The Child Support Division is transitioning through an exciting time and is recruiting for a self-motivated, team player who is willing to learn and grow into a leadership position. The Child Support Caseworker performs duties involved in assisting clients in the collection of child support and medical insurance payments; initiates appropriate administrative and legal procedures to maintain compliance with court orders as set forth in Nevada Revised Statutes, Federal Regulations, State Child Support Manual, and state and office policies and procedures. Presents case facts with Family Court Master and District Court Judges. Communicates in person, by telephone or in writing; and performs related duties as required. 2 ELKO COUNTY HUMAN SERVICES 571 Idaho Street Elko, NV (fax) Job Code: Date Est.: Last Rev.: 03/2017 FLSA: Non-Exempt Probation: 6 Months CHILD SUPPORT CASE WORKER DEFINITION Under direct supervision of the Child Support Program Manager, performs duties involved in assisting clients in the collection of child support and medical insurance payments; initiates appropriate administrative and legal procedures to maintain compliance with court orders as set forth in Nevada Revised Statutes, Federal Regulations, State Child Support Manual, and state and office policies and procedures. Presents case facts with Family Court Master and District Court Judges. Communicates in person, by telephone or in writing; and performs related duties as required. Normal business hours Monday Friday 8:00 a.m. 5:00 p.m. DISTINGUISHING CHARACTERISTICS This position differs from the Child Support Program Manager in that it is not required to act as liaison between State and Federal Offices and it also does not act in a supervisory capacity for the Child Support Enforcement Division. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the District Attorney, Chief Deputy District Attorney and / or Office Manager and direct supervision from the Child Support Program Manager. EXAMPLES OF DUTIES The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Keep Child Support Coordinator / Supervisor informed of work status and critical issues. Set up and keep accurate case files and computer records of all assigned case activities. Research and accurately execute enforcement procedures for child support within time frames as provided by Nevada Revised Statute, Federal Regulations, State Child Support Manual and state and office policies and procedures. Investigate and interview clients concerning payment or non-payment of child support, spousal support, medical expenses, and / or medical insurance coverage. Review and understand child support applications. Reading, understanding, applying and explaining technical laws and legal procedures. Analyzing information and situations using sound independent judgment to make

3 decisions and determine appropriate courses of action, including legal action. Prepare precise legal pleadings, orders, arrears worksheets, and letters. Negotiate payment amounts on delinquent child support with obligors and the court. Coordinate DNA testing with Lab Corp and all parties. Attend court hearings and present case facts before the Family Court Master and District Court Judges. Attend various meetings, conferences, and workshops as requested which may include travel. Backup other child support staff and receptionist. Comply with Elko County Policies, Federal Regulations, Nevada Revised Statute, State Child Support Manual and state and office policies and procedures. Participate in community outreach programs. QUALIFICATIONS KNOWLEDGE OF: Nevada Revised Statutes and Federal Regulations as they apply to child support. Basic principles of mathematics and accounting techniques. Legal documents, legal terminology and court procedures. Techniques for dealing with a variety of individuals from various backgrounds, in person and over the telephone. Computers, word processing programs, internet, , and various office equipment. AS400 to retrieve closed child support legacy case data and to view other county agency information. Related outside agencies and the appropriate persons to contact concerning child support or problems unrelated to child support, i.e., welfare office for state aide, Child & Family Services for abused and neglected children, in state and out of state law enforcement agencies for service of summons. ABILITY TO: Effectively communicates in person or on the telephone with clients and outside agencies concerning all aspects of child support. Understand and follow oral and written instructions. Apply child support guidelines and enforcement procedures as determined by Nevada Revised Statute, Federal Regulations, State Child Support Manual and state and office policies and procedures on all assigned cases. Accurately completes work in a timely manner to meet established time frames.

4 Calculate accurately the amounts owed in accordance with various court orders, including but not limited to interest and penalties owed on past due amounts. Interview clients concerning payment and non-payment of child support. Listen and persuade non-paying parents to reach acceptable payment schedules. Request and review appropriate paperwork that may be needed. Prepare and understand various correspondence and legal documents in a manner that is accurate, acceptable, and understandable to clients, other agencies and the courts. Present child support cases in a court setting and communicate effectively with the court and other parties. Prepare case summaries of cases for use during court hearings. Work under pressure daily with constant interruptions and deal with clients who may be angry, upset, or abusive. Resolve conflict situations, gaining cooperation through discussion and persuasion. Exercise good judgment, flexibility and sensitivity in response to changing situation and needs. Maintain confidentiality of sensitive data and information. Be a self starter; organized; multi-task; work as a team player and independently. Provide backup for other child support staff and receptionist. Type accurately with speed. Minimum of 40 words per minute. Operate a computer for word processing and retrieving case information. Operate calculator to calculate amounts due. Send and receive office s and to retrieve / research information on the internet and various websites. Understand and explain child support programs and policies to various organizations, agencies and to the public. EXPERIENCE AND EDUCATION High school diploma or equivalent. To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. LICENSES OR CERTIFICATES Must have valid Nevada driver s license. MACHINES / TOOLS / EQUIPMENT Personal Computer with word processing and database software. Copy machines Calculator.

5 Typewriter. Network printers. Postage machine. Multi-line telephone system. Fax machine. OTHER REQUIREMENTS Must be bondable. Must be able to obtain a Notary Certificate in the State of Nevada. Must have a valid Nevada driver s license. The employee is occasionally required to stand or walk. The employee must occasionally lift and / or move up to 25 pounds.
