2 THE POSITION The City of Irvine (City) seeks a highly qualified Manager of Technology and Innovation. Operating within the City s Administrative Services Department (Department), this individual will direct, plan and organize the City s technology activities, functions, infrastructure, operations and resources to ensure that municipal services are supported by technology solutions that are reliable, modern, and affordable. The Manager of Technology and Innovation will lead efforts to identify, explore and implement innovative solutions to City challenges, and will be responsible for the development of business cases for high-potential innovation, with particular emphasis on cross-department collaboration that moves the City away from standalone initiatives and toward strategic, multi-function solutions. The Manager of Technology and Innovation is also responsible and accountable for the management of the Information Technology Division (Division) and for planning and directing technology resources and services provided through contract agreement with outside provider(s) in order to meet the present and future technology needs of the City. Responsibilities include the deployment of innovative, robust and secure citywide technology solutions, effective integrated systems, software and hardware, efficient problem resolution systems, and reliable communications networks. The work is performed under the general direction of the Director, Administrative Services. 3 THE CITY OF IRVINE ABOUT THE CITY The City of Irvine is located 40 miles southeast of Los Angeles and six miles from the Pacific Ocean in Orange County, California. Irvine encompasses more than 66 square miles and has a current residential population of more than 250,000. Incorporated in 1971, Irvine is recognized as one of America s safest and most successful master-planned urban communities. Top-rated educational institutions, an enterprising business atmosphere, state-of-the- art transportation programs and systems, sound environmental stewardship, and respect for diversity all contribute to Irvine s enviable quality of life. The City employs almost 800 full-time and more than 500 parttime personnel and has an operating budget of $172.8 million. 4 THE CITY OF IRVINE CITY ORGANIZATION The City of Irvine is a charter city, operating under the Council- Manager form of government. The City Manager serves as the Chief Executive Officer and oversees City services through the Assistant City Manager and department directors. The City contracts for fire and medical services with the Orange County Fire Authority and has three independent districts: library, educational and utility services. The City Council and City Manager are supported by several appointed commissions, which include Finance, Planning and Community Services, as well as the Investment Advisory Committe. Ad-hoc committees are created in addition to the standing advisory commissions and committees. The City determines its financial priorities through its Strategic Business Plan. The Plan is updated annually and adopted by the City Council as a component of its budget document. 5 ESSENTIAL DUTIES & RESPONSIBILITIES Consult with elected officials, departmental management and designated City staff to identify and understand technology challenges confronting the City; confer with public sector peers and other regional technology leaders to identify technology trends that offer innovative, scalable and sustainable solutions to the City; drive the identification and evaluation of innovation initiatives, pilots and programs; assess solution feasibility and identify the implications and potential opportunities that might arise from these innovations; lead cross-organizational teams to scope, design and pilot or implement solutions, practices and processes to extend innovation across the enterprise. Provide IT vision, leadership and management for the City; develop and implement clear and effective goals and objectives consistent with the Division s mission in support of Department and City priorities; continuously and objectively review and evaluate the Division s achievements in support of Department and City priorities. Prepare specifications and requests for proposals, coordinate review of responses, and award, manage and enforce contracts with vendors, including but not limited to those for technology equipment, telecommunications, enterprise operations and business software applications (network, , ERP, etc.), upgrades, support services and duplicating services; build and maintain strong vendor relationships; manage, monitor and assess outsourced services, vendor service delivery and performance against contracts and service level agreements, and ensure efficiency and effectiveness of service delivery. Ensure development and implementation of comprehensive, secure network, adequate database and system backup and recovery practices, and robust disaster recovery strategies and plans; establish and enforce security and compliance requirements; review, test and update strategies and plans as appropriate based on best practices; participate in the execution of the City s disaster response plan, including coordinating support of technology used in the emergency operations center, as necessary. Serve as a liaison to, and prepare and present reports and recommendations concerning technology issues and innovation opportunities, for the City Manager, Assistant City Manager, elected officials, department managers and City staff as appropriate.
