Context Works Civil is a section of the Operations division of the City Enterprises Unit which is the service delivery unit of the Palmerston North City Council. It is an in-house contracting service delivery division responsible for maintenance, operation and construction of PNCC s infrastructural networks, sportsfields, public spaces and facilities. Main Purpose To provide leadership and direction for the Works Civil Section which has operating annual revenues in the order of $8M and 38 FTE dependant on Council s annual work programmes and seasonal needs. This encompasses the provision of works co-ordination services, facilitating work teams, practices and development, and ensuring consistent direction and technical standards are achieved. The focus will be on client liaison, monitoring and providing feedback on all civil maintenance and construction works, undertaken by the Operations division. Goods and services are provided to internal (and approved external) customers through service level agreements with budget holding purchasing units. No work is allocated as of right with processes in place to demonstrate market comparable pricing by City Enterprises before any work is awarded and SLA s entering into. Responsibility for Managing Staff This position is responsible for directly managing approximately 45 FTE staff members with the assistance of contract engineers and senior job Co-ordinators. There has been a recent refocusing of all operational activities of City Enterprises, the appointee will assist the Operations Manager in implementing the new structure including reviewing and amending it as appropriate. The direct reports to the role in the new structure are: 5 Contract Engineers 6 Job Co-ordinators

2 Key Areas of Responsibility Lead, develop, and manage the Civil Work Team to deliver services to expectations of client and to meet the needs of individuals within the team. This will be achieved through setting a clear vision for the team; encouraging and developing a positive working environment; measuring and managing the performance of the team against desired outcomes; identifying and addressing skills or knowledge gaps; and proactively addressing any performance issues. Assist with the development and implementation of staff training and development programs. Management and prioritisation of workloads Recruitment and management of staff. Establishing positive and effective client relationships. Providing a cost effective and quality service that ensures the Council gets the most effective service. Job management Liaison with Civil Works staff assisting to organise, prioritise and implement work programmes. Daily liaison, facilitation provision of engineering advice with the Civil Works job co-ordinators. Liaison with service delivery teams in costing or estimating works Provide quality control for all engineering works Interpretation of plans and specifications Preparation of contract documentation, and overview of contract management and supervision services. Liaison with Costing Contract Engineers Ensure all relevant legislation, particularly health and safety legislation, is known and observed by operating staff. Such other tasks as may be required to fulfil the overall purpose of the job. Please note: Key areas of responsibility are likely to develop and change over the course of an employee s tenure at Council as the employee grows in skills and competencies. These key tasks and areas of responsibility are not an exhaustive list, nor will they remain static. The annual Performance, Planning and Evaluation (PPE) will supersede this job description. In addition, employees may be asked to do tasks outside of this description as and when required. Health & Safety: Comply with Health and Safety obligations (e.g. observe and practice safe work methods, ensure your own safety and that of others, report any hazards or potential hazards immediately, use protective equipment and wear protective clothing provided where appropriate, only operate equipment that you have the necessary license and skills to operate, make unsafe situations safe or report unsafe working conditions to your supervisor, report all accidents including near misses promptly) Employment Legislation: Comply in full with employment legislation and adherence to applicable policies in the areas of employment, EEO and recruitment.

Typical knowledge, skills, and attributes: Knowledge (qualifications and experience) Demonstrated operational and supervisory experience in civil contracting business or similar operation. Demonstrated experience in pricing and delivery of successful projects and services on time, to budget and of high quality. Demonstrated experience in planning, resourcing and delivering multiple jobs to maximise productivity and results across the workforce. Demonstrated experience in building a team focused around successful delivery. Demonstrated strong interpersonal skills including experience in building relationships with key partners, clients, staff and suppliers. Demonstrated understanding of business, financial and marketing principles and practices. Demonstrated experience of successfully using negotiation and collaboration skills to win work and maximise outcomes. Skills and Attributes Proven ability to analyse complex issues resulting in the development of solutions that promote the efficient and effective use of resources in a timely manner Ability to motivate and lead staff towards a common purpose ensuring that excellence is recognised effectively, and poor performance handled in a sensitive, timely, and effective manner High degree of integrity with the ability to maintain strict confidence especially when dealing with sensitive and confidential information Acts as a role model of the desired behaviours expected in the organisation and as a Senior Supervisor of a major operational area of Council. Able to build and maintain strong networks internally and externally.

4 A driver s licence is essential. Remuneration - This role is graded at M3 on the Council s remuneration system, i.e. between $80,133(85%) and $94,274(100%) depending on the Manager s assessment of the skills/experience of the jobholder and any other relevant factors. - In addition, a benefit entitlement of 7.5% of base salary.
