1 Overview This NOS defines the national standard of occupational competence covering overseeing the implementation of security measures. The NOS encourages you take account of working to agreed specifications whilst maintaining compliance with current legal and regulatory requirements during implementation of security measures. This NOS sets the standard for you to: 1 against agreed specifications 2 Research and maintain compliance with current legal and regulatory requirements during implementation of security measures 3 Co-ordinate implementation of security measures against agreed project plans 4 Assess the effectiveness of implementing security measures You must be competent to confirm with appropriate persons clearly the responsibilities which individuals have for meeting design requirements and specifications. You must be able to confirm arrangements for inspecting and controlling the quality of work and recording the outcomes. This means that you must know and understand how and from where to obtain specifications relevant to contract and how and why it is important to confirm the responsibilities for meeting specifications with the appropriate persons. When you complete inspections you must be able to identify work which fails to meet the agreed specifications and agree corrective action. During the implementation of security measures you must obtain, know and understand current relevant legal and regulatory requirements. You must be able to confirm with appropriate persons their legal and statutory responsibilities before work starts. The knowledge that you have to be competent in this area includes understanding how to identify situations, which do not meet legal or regulatory requirements, and what action to take. You must know and understand why it is important to inform clients about significant variations in project implementation, which means that you may need to provide advice to assist decision making. You will be expected to identify potential improvements and highlight benefits of the improvements to your clients. You must be able to identify and determine the implications of any deviations or variations from planned progress, which have occurred. This means that you should know how to agree with the appropriate persons any necessary action to be taken. SFSSCN4-1
2 You must be able to complete any required documentation accurately and within agreed timescale. You should also know and understand how and why you should maintain the security and confidentiality of information relevant to your clients and their security aims and objective. SFSSCN4-2
3 Performance criteria against agreed specifications You must be able to: P1 P2 P3 P4 P5 P6 P7 P8 P9 confirm that people responsible for implementation have and understand the requirements of relevant specifications before work is started confirm with appropriate persons clearly the responsibilities which individuals have for meeting design requirements and specifications agree with appropriate persons arrangements for inspecting and controlling the quality of work and recording the outcomes ensure at agreed intervals that work meets the agreed design requirements and specifications identify work which fails to meet the recommended specifications and agree corrective action inform clients promptly about significant variations from design requirements and specifications, and suggest remedial actions when necessary identify potential improvements and recommend to client, highlighting benefits of the improvements negotiate and agree amendments to contract specifications with clients and accurately record relevant details maintain the security and confidentiality of information relevant to clients and their security aims and objectives You must be able to: Research and maintain compliance with current legal and regulatory requirements during implementation of security measures P10 obtain current legal and regulatory requirements from relevant sources P11 confirm with appropriate persons their legal and statutory responsibilities before implementation work starts P12 agree arrangements with appropriate persons for inspecting and controlling compliance with legal and regulatory requirements P13 identify situations which do not meet legal and regulatory requirements and take appropriate action P14 identify any new legal and regulatory requirements which may impact on the project and provide this information to the appropriate persons P15 complete required documentation accurately and within agreed timescale P16 maintain the security and confidentiality of information relevant to clients and their security aims and objectives Co-ordinate implementation of security measures against agreed project plans You must be able to: P17 agree arrangements with appropriate persons to monitor and record the progress of implementation of measures against agreed project plans P18 identify and determine the implications of any deviations from planned progress which have occurred SFSSCN4-3
4 P19 agree with the appropriate person and implement any action necessary to prevent disruption to progress of implementation of project plans P20 inform clients at agreed intervals about progress, changes to the operational programme or resource needs and suggest any actions that could improve the implementation of security measures P21 complete required documentation accurately and within agreed timescale P22 maintain the security and confidentiality of information relevant to clients and their security aims and objectives Assess the effectiveness of implementing security measures You must be able to: P23 set up and apply processes for monitoring the effectiveness of implementing security measures P24 investigate any variations from expected effectiveness, and agree with appropriate persons and initiate appropriate remedial action P25 identify potential improvements to security measures and recommend them to your clients, emphasising the benefits of the improvements P26 maintain the security of assets whilst implementing new arrangements P27 maintain the security and confidentiality of information relevant to your clients and their security aims and objectives SFSSCN4-4