6 ESSENTIAL DUTIES & RESPONSIBILITIES Direct and participate in the development and administration of the Division s annual budget and five-year Strategic Technology Plan; ensure transparency in the setting of information technology priorities; make fiscally-responsible recommendations and forecasts of funding needs for technology-related staffing, equipment, material and supplies; seek operational efficiencies that reduce costs; identify, request, advocate for and implement budget adjustments as necessary. Lead the annual maintenance activity associated with the City s five-year Strategic Technology Plan; confer with department representatives and key stakeholders to identify, evaluate and prioritize future technology needs; identify and advocate for innovative solutions to meet business needs and challenges; lead the identification, implementation and administration of information technology innovation, solutions and policies; and present the revised Plan to the City Finance Committee. Select, manage and motivate IT Division personnel; review and evaluate work products, methods, procedures and performance; identify and enforce requirements for staff certification and/or completion of required training to ensure continued competence in support of evolving technology; identify and ensure resolution of deficiencies. Ensure City awareness of relevant technology advancements and innovations; identify and assess opportunities to improve network infrastructure, security, telecommunications, business applications and information technology-related services for the benefit of City s employees, customers and citizens. Develop and promote a responsive, customer-oriented approach to the identification, fulfillment and support of departmental information technology requests based on best practices; establish performance metrics and coordinate the routine assessment of service delivery via regular and direct communication with department representatives, surveys and other appropriate methods. Represent the City in technology related meetings with contracted service providers, citizen groups, outside agencies and with the general public; attend and participate in City Council, Finance Commission, committee, staff and public/private agency meetings as required and in accordance with area of responsibility; make oral and written presentations at the same as required.
7 QUALIFICATIONS MINIMUM QUALIFICATIONS, TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS A Bachelor s degree from an accredited college or university with major course work in computer science, business administration, public information or a closely related field, and a minimum of six (6) years of management or supervisory experience in information technology, preferably in a municipal environment, is required; a combination of education and experience that provides equivalent knowledge, skills and abilities may be substituted for up to three (3) years of IT management or supervisory experience. Experience with distributed network design, telecommunications (telephone, radios, VOIP, microwave), computer hardware, government business application software (Finance, HR/Payroll, Planning/Permits/Inspection, Maintenance Management/Work Orders, Document Management, Public Safety CAD/RMS, Fleet/Fuel Management, GIS, Asset Management) is strongly desired.
8 QUALIFICATIONS Knowledge Of: Management principles and practices, including budgeting and supervision, personnel administration, performance management, training, development, and motivation. Administrative principles and methods including: goal setting; program and budget development, implementation, control, and continuous improvement; and project management. Principles and practices of delivery of information technology services, including network management, administration, desktop support, application support, server maintenance and operation, website development and support, and vendor management. Principles and practices of technology security. Principles and practices of public administration, management, and organizational theories. Principles and processes for providing customer services, including customer needs assessment, meeting quality standards, and the evaluation of customer satisfaction. Applicable federal, state and local laws codes and regulations, including public sector information accessibility laws, regulations, and concepts. Plan, organize, manage, direct and evaluate the work of assigned staff.
9 QUALIFICATIONS Skills and Abilities: Supervise and participate in the establishment of department and citywide goals, objectives and methods for evaluating achievement and performance levels. Identify, research and compile appropriate data and information. Understand the unique operations of the City s departments. Communicate clearly and concisely, both orally and in writing; prepare clear and concise written reports and correspondence; make oral presentations to clearly convey information and concepts. Accurately analyze, interpret and evaluate complex administrative and technical issues and data and make appropriate recommendations for action. Work independently and as a part of a team. Manage complex technology projects, monitor progress, and objectively assess results.
10 MORE DETAILS THE DEPARTMENT The Administrative Services Department is comprised of Human Resources, Fiscal Services, Procurement and Information Services, which account for an annual budget of more than $7.1 million and a total staff of more than 50 full-time employees. Under the direction and guidance of the Director of Administrative Services, Department staff support and maximize the operating department s ability to deliver high quality services to the community by providing human resources, risk management, accounting, investment, treasury, payroll, information technology, budget and strategic planning, contract management, and purchasing services to the enterprise. 11 COMPENSATION The City of Irvine offers a highly competitive compensation package. The Manager of Technology and Innovation position has an established annual starting salary range of $99, to $154,856.00, dependent upon qualifications. In addition to salary, the City offers a generous benefit package, which currently includes: RETIREMENT The City offers the CalPERS 2% at 62 formula for new CalPERS members; OR 2% at 55 formula for existing CalPERS members with less than a six-month break in service from another CalPERS or a CalPERS reciprocal agency. MANAGEMENT INCENTIVE COMPENSATION The City offers additional compensation in the amount of 3% above base salary. CAR ALLOWANCE The City provides a monthly car allowance of $300. CELLULAR PHONE ALLOWANCE The City provides a monthly cellular phone allowance of $100. HEALTH PLAN The City currently offers medical, dental and vision insurance coverage for employees and their dependents. In addition, the City provides life insurance, a fully paid vision plan, and a disability plan for employees. LEAVE TIME 120 to 200 hours of annual vacation accrual, depending on years of service; 11 paid holidays per year; 96 hours of sick leave per year; 40 hours of administrative leave per year; and 71 hours of annual personal leave. The City currently operates on a 36/44 hour work week schedule. BENEFITS Professional Development/Education Reimbursement up to $1,300 per year; Flexible Spending Account that allows pretax dollars to pay for eligible medical and dependent care expenses; and a City Wellness program that includes an on-site fitness center.
