Senior Accountant, Finance Grade TVETA 4 Vacancy No. TVETA/01/2018: Number of Posts: One (1) Reporting to the Manager, Finance, the Senior Accountant will be responsible for the following: The key duties and responsibilities are: Developing and implementing finance strategies, policies and procedures in line with the Strategic Plan and International Financial Standards Preparing monthly, quarterly and annual financial reports reconciled to the trial balance, and all ledgers. Performing month end of closing of accounts within the scheduled time and ensuring management accounts are issued per schedule. Checking the accuracy of the general ledger including checking of the invoices posted, journals passed and receipts to facilitate accurate preparation of financial statements. Supervising preparation of statutory obligations remittances in time Dealing with all the internal and external audit issues (vii) Coordinating the budget planning, reporting and review process. (viii) Reviewing on a regular basis, the financial performance of the business against budgets and related targets. (ix) Identifying remedial actions to solve shortfalls in financial performance in liaison with departmental heads. (x) Ensuring preparation of quarterly financial statements and annual accounts in line with International Financial Reporting Standards (IFRS). (xi) Preparing papers to the Board s finance and planning committee for policy direction. (xii) Controlling expenditure by ensuring only items supported by budget are approved. (xiii) Ensuring early collections of receivables and direct prompt cash-flow management. (xiv) Ensuring full compliance to financial statutory obligations namely; tax, payroll deductions, and government reporting requirements. (b) Requirements for Appointment For appointment to this grade, an officer must have: - A bachelor s degree in Commerce, Business Administration, Finance, Business A Master s degree in Commerce, Business Administration, Finance, Business CPA(K) or its equivalent Proficiency in computer applications Served for a minimum period of six (6) years in finance and senior management. Valid ICPAK membership and be in good professional standing 1

Senior Supply Chain Management Officer Grade TVETA 4 Vacancy No. TVETA/02/2018: Number of Posts: One (1) Reporting to the Manager, Supply Chain Management Services, the Senior Supply Chain Management Officer will be responsible for the following: Ensuring governance and compliance with the public procurement regulations, policies, and laws; Developing, facilitating, implementing, monitoring and reviewing of procurement plans; Performing secretarial role to the Authority s Tender Committee and Disposal Committee; Coordinating the preparation of tenders for advertisement, opening and evaluation; Monitoring contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of the contracts; Preparing and submitting to the PPOA quarterly procurement reports as required; (vii) Providing information, as required for any petition or investigation to debar a Tenderer or any investigation under review procedures; (viii) Liaising with PPOA and other bodies on matters related to procurement; (ix) Advising directorates and staff on all matters to do with procurement of goods and services in line with the provisions of the Procurement Act and the Regulations; (b) Requirements for Appointment For appointment to this grade, an officer must have: - A bachelor s degree in Commerce, Economics, Business Administration, Finance, Supplies Management, Marketing or any other related field from a university recognized in Kenya Post graduate diploma in Supplies Management A Master s degree in Commerce, Economics, Business Administration, Finance, Supplies Management, Procurement & Logistics, Marketing or any other related field from a university recognized in Kenya Proficiency in computer applications Served for a minimum period of six (6) years in supply chain management services and senior management. Valid membership with Kenya Institute of Supplies Management (KISM) and be in good professional standing 2

Senior Internal Auditor Grade TVETA 4 Vacancy No. TVETA/03/2018: Number of Posts: One (1) Reporting to the Manager, Internal Audit, the Senior Internal Auditor will be responsible for the following: Reviewing and evaluating budgetary performance, financial management, transparency and accountability mechanism and processes in the Authority Reviewing the effectiveness of the financial and non- financial performance managements systems of the Authority Ensuring adherence at all times to all applicable professional standards; Communicating assigned tasks to engagement team in a manner that is clear and concise ensuring high quality, accurate, and efficient results; Providing reports to the Audit and Risk Committee on the risk status, profile and recommendations. Reviewing and maintaining the enterprise-wide risk management strategy, policy and framework as approved by the Audit and Risk Committee; (vii) Providing advice and support on the implementation of risk management strategy, policy and framework; (viii) Integrating the risk management process to the strategic objectives and business plans of the Authority; (ix) Conducting risk assessments to determine the risk profile of the Authority in terms of investments, actuarial, legal compliance, monitoring and evaluation and financial management functions; (x) Monitoring and evaluating the effectiveness of the Authority s risk management system; (b) Requirements for Appointment For appointment to this grade, an officer must have: - A bachelor s degree in Commerce, Business Administration, Finance, Business A Master s degree in Commerce, Business Administration, Finance, Business Certified Internal Auditor ( CIA) or Certified Public Accountant ( CPA) Final Proficiency in computer applications Served for a minimum period of six (6) years in Internal Audit and senior management. Valid professional membership i.e., membership with Institute of Internal Auditors or ICPAK and be in good professional standing 3

