1 County of Monterey Classification Specification GRADING INSPECTOR DEFINITION Under general supervision, the Grading Inspector performs routine and specific investigations and inspections; monitors compliance with State and local laws and regulations pertaining to grading and erosion control within County boundaries, and performs related work as required. DISTINGUISHING CHARACTERISTICS Positions in this classification are responsible for specific projects or a program, and function as either project or resident technical experts in determining and fulfilling the program responsibilities of the division. The position calls for the exercise of a high degree of initiative, technical proficiency, judgment and ability to enforce laws. Assignments may be of a highly specialized and very responsible nature. EXAMPLES OF DUTIES 1. Investigate and respond to complaints from the public and others concerning possible illegal grading and drainage activities that may result in health and safety conditions and environmental damage; and seek abatement action when justified. 2. Perform routine inspections and complaint investigations of grading code violations that include land drainage, erosion and encroachment, soil movement, and land grading operations that may be performed under or require a County permit; prepare suggestions and recommendations for correcting non-compliance. 3. Monitor and enforce the planning, design and implementation of erosion control by contractors, professionals and other agencies. 4. Review construction or development plans for code compliance, verification of technical accuracy, plans and calculations. 5. Prepare investigation reports for legal action by County Counsel or District Attorney. 6. Approves issuing of permits and ensures proper construction or reconstruction of roads, dams, bridges, reservoirs and other land use. 7. Conduct field investigations and special studies to determine compliance with state and local health codes and regulations, erosion control and storm water runoff practices.

Confer with local officials, the public, business and community representatives on grading and erosion issues, inspection findings, prevention and correction of problems; assist and conduct joint inspections with staff from other jurisdictions as required. 9. Provide subject matter support at Board meetings, court trials or public events. 10. Serve as subject matter expert resource to other professional staff, providing specialized knowledge and recommending solutions to problems consistent with project goals; may review and comment on impact of proposed ordinances, legislation and regulations. 11. Provide technical program information and policy interpretations for the public, environmental health professionals and representatives of businesses and other public agencies. 12. Coordinate inspections, special studies, and permit reviews with pertinent staff and officials from separate jurisdictions, districts, state and federal agencies. 13. Continually assess program effectiveness and customer service; and institute change as needed. 14. Prepare appropriate oral and written reports, correspondence, manuals, forms, presentation and implementation procedures. 15. Maintain accurate and complete records. 16. Review, analyze, and interpret legal descriptions of property, including maps and right-ofway easements. QUALIFICATIONS A combination of experience, education and/or training which substantially demonstrates the following knowledge, skills and abilities: Knowledge of: 1. Principles of planning, organizing, coordinating, and scheduling field activities and project deadlines. 2. Applicable federal, state and local laws relating to grading and soil management, including NRCS, RCD and SDWQC. 3. Public Works permit and construction requirements. 4. Grade measurement techniques; erosion control best practices 2

3 5. Research methods including information gathering, data collection, statistics, field testing, analysis of data, and reporting. 6. Basic survey techniques, methods and tools. 7. Methods and procedures used in the inspection and correction of grading and erosion conditions. 8. Soil science, soil classification, vegetation and its relation to soil information, productivity, stabilization and soil reports. 9. Aerial photographic interpretation. 10. Geology land forms. 11. Office Administration and electronic data operations, including personal computers and software (Excel, Word, Project Management, engineering specific, etc.). 12. Basic principles of inspection and enforcement. 13. Legal process for seeking compliance. 14. Understanding of permits and requirements of other departments, divisions or agencies that are impacted by grading, drainage and erosion problems, including Environmental Health, Public Works, Planning and Water Resources. 15. Calculation of workload and cost of inspection for determining fines and fees. Skills and Ability to: 1. Read and interpret maps, plans, documents, and engineering drawings and specifications. 2. Collect, analyze, and evaluate information and data to make sound judgements, logical decisions, and defensible recommendations. 3. Anticipate problems and resolve disputes. 4. Communicate effectively orally and in writing; make presentations before a wide variety of groups; prepare clear and concise reports, correspondence, and technical memorandum. 5. Work independently. 6. Secure compliance, correction and remediation through education. 3

4 7. Understand the use of proper test and grading equipment, measuring devices, sampling techniques to collect and record accurate data and to determine the scope of grading and erosion problems. 8. Plan and conduct routine field inspection surveys, including site visits, construction plan reviews, and permit compliance without direct supervision. 9. Understand, interpret and apply laws and regulations. 10. Effective interpersonal and team building skills. 11. Performs engineering calculations to determine areas, volumes, distances or quantities. 12. Provide excellent and courteous customer service; establish and maintain effective working relationships internally and externally. 13. Recognize when compliance, correction and remediation through education are not feasible and legal action is necessary. 14. Carry out enforcement of laws. 15. In some positions, the ability to speak and understand Spanish would be helpful. Licenses: Possession of valid California class C drivers license. EXPERIENCE/ EDUCATION/TRAINING The knowledge, skills and abilities listed above may be acquired through various types of education, training or experience. A typical way to acquire the required knowledge and skills is listed below: Education: Associate degree with courses completed in Construction Administration, Engineering, Architecture, Soil Science, Geology, Agriculture, Environmental Science, natural resource management or a related field One year of related experience CONDITIONS OF EMPLOYMENT: 1. Travel within and outside the County. - and- 4

Work under adverse conditions such as inclement weather, wind, dust, loud noise, heat, chemicals, gases, around equipment, machinery and/or construction and remodeling work sites as necessary. 3. Work irregular hours as necessary for emergencies and other critical issues/situations. PHYSICAL AND SENSORY REQUIREMENTS: 1. Ability to function with multiple critical, emergency and/or changing priorities 2. Ability and mobility to walk, stand, stoop, reach, bend, and climb in order to conduct work site and project inspections. 3. Ability to verbally communicate over a telephone or a two-way radio and provide clear instructions, in a noisy field environment. 4. Ability to hear telephone conversations and radio traffic with static or weak transmissions in a noisy field environment. 5. Ability to see objects, both near and far, and read contract documents, standard text, data on computer terminal, plans, specifications, and schematic drawings. 6. Ability to conduct work site and project inspections. 7. Ability to drive a motor vehicle with automatic transmission.
