This position is responsible for specifically assigned projects that require experience in administration as well as the ability to interact with a variety of staff and the public. It includes policy analysis and recommendations, report preparation, project coordination and other related duties as required to improve neighborhood engagement and resilience. DUTIES & RESPONSIBILITIES: 1. Develops and coordinates a neighborhood program in collaboration with a city-wide team to improve communication, outreach, and support to neighborhoods. Develops systems and methods to enhance the information flow between neighborhoods and city departments. Assists neighborhood groups in forming or maintaining neighborhood associations. Meets with neighborhood residents, leaders, and community groups to identify needs and available resources, which may include developing and administering a neighborhood grants program. Assists with training in neighborhood support activities, including grant writing and leadership development. Schedules and implements an annual neighborhood workshop and other engagement activities. 2. Works collaboratively with a city-wide team to develop a systems approach for neighborhood outreach of key city priorities and other initiatives, utilizing existing outreach channels and developing and implementing innovative engagement strategies to increase awareness of current city services and operations.
2 Synthesizes communications from multiple departments into a single cohesive neighborhood engagement platform. Distributes information through multiple channels, including a neighborhood-focused website. Develops innovative new models of engagement and outreach in order to further strengthen the connection between neighborhoods and the City of Boulder. Manages data tracking systems for neighborhood engagement and makes recommendations on how to analyze the impact and effectiveness of neighborhood engagement across the city. Creates mechanisms for internal and external evaluation of the City of Boulder and its engagement initiatives. 3. Develops successful and positive relationships with neighborhoods and a city-wide team to provide effective communication and coordinate service delivery. Develops collaborative relationships with neighborhoods and a city-wide team. Coordinates with a city-wide team to plan and develop programs and activities to address neighborhood economic, social, resilience and improvement needs; and/or improve coordination of existing services. Remains involved and informed of key city priorities and other initiatives and works to keep neighborhoods informed and involved. Coordinates the activities of a city-wide team in an effort to help integrate communication and the delivery of city services to neighborhoods. Provides leadership within the city while working with neighborhoods or other interest groups in a responsive, flexible manner. 4. Works collaboratively with a city-wide team on being proactive and responsive to neighborhood issues. Acts as a liaison to and point of contact for neighborhoods and the City Manager s office on neighborhood issues and concerns. Researches and follows up on complaints and concerns, and collaboratively facilitates and liaises between city staff and individuals and/or neighborhoods to resolve conflicts and issues. 5. Attends and participates in professional group meetings as a representative of the City Manager s Office. Remains abreast of changes and updates to relevant regulations and laws as well as new trends and innovations. Serves as an advisor to the City Manager and Assistant City Manager to help develop successful and positive relationships with the community, including providing advice and developing strategies for handling specific situations and coordinating effective communication, customer service, and engagement activities. Represents the City Manager s Office at meetings, various State and National level neighborhood organizations; provides information regarding the City s neighborhood program to local and state entities upon request. Prepares and delivers clear, concise, and informative public presentations to the City Council, various commissions, outside agencies, neighborhood groups, and state and national boards and committees as necessary.
3 6. Performs related duties as required to meet the needs of the City. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment. Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. Excellent written and verbal communication skills with the ability to effectively communicate and interact in a positive and cooperative manner with all levels of staff within the city and the community. Proven ability to maintain positive community contacts and relationships, exercise discretion and sound judgment, and to interact knowledgeably, professionally, and diplomatically with a diverse staff and public. Demonstrated ability to negotiate and facilitate stressful situations in a positive manner, along with excellent leadership and planning skills and the ability to multi-task and prioritize. DESIRED QUALIFICATIONS In addition to the required minimum qualifications: Masters Degree from an accredited college or university with major coursework in Public Administration, Public Policy, Communications or related field. Extensive community outreach/liaison experience working for municipal government. Experience developing innovative solutions to help deliver best in class services to an engaged population. Experience coordinating cross functional teams in order to coordinate municipal outreach and engagement efforts. Experience as a trainer/mediator or interagency liaison in planning, local government or community work. Experience handling confidential or sensitive information.
