6 Challenges of Job Creation are Linked to Multiple Economic Dimensions Education System Should be responsive to market needs to enhance the employability of the workforce and make them contribute to the production process Skill Development The skill development endeavour has to be accelerated and greatly scaled up in a joint effort of Government, industry and civil society

7 Challenges of Job Creation are Linked to Multiple Economic Dimensions Economic Growth To raise the quality of jobs available to new entrants to the workforce, it is essential to rejuvenate growth to at least 7 per cent by the end of the year Manufacturing Sector Growth Given that large sections of the workforce are moving off the land and that the demand is for less-skilled jobs, it is the industry sector that would have to be promoted to provide such jobs. Employment-intensive mass manufacturing sectors would be central to the endeavor.

8 Challenges of Job Creation are Linked to Multiple Economic Dimensions Investments Rejuvenating investments and making them more efficient is a top priority. New investments and projects including in infrastructure, power and manufacturing can strengthen the environment for job creation Ease of Doing Business A business climate that fosters entrepreneurship and promotes new business ventures and expansion of existing ventures with stability and clarity is the best way to create employment opportunities

9 Challenges of Job Creation are Linked to Multiple Economic Dimensions Export Competitiveness India needs to increase its presence in top globally traded goods and services, which is also a key avenue for job creation domestically. Overseas investors have a significant role to play in plugging India into global supply chains Legal and regulatory architecture India s legal and regulatory framework should be geared towards employment-creation and in line with global best practices

10 Challenges of Job Creation are Linked to Multiple Economic Dimensions Labour Law Reforms Need to work towards more flexible Labour Laws Entrepreneurship Promoting entrepreneurship is vital to expanding opportunities for livelihood and employment. In particular, startups must be encouraged
