3 About the Australian Charities and Not-for-profits Commission (ACNC) Charities and not-for-profit (NFP) bodies play a central role in our society and improve the lives of all our citizens. The ACNC is the newly established registrar and regulator of charities and NFPs and it starts its work as a new agency on 1 July It has been established to ensure that we have a strong and vibrant NFP sector in which the public can have trust and confidence. ACNC staff will operate within ACNC values such as Independence, Integrity, Respect, Fairness and Accountability. The ACNC s functions will include: Receiving, considering and determining applications for registration of entities seeking charitable, public benevolent institution, and other not-for-profit (NFP) benefits on behalf of all Commonwealth agencies. Compiling and maintaining a public register of such NFP bodies. Implementing a 'report-once use-often' reporting framework for charities and establishing a public information portal by 1 July Providing education and support to the sector on how to comply with their legal and reporting obligations. Monitoring and investigating the activities of NFP bodies where there are legitimate concerns. Stimulating and promoting research into matters related to the NFP sector. Providing information to government and the public on the sector as a whole. Promoting public trust and confidence in the NFP sector. The ACNC will be led by an independent Commissioner who will be appointed to drive all the changes, and report directly to Parliament via the Assistant Treasurer. The ACNC will have access to an Advisory Board comprising legal, accounting and NFP sector experts that will be set up to provide advice to the ACNC. The ACNC has been established as an independent statutory body with the provision of back office services by the Australian Taxation Office (ATO). The ACNC will operate within service level agreements negotiated with the Commissioner of Taxation. The ACNC Commissioner will employ and direct ACNC staff, within this agreement, but the Commissioner of Taxation is legally the employer and the terms and conditions of ACNC roles reflect this. The establishment of the ACNC is a key component of a broad range of reforms of the NFP sector by the Commonwealth Government. The Government has also announced its intention to introduce a statutory definition of charity applicable across all Commonwealth agencies from 1 July It will be the responsibility of the ACNC to assess all new and existing charities against this test.
4 Where the job fits About the position This is an exciting opportunity to join ACNC at its formation and help shape the new regulatory approach and services of the agency. This particular role as Head of Accountancy is an important senior management position. This position reports to the Director of Legal, and will be a member of the Senior Management team and will contribute to the corporate leadership of the ACNC. They will lead the development of the people, systems, strategies and initiatives to achieve a high performing Accountancy advisory function for the ACNC. This role s responsibilities will include: To lead, manage and deliver the provision of accountancy services to the Registration, Advice Services, Compliance, Monitoring and Assurance and Policy and Education Divisions. These services will be technically accurate, risk based and proportionate in approach and content. To provide technical forensic accountancy expertise to assist the monitoring of accounts and inquiries into misconduct and mismanagement in the administration of entities. To provide training, coaching and mentoring to operational and policy staff, including playing an active role in the development of the induction and training of new staff. To act as the Head of Accountancy profession for the ACNC leading on the development of the taxonomy for the financial reporting of charities and NFPs, and the development and review of the financial reporting framework. To advise on future and existing accountancy practice and regulation, working in a seamless way with colleagues in Policy and Education and operational decisions to inform this process. To manage the Accountant post maintaining the personal and professional development of this member of staff. To develop and maintain a strategy of professional engagement with the wider accountancy profession and professional bodies. To ensure that the quality review and internal review processes of the ACNC are robust and deliver sound and proportionate decision making. To work in an open and multi-disciplinary way with colleagues across the ACNC that demystifies the accountancy framework and up-skills the wider ACNC employee team. This position will not have responsibility for the financial management of the ACNC, that function will be dealt with by the Business Services, division. 5 We are looking for candidates with drive, ambition and integrity who have a passion for this important sector. They will have the intellectual rigour to take legally complex evidence based decisions on matters of financial reporting and charity/nfp financial management, excellent interpersonal skills and the credibility to represent the ACNC with stakeholders across the sector, State and Commonwealth Government and in the community. Candidates will require strategic leadership skills and the ability to show considerable initiative and exercise a significant degree of independence, whilst also working as an effective team player to plan and achieve the ACNC s corporate objectives. 6 The job Job description The EL2.1 Chief Accountant is accountable to perform an important leadership role in the Australian Charities and Not-for-profit Commission (ACNC) and is expected to lead and manage change and take an active role in the implementation of the ACNCs strategic direction. They will exercise a significant degree of independence, have accountability for leading one or more work teams responsible for delivering elements of the ACNCs operations, and will contribute to the achievement and planning of ACNC objectives. The EL2.1 Chief Accountant will demonstrate an extensive understanding of the requirements of the position and the legislative, regulatory and compliance frameworks that underpin its activities. They will lead, co-ordinate and deliver complex, technical or sensitive projects or work programs that have strategic, political and/or operational significance to the ACNC. The EL2.1 Chief Accountant will be accountable to research and analyse complex internal and external environments to determine how issues may impact on the organisation and provide a high level of advice to ACNC executives and a range of external stakeholders. This position will be an active member of the senior management team and will contribute to the corporate leadership of the ACNC. They will lead the development of people, systems, strategies and initiatives to achieve a high performing Accountancy advisory function for the ACNC. They will lead, co-ordinate and oversee the provision of accountancy services to internal stakeholders. These services will be technically accurate, risk based and proportionate in approach and content. They will also provide technical forensic accountancy expertise to assist the monitoring of accounts and inquiries into misconduct and mismanagement in the administration of entities.

