Dairy Service Levy paid by WA dairy farmers and where possible using these funds to lever additional monies that can then add further value to current and planned research projects Participating in national priority setting and strategic planning of Farm RD&E; Identifying and facilitating regional projects and relationships providing benefit for the local dairy industry RD&E; HR; and other areas; Building local community awareness and ownership of RD&E; Facilitating communication between the WA Dairy farmers and the WA dairy research and extension community; Advocating best practise in animal welfare, environmental management and business management in the interests of the long-term sustainability of the WA dairy sector Monitoring and evaluating the effectiveness of all the above. 9

SWCC is a for purpose (not-for-profit) organisation that delivers public and commercial programs to protect and repair our natural environment and support sustainable agriculture. The South West Catchments Council is strategically managed by an independent, skillsbased Board of Management who works closely with the Chief Executive Officer and senior management team to manage the day to day business of the organisation and deliver the strategic plan. A dedicated team of project and support staff comprise the remainder of the SWCC staff. SWCC works closely with a diverse range of local community groups, individuals, companies and other organisations. This includes working in partnership in delivering on-ground projects or providing funding and support, where needed to groups delivering the projects themselves. SWCC also provides guidance on NRM issues within the region; coordinates partnerships between the community and all levels of Government to share the responsibility for NRM; and coordinates implementation of State and Commonwealth NRM policies and programs relevant to the SW Region.
