2 The Phoenix Business and Workforce Development Board The Phoenix Business and Workforce Development Board (PBWDB) is a local workforce development board, approved by the State of Arizona and charged with providing strategic guidance and direction for federal, state, and local workforce development funds and programs. The PBWDB oversees a network of public and private partners to coordinate a cohesive strategy for talent development within the city. In 2014, the PBWDB created a three-year strategic plan, outlining strategic pillars, goals, and strategies for the work of the system over the next three years. In alignment with this plan, the Board engaged in a variety of strategic initiatives to better serve business and jobseeker customers, promote collaboration among system partners, and continuously improve organizational operations. The timing of this strategic plan update comes in response both to the ending of the original plan s timeframe as well as the many changes that have occurred within the workforce development environment in the previous three years. In 2014, the Workforce Innovation and Opportunity Act (WIOA) was enacted, replacing the Workforce Investment Act of 1998 and providing a new vision for the workforce development system. WIOA emphasizes a customercentric service design, a demand driven system with business as the primary customer, earn and learn opportunities, and reinforces the role of the local Workforce Development Board as a strategic convener. In response to this change in legislation, the City of Phoenix and State of Arizona have taken a close look at plans, policies, and procedures to align with the new law and carry out its vision. The City of Phoenix was ahead of the curve on much of WIOA s strategic focus, which has allowed the PBWDB to continue its work pushing toward its goals to provide the highest quality services to businesses and jobseekers. 1 Phoenix Business and Workforce Development Board Strategic Plan Executive Summary

3 T he purpose of this plan is to create a cohesive strategy to operationalize the visions set forth by WIOA, the State of Arizona, the Mayor of Phoenix, and the regional and local plans. As the framework is set forth at the national level, WIOA s Three Hallmarks of Excellence provide guidance for tying together state, regional and local strategies. In order to ensure alignment with WIOAs three hallmarks of excellence, this strategic plan contains three corresponding pillars. PBWDB Strategic Pillars WIOA Hallmarks of Excellence Pillar 1: Proactive and High Quality Customer-Centric Service Pillar 2: Community Outreach and Engagement Pillar 3: Organizational Excellence Hallmark 1: The needs of businesses and workers drive workforce solutions and local boards are accountable to communities in which they are located. Hallmark 2: One-Stop Centers (or American Job Centers) provide excellent customer service to jobseekers and employers and focus on continuous improvement. 4 The U.S. Department of Labor Employment and Training Administration outlined its vision for a job-driven workforce system in Training and Employment Guidance Letter No. 3-14, identifying seven job-driven training elements. The Board has also aligned this strategic plan with those seven elements, ensuring that its actions and initiatives support the federal vision. Elements of a Job-Driven Workforce System 1. Engaging Employers Work up-front with employers to determine local or regional hiring needs and design training programs that are responsive to those needs. 2. Earn & Learn Offer work-based learning opportunities with employers including one-the-job training, internships, and preapprenticeships and Registered Apprenticeship as training paths to employment. 3. Smart Choices Make better use of data to drive accountability, inform what programs are offered and what is taught, and offer user-friendly information for job seekers to choose what programs and pathways work for them and are likely to result in jobs. 4. Measurement Matters Measure and evaluate employment and earnings outcomes. 5. Stepping Stones Promote a seamless progression from one educational stepping stone to another, and across work-based training and education, so individuals efforts result in progress. 6. Opening Doors Break down barriers to accessing job-driven training and hiring for any American who is willing to work, including access to supportive services and relevant guidance. 7. 5 Strategic Pillars Vision Mission Board Mission and Vision The Board s Strategic Plan was created to update the plan initiated in The same mission and vision statements and strategic pillars guided the planning process, while board members took a critical eye to the previous plan s goals, strategies, and action plans to identify what work has been completed, which elements are still relevant, and where changes needed to be made to reflect the changing circumstances of the talent development system and its business and jobseeker customers. The Phoenix Business and Workforce Development z Board serves as a catalyst, identifying and addressing the evolving business needs of Greater Phoenix by convening partners to provide customercentric solutions and resources which offer employers access to a skilled workforce. Businesses will have access to world-class talent through a comprehensive, seamless system of partners that positions Phoenix as a global leader for economic growth. 6 Pillar 1: Proactive & High-Quality Customer- Centric Services The first Pillar focuses on providing high quality services that respond to the needs and experience of the customer, emphasizing three important elements: proactive, high-quality, and customer-centric. Goal 1: Increase employer engagement to provide meaningful and beneficial services Utilize sector and public-private partnerships to identify and anticipate collective industry needs and implement customized solutions Establish a system-wide business services design, incorporating a single point of contact who can offer collective solutions Integrate technology to improve and streamline all business services and related procedures among the system Expand OJT, incumbent worker training, and customized Earn and Learn opportunities Goal 2: Develop an inclusive talent pool Capture and provide information and career exploration opportunities for highdemand, high-quality occupations and skills needed for success Identify skills gaps in the talent pool and align recruitment and training efforts Enhance customer experience and provide value at all steps of the career journey Provide services and support necessary to engage targeted populations in the talent pool, e.g. individuals with disabilities, foreign-born talent, disconnected youth Utilize earn and learn opportunities to increase the skills of youth and young adults Pillar 2: Community Outreach and Engagement The talent development system is broad, and community outreach and engagement is essential to building a cohesive, collaborative system. The Board s role as a central hub is critical to ensure that resources are working efficiently to ultimately reach the greatest number of customers. Goal 3: Lead strategic collaboration among partners Sustain our shared vision and priorities among partners Proactively drive continuous collaboration among workforce needs Utilize technology to increase and streamline collaboration Goal 4: Be the authority on talent development in Phoenix. 7 Pillar 3: Organizational Excellence The focus of the third pillar is ensuring the PBWDB is in a position to provide leadership to the workforce system and promote high quality services and community engagement. Each individual must believe in a vision of excellence and understand their role in working toward that vision. Goal 5: Increase board participation strategically across the talent development community Enhance board member awareness and education opportunities Actively engage board members in strategic plan implementation Leverage board member networks to expand reach to partners Goal 6: Coordinate consistent internal and external communication strategies Document the internal feedback loop from business services staff and partners to jobseeker services staff and partners in order to drive demand-driven services Create a mechanism to solicit feedback from staff, partners, and customers for continuous improvement of the system Goal 7: Diversity resources to innovate and sustain effective practices Identify internal and external innovative and successful talent development practices Evaluate current resource allocation and funding streams for system partners to identify and address duplicative services Identify and pursue additional funding opportunities Goal 8: Build capacity to support implementation of the Board s priorities and strategic plan Ensure that the philosophy and mechanisms for collaboration are practiced by all system staff Identify human resource needs to support the Board s goals Identify and provide professional development opportunities for system staff and partners Goal 9: Continually evaluate programs and services for effectiveness Identify meaningful metrics to track and evaluate progress toward a successful system in alignment with Board goals Identify and address organizational disconnects that limit effectiveness 6 Phoenix Business and Workforce Development Board Strategic Plan Executive Summary