Ensure the implementation of a collaborative work environment with internal and external stakeholders; share expertise and adopt a culture of openness with knowledge and information, that prioritises organisational priorities over team ones. Lead, motivate and manage a large team ensuring that good performance, initiative and flexibility is fostered and recognised; ensure others take steps to meet own development and learning needs. Represent the ACNC on significant, complex, or technical issues with internal and external stakeholders, industry representatives and government agencies; ensure you present at all times a professional and approachable image that reflects ACNC values Use appropriate strategies to resolve complaints and conflicts professionally and cooperatively and ensure continuous improvement processes are embedded in a systematic manner. Set the overall direction, establish priorities, task methodologies and efficient work practices to achieve business outcomes; develop proportional and efficient ways of working whilst maintaining a customer and stakeholder focus. Solve complex issues, which may not have established precedents or guidelines; select the best option from a range of solutions to address complex policy or operational problems that ensure achievement of ACNC outcomes and objectives. Analyse and assess complex internal and external environments to determine how issues may impact on the ACNC and the delivery of business outcomes. Manage the provision of accountancy services to internal stakeholders and business areas; ensure these services are technically accurate, risk based and proportionate in approach and content. Provide expert accounting advice; be the principal accountancy adviser to the Commission providing advice to the Commissioner and the ACNC advisory board. Provide expert advice and guidance on future and existing legislation, working in a seamless way with internal stakeholders and operational decisions to inform this process; make appropriate, timely, effective, proper and proportionate senior management decisions. Build and sustain strong and constructive relationships and professional engagement with the wider accountancy community. Provide technical and forensic accountancy expertise to assist in the monitoring of accounts and inquiries into misconduct and mismanagement in the administration of entities.

Demonstrable experience of working with the charity/nfp sector either as an auditor or adviser and an understanding of the current issues regarding regulatory reform of the sector, is highly desirable. Ability to act as a credible representative and advocate for the ACNC in its dealings with government agencies and with professional accountancy bodies. An understanding of the issues facing the charity/nfp sector and empathy for the sector.
9 The selection process All our jobs are filled on merit. This means we assess the suitability of applicants to undertake the duties of the job using a competitive selection process. We use streamlined selection processes and a mix of assessment methods to assess applicants claims against the selection criteria. The assessment methods we may use include: written applications referee reports relevant or specific skill tests structured interviews other methods (such as work simulations, assessment centres, technical tests and online assessments) any combination of the above. An order of merit may be formed from this recruitment and selection exercise, and may be used to fill similar vacancies, should they arise. 11 How to apply All ACNC job applications are to be submitted through the online application system, prior to the closing date. You will not be able to edit or submit your application once the closing time has passed. Your salary on engagement will be the minimum pay level for the applicable job, unless you negotiate a higher salary point (within the prescribed range) based on your experience, qualifications, skills and immediate effectiveness. 13 Conditions of employment All employment in the Australian Public Service (APS), including the ACNC, is governed by the Public Service Act Apart from the Public Service Act, specific employment conditions are set at the agency level. The majority of our employees are covered by our agency agreements. Eligibility To be eligible for employment in the ACNC, you must be: an Australian citizen (at the time you commence with the ACNC) or a current ongoing APS employee however, non-citizens may be engaged in certain circumstances of good character as evidenced by a satisfactory police clearance and a preemployment integrity check (required for new employees coming into the ACNC) medically fit to undertake the duties of the job. If you have received a redundancy benefit from an APS agency or the Australian Parliamentary Service you may apply for positions, but engagement restrictions will apply for the redundancy benefit period. More information is available at ACNC staff have obligations under tax and other laws we administer. Our staff must comply with their tax obligations to a high standard. If you are offered employment in the ACNC, we will require you to certify that your own tax affairs are up to date or that you have entered into a formal arrangement to bring them up to date. The ACNC may conduct a number of pre-employment checks and enquiries and any offer of employment will be subject to the results of the checks/enquiries being satisfactory. Probation Engagement of new employees to the ACNC is generally subject to a probation period.
