1 IDENTIFICATION Position Title: Vice President (Regional Campuses, Properties and Facilities) Position Number: FVC156 Location: Laucala Campus Category: Council Appointed- Senior Management Current Incumbent: VACANT Date of substantive appointment: Reports To: Vice Chancellor and President Supervised by: Vice Chancellor and President The USP is one of two regional universities in the world and is the leading tertiary education provider and research facility in the South Pacific. With over 23,000 students in 14 campuses around the Pacific region, USP is an international university funded by the governments of 12 Pacific Island Countries, a number of donor governments and international aid agencies. PURPOSE The Vice President (Regional Campuses, Properties and Facilities) [VP(RC,P&F)] oversees The USP s regional campuses (with the exception of the Laucala Campus) and The USP s Properties and Facilities to ensure comprehensive and coordinated services to students and related institutions in the Pacific Region. The role provides progressive leadership in strategic planning and objectives implementation for its regional campuses and executive oversight of the Properties and Facilities plans and service quality. The role equally supports and serves the educational, developmental and cultural interests of the people in the eleven Regional countries. This is a pivotal role that will shape the future of the Regional Campuses and the expansion improvements of all campuses Properties and Facilities. Reporting directly to the Vice-Chancellor and President (VC&P), the Vice President (Regional Campuses, Properties and Facilities) is a key member of the Senior Management Team (SMT) that engages with USP stakeholders and the various community, regional, government and external groups in the Pacific Region. The role articulates, supports and implements the University s Vision, Mission, Values and objectives of the University s Strategic Plan.

2 NATURE AND SCOPE PORTFOLIO ROLES AND RESPONSIBILITIES Key Role Outcomes: As a key member of the SMT, the Vice President (Regional Campuses, Properties and Facilities) will provide strategic leadership and executive oversight in two areas: 1) regional campuses operational services, and 2) Properties and Facilities (P&F) services to achieve: Regional Campus and Properties and Facilities services and functions that optimally support the University's learning-centered mission and enable the University s Strategic Plan and university wide frameworks to succeed. The successful delivery of service excellence on a daily basis. Regional leadership outcomes that advances the University's standing as a national leader in each Pacific Region country and internationally. Collaborative, results-oriented regional partnerships with sustained excellent outcomes. Effective use of robust staff competencies and skills with change management capacity. Model leadership of USP values and staff attributes to ensure cohesive, respectful relationships with SMT members, the USP community and all stakeholders. Sustained leadership excellence of the role and trust with effective, professional advice to the VC&P. Scope of Duties: LEADERSHIP In collaboration with university management, ensures prioritized services and facilities enable the access and resources that enhance and transform the learning environment. Establishes the objectives, scope of service standards, plans and priorities, staffing and performance standards. Ensures Regional Campuses and Properties & Facilities functions optimally support the University's learning-centered mission and strategic plan. Develops and supervises the portfolio s Directors Team through coaching, mentoring, facilitating setting and supporting performance achievements and professional development standards.

3 Collaborates on leadership matters and initiatives by working closely with the Senior Management Team, USP executive committees (Council Members, Senate) and academic and administrative services directors. Provides sound advice and prudent strategic leadership including effective crisis intervention and risk management practices that protect USP. Leads and advocates operational services excellence in Developing a consolidated regional campus development and master plan in consultation with the needs of member countries and the University. STRATEGIC PLANNING Provides progressive leadership in strategic planning; establishes and assesses planning processes, including budget planning, project management and outcomes monitoring. Develops, implements and oversees regional campus strategic objectives and USP wide capital development expansions including consolidated regional campus development and master plan in consultation with the needs of member countries. Guides and advocates for the regional campuses and capital development plans. Provides on-going guidance and direction in planning quality and change improvement. Monitors initiatives progress, cost management and market trends integration. Utilizes data in decision making to ensure effective, timely, accurate, efficient and sustainable use of resources and proper implementation of strategies and practices relating to project management and fiscal sustainability. Provides executive level reports to a variety of stakeholders. Ensures project plans and service implementation targets are met. OPERATIONS MANAGEMENT Provides and is responsible for operational services excellence to meet the University s and students needs. Facilitates a sustained positive climate of continuous improvement for enhanced improvements and quality services of all the campuses properties & facilities. Provides executive oversight on operational, fiscal and management matters of the assigned portfolio. Fosters innovative strategies, promotes and supports entrepreneurial practices, community engagement, and robust cooperation in order to meet students needs. Actively promotes plans, including enrolment management initiatives in cooperation with the faculties by staff and students. Provides oversight in facilities planning, management, and capital projects. Ensures and advocates technology resources and innovation is effectively supported in the regional campuses.

4 Advocates as needed for urgent support and for approved plans so implementation ensures that the campuses have the identified resources. Oversees the effective coordination of administrative and entrepreneurial activities of the regional campuses. Interacts regularly with senior executives, academic administrators, faculty and staff regarding the development, application, and interpretation of university policies and procedure and keeps the University community well informed in a timely and accurate manner of operations and projects. DIVERSITY CHAMPION Dedicates resources and sets standards that enhance diversity and the role-modelling of cultural competency. Facilitates assigned staff's participation in University-wide diversity initiatives. Promotes and fosters collegiality between areas of the University. Develops an organizational climate that supports staff in accomplishing the goals and objectives of University Services. Demonstrates USP's core value of Diversity by modelling and ensuring diversity and cultural competency (respect, inclusiveness, reflecting, valuing and welcoming of cultural differences) Supports and promotes practices that result in development and implementation of diversity initiatives REGIONAL ENGAGEMENT Build communications plans, with range of processes and systems that promote communication and transparency. Supports and promotes practices that result in regional development and implementation of initiatives. Represents the University to various University and external groups to build partnerships, shared initiatives and articulates University vision, mission, values and areas of focus. Develops programs designed to aid in the recruitment and retention of a culturally diverse student population. Continually seeks dialogue with government and Aid agencies to improve student enrollment and retention and enhancing the outputs and image of the regional campuses Ensures the development of effective and timely financial and operating reports to the University constituencies, and federal, regional, and granting authorities. Any other duties as assigned by the VC&P. Various travel obligations occur on a regular basis, regionally and internationally.
