2 INVITATION FOR EXPRESSION OF INTEREST FROM SKILL DEVELOPMENT TRAINING PROVIDERS 1. Introduction TEDA, Tamil Nadu Energy Development Agency is an independent agency setup by Government of Tamil Nadu in the year 1984, as a registered society with a specific purpose to create awareness and migrate the State from using fossil fuels to renewable energy. Over the years the organization has associated with prominent public and private institutions to impart short term skill development programme which will enhance the employability prospects leading to gainful employment. It is pertinent to extend the coverage to widen the training provider base, to take on board more players in skill training that can skill the youth for the growing needs of the solar energy industry sector. 2. About Solar Technician Training: The skill programme envisaged by TEDA is established with strategies to address skills issues, including appropriate training components. The importance of labour is particularly apparent in the renewable energy sector. In this situation, there are clear economic benefits in maximising labour productivity and eliminating the need to replace sub-standard work. Labour productivity and quality of work are both related closely to skills quality. The skill development courses offered under the scheme framework will conform to the National Skills Qualification Framework (NSQF) and hence all training providers are empanelled for the programme will have to comply with the requirement of the NSQF.TEDA has proposed to train 500 trainees initially on a pilot basis in Chennai, Coimbatore and Salem. Expression of Interest is invited from well established training institutes for organizing skill development training programmes and placement in Solar PV installer (SGJ Q0101) as per NSQ, National Occupational Standards (NOS) and Qualification Packs (QP) in different Sector / Trades / Course / Levels to youth aged between 18 to 35 years in the state of Tamil Nadu. It is proposed to impart skill development training in Sector / Trades / Course / Levels which are of relevance to the industry and to provide placement support to youth ensuring decent livelihood. On receipt of EOI from Corporation / Organizations / Institutions / Agencies would be registered based on inspection of infrastructure facilities available. Page 2 of 9

Selection of Empanelled Applicants Issue of Empanelment Letter Eligibility Criteria for the Training Institutions The Corporations / Organizations / Companies / Institutions which have training facility and are willing to impart short term skill development training programme and placement in accordance with prescribed norms are hereinafter referred to as Training Provider. The training agency should satisfy the following criteria: a) Training agency should have empanelled with TNSDC and Sector Skill Council for Green Jobs (SCGJ). b) The Training agency should have tie up with industry in the form of MoU for placements. c) Have qualified faculty members / instructor / Placement officer in relevant fields on its rolls with adequate teaching experience. d) Should have training set up with necessary infrastructure facilities. e) The Assessment will be done by Sector Council Of Vocational Training (SCVT) /Assessment body affiliated to SCGJ for the Skill training course conducted by TEDA. f) In case the training is conducted by involving Franchisee for imparting Skill training, the Franchisee arrangement with the principle should form part of the proposal and list of such Satellite Institutions with training facilities should be attached. g) Should not have been black listed by any State Government / Central Government or by any other statutory body. h) Be capable to submit the data of the trainees to TNSDC with unique ID details to avoid duplication. The agency should also furnish placement details of each of the candidates with the salary component. i) Preference shall be given to the Government Institutions, Institutes approved by NISE and Institutes having more number of industry tie-up for placements. Features of Training programmes a) Central / State institutions / Agencies which have established training facilities having framed their own syllabus and approved by authorized Government bodies are also eligible to apply provided the programmes are as per SCGJ norms. b) Rural unemployed youth / Women should be given preference during the training programmes. c) The programmes should be industry oriented and the curriculum should include a combination of technical skills necessary for developing livelihood earning capabilities for the candidates. d) The Training delivery (medium of instruction) should be using a combination of English and Tamil. e) A training manual should be given to each trainee preferably in Tamil or English. f) The training agency should prepare an action plan and furnish a training calendar on receipt of training orders from TEDA. g) Proper attendance (biometric) for trainees should be maintained. h) The training agency should have clean rooms with latest infrastructure and internet connectivity. i) All the trainees identified must have a bank account and the trainees should furnish copy of the bank account and Adhaar Number at the time of admission. 6. Training Cost: Training Cost: SNo Head Expense Per trainee 1 Training Cost Rs. 11,550 2 Assessment Cost Rs Transportation Cost to Rs per day TOTAL Rs. 16,350 Page 4 of 9

5 7. Payment Terms: Training Provider will be provided 25% of the training cost of every batch once the admission is completed and details received from Training Provider. Another 25% of the training cost on completion of 50% of training period of the batch commenced training. Further 30% of the training cost on completion of 100% training period of the batch. Balance 20% of the training cost will be paid on production of 70% placement and confirmation from the Employer about the placement and joining of the trainees. 8. General a) The capacity of training minimum number of candidates and batch size per centre under this course may be specified. The batch size should be normally between 25 to 35. b) In case of any dispute the matter would be decided as per the jurisdiction of Chennai Courts. c) Completed application in a sealed cover should reach General Manager (Technical), Tamil Nadu Energy Development Agency, E.V.K Sampath Maaligai, 5thfloor, No.68, College Road,Chennai , Ph: , , Fax: , schemes2@teda.in d) This EOI is only for empanelment of the relevant agencies. Action plan and calendar for training may be submitted after the empanelment of the agency. e) Training Providers should fill in the Annexure-I, II& III and submit according to the attached EOI formats. f) Processing fee for Rs.5000/- (Rupees Five Thousands only) in the form of Demand Draft drawn in favour of Tamil Nadu Energy Development Agency payable at Chennai is to be submitted along with EOI application. g) Monitoring of 3% of training cost is payable to TEDA by training providers. 9. Right to accept or reject application: Applicants may note that mere submission of EOI and/or submission of additional information do not automatically entitle them to any claim. 10. Disclaimer: TEDA reserves unconditional right not to proceed further, to change the process or procedure to be applied. It also reserves the right to decline to discuss further with any institutes/organizations expressing interest. No reimbursement of cost of any type shall be paid to Institutes/Organizations expressing interest. Page 5 of 9
