1 JOB DESCRIPTION Job Title: Location: Responsible to: Responsible for: Support Services Area Manager (0.6 post) East Devon Head of Support Services Support Services, Clients and Staff Main Purpose of Job To be responsible for performance, delivery, management and development of high quality support services. To ensure services provided meet clients needs and aspirations, and comply with standards and requirements of the organisation and regulators. Structure As an Area Manager you will line manage services and lead on agreed projects within the annual Support Services team plan. You will work as part of a team of Area Managers and other colleagues delivering central services for Westward Support. You will be a member of the Westward Support Management Team (WSMT). Leadership Provide active and effective leadership, guidance and support for service managers, staff and clients ensure that they understand Westward s strategy, aims, objectives and values, and enable them to contribute to their achievement. Promote continual review and improvement of services by creating an environment in which clients and staff are encouraged to share good practice and use their initiative. Foster hope and create the conditions in which people can be enabled to live independently and be empowered. Support people to recover meaning, purpose, choice and control in their lives. Ensure that the performance of staff for whom you are directly responsible is regularly appraised and that objectives are set, monitored and managed. Oversee recruitment in your Area s services Client Involvement and Empowerment Create the conditions in which clients can grow and realise their potential and utilise their strengths, networks and resources to achieve their desired outcomes. Take into account clients views and ensure our services: are accessible to all clients and meet their communication needs value and respect clients as the experts of their experience work in strength-based and solution-focused ways with clients facilitate agreed actions into practice use client feedback and involvement to improve our services

2 Ensure that all complaints are dealt with promptly and effectively in line with policy and procedure. Development Sustain and develop strong and effective partnerships with statutory and voluntary agencies, including commissioners and clients, and take a lead role in supporting community initiatives to maximise positive outcomes in health, emotional and economic wellbeing and achievements Actively seek opportunities for the development of new or re-configured support services. Develop more personalised services to enable clients to choose and shape services to meet their individual needs and aspirations rather than fit into existing services. Ensure services promote independence and inclusion for clients and that everyone has fair and equal opportunities and access to all services. Contribute to the bidding/tendering process for retaining existing support contracts and acquiring new services, including writing tender submissions. Service Delivery Ensure the best practice implementation of policy and procedure in respect of Risk Assessment and Safety Planning, Professional Boundaries and Lone Working, Safeguarding Adults and Safeguarding Children. Ensure the effective use of needs and risk assessment, support and safety planning tools facilitate the full involvement of the client to enable them to identify their individual goals and outcomes. Oversee, sustain and develop the effective mechanisms ensuring the safety of clients, staff and the wider community. Use outcomes data, feedback from clients and other stakeholders, measures of cost, quality and satisfaction to monitor and review our service delivery and to ensure it meets individual client needs responsively and inclusively. Promote equality, diversity, accessibility and inclusion. Challenge discrimination and stigma and work to the social model of disability. Carry out equality impact assessments to ensure our services are inclusive. Ensure information is in Plain English and available in a range of alternative formats or translations. Manage, monitor and control service delivery in relation to support services and ensure that all aspects comply with the Quality Assessment Framework (QAF), Tenant Services Authority (TSA), Care Quality Commission (CQC), Supporting People and legislative requirements. Negotiate and monitor contracts and service level agreements for all support services in the Area. Contribute to establishing good practice, quality standards and targets in key areas of service delivery for services as required by clients, the Board, commissioners and regulators. Housing management Oversee the allocation of supported housing properties and ensure that this is in line with policy, procedures and the law. 2

3 To ensure stock remains modern and fit for purpose, oversee modernizing and remodeling of supported housing projects in collaboration with Westcountry Asset Management, submitting and controlling associated capital costs. Be responsible for overseeing cases involving legal action by or against the organisation including evictions. Ensure that proper procedures are followed and thorough investigations carried out. Liaise with solicitors and attend court as necessary. Monitor, report exceptions and manage performance in relation to occupancy, voids, re-lets, arrears, utilization, throughput Key Performance Indicators (KPIs) and targets Ensure that Anti Social Behaviour is managed, reported and monitored in accordance with policy and procedure. Finance Oversee annual budget setting and subsequent management account financial control for all services in the Area and in relation to the overall budget. Assist in setting the revenue budgets for all new support services in conjunction with finance colleagues, and be responsible for presenting these to the Supported Housing Policy Group. Authorise invoices in line with Standing Orders and Financial Regulations. Additional Tasks and Duties Carry out such other duties consistent with this job description as may reasonably be required from time to time by the Head of Support Services, Executive Director or Chief Executive. Participate in project and working groups as appropriate and as requested from time to time. Confidentiality The post holder must maintain confidentiality of information about staff and residents and the Group s business and be aware of the Data Protection Act Standards of Business Conduct The Group expects all employees to maintain the highest standards of personal and business conduct at all times. Health & Safety All employees should be aware of the responsibility placed on them under the Health & Safety legislation, to ensure that the agreed safety procedures are carried out to maintain a safe environment. 4. 5 Purpose of a Job Description This is a description of the job as it is presently constituted. Job descriptions are reviewed and updated when considered necessary to reflect any changes to the job being done and to incorporate changes. Employees will be consulted on any changes in their job description in a meeting with their line manager. 8 GENERAL INFORMATION POST OF AREA MANAGER (SUPPORT SERVICES) EXETER Westward Housing Group was formed in 2007 as the parent to the subsidiaries Westcountry Housing, which has been in existence since 1965, and Tarka Housing, Bideford, which was formed in December 2007 as a result of the transfer of properties and Housing Services employees from Torridge District Council. We also have responsibility for the delivery of the Help to Buy agency services via Help to Buy South West for the south west region. Westward is a not for profit registered social landlord, with charitable status. We are one of the largest developing housing groups in the south west with a wide range of services for families, couples, single people, the elderly and those with additional support needs. 1. Closing Date for Receipt of Completed Application Forms Midday 8 th April Interview Date Week commencing 18 th April Salary 34,569 per annum (pro rata). For working hours per week the salary will be 20,741 per annum. 4. Hours of Work hours per week A flexi time system is currently in operation 5. Annual Leave 26 days (pro rata) plus statutory Bank Holidays and Public Holidays (pro rata) 6. Pension Scheme A contributory staff pension scheme is available 7. Probationary Period Minimum six months 8. Location This post will be based in Exeter 9. Car Mileage The Group sets its own car mileage rates. Currently the amount payable is aligned with the Inland Revenue rate of 45p per business mile for the first 10,000 miles and 25p per mile thereafter 10.