Senior Legal Officer Grade TVETA 4 Vacancy No. TVETA/04/2018: Number of Posts: One (1) Reporting to the Corporate Secretary, the Senior Legal Officer will be responsible for the following: Procuring of legal services from external legal services providers/ advocates; Drafting pleadings and ensuring filing; Preparing legal opinions on legal issues pertaining to the Authority s mandate and issues arising in its engagement with internal and external stakeholders; Liaising with external advocates on matters they are handling on behalf of the Authority; Advising on general legal issues; Overseeing litigation of court and tribunal cases; (vii) Liaising with external advocates on witness identification and preparation of witness statements; (viii) Deputizing the Director in Board secretarial matters. (b) Requirements for Appointments For appointment to this grade, an officer must have; Bachelor of Laws (LLB.); Postgraduate Diploma in Law Kenya School of Law; Admission to the Bar- Advocate of the High Court of Kenya; Certified Public Secretary; Valid membership to the Law Society of Kenya and be in good professional standing At least 6 years experience in a busy commercial law firm or government agency is required to execute this job satisfactorily. 5. Senior Human Capital and Administration Officer Grade TVETA 4 Vacancy No. TVETA/05/2018: Number of Posts: One (1) Reporting to the Manager, Human Capital and Administration, the Senior Human Capital and Administration Officer will be responsible for the following: Implementing Human Resource Management policies and strategies; Drafting and compiling regular Human Resource and Administration status reports and agenda for discussion by the Board; Drafting and preparing recruitment plans; 4
5 Implementing decisions of the Board as regards human resource and administration matters Supervising and monitoring implementation of performance management system and appraisal; Verifying payment claims and benefits applications such as motor vehicle loan and mortgages; (vii) Managing staff welfare matters; (viii) Supervising internship programme (ix) Leading mainstreaming of HIV/AIDS and other cross cutting issues at the work place; (x) Preparing training projections, programs and, plans (b) Requirements for Appointment For appointment to this grade, an officer must have: - A bachelor s degree in any of the following fields: Human Resource Management, Bachelors of Commerce (Human Resource option), Business Administration or any other relevant degree in the field of social sciences; A Master s degree in any of the following fields: Human Resource Management, Bachelors of Commerce (Human Resource option), Business Administration or any other relevant degree in the field of social sciences; Served for a minimum of six (6) years at the level of Human Capital and Administration Officer; Attended a senior management course lasting not less than 4 weeks Valid professional membership with the Institute of Human Resource Management (IHRM) 6. Senior Public Communication Officer Grade TVETA 4 Vacancy No. TVETA/09/2018: Number of Posts: One (1) Reporting to the Director, Corporate Services, the Senior Public Communication Officer will be responsible for the following: Analyzing information on programmes, significant events and impact on the customers in a specific sectoral area; Researching on possible causes of negative publicity on the Authority on both local and international press and developing appropriate strategies to address the situation; Identifying Authority events that require packaging for dissemination to the media and the public; Preparing and organizing fora where Authority policies, programmes and projects can be propagated and promoted; 5
6 Preparing media supplements, documentaries, press releases/media features; (b) Requirements for appointment For appointment to this grade, an officer must: (vii) Have served in the grade of Public Communications Officer or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of three (3) years; Have a Bachelor s degree in any of the following disciplines: Mass Communication, Public Relations, Communications Studies, Journalism, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized institution; Have a Master s degree in any of the following disciplines: Mass Communication, Public Relations, Communications Studies, Journalism, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized institution; Possess advanced computer application skills; Possess good oral and written communication skills in both English and Kiswahili; Be a person of high integrity, motivated and a team player; and Have demonstrated professional competence and managerial capability as reflected in work performance and results. 7. Accountant I, Grade TVETA 5 Vacancy No. TVETA/06/2018 Number of Posts: One (1) (a) Duties and Responsibilities Reporting to the Senior Accountant, Finance, the Accountant will be responsible for the following: Preparing monthly, quarterly and annual financial report reconciled to the Trial balance, and all ledgers; Ensuring all postings are done in a timely manner and within the scheduled monthly time table; Performing month end closing of accounts within the scheduled time and ensuring management accounts are issued per schedule; Checking the accuracy of the general ledger including checking of invoices posted, journals passed and receipts to facilitate accurate preparation of financial statements; Ensuring that the monthly budgets are allocated accurately into the individual directorates for correct reporting; 6
7 Ensuring that the monthly financial reports are issued to the Manager, Finance in time together with the explanation notes; (vii) Ensuring that a variance report of actual performance against budget is issued for the Income statement, Balance sheet and Cash flow statements as well as the individual directorate performances, by the scheduled due dates; (viii) Ensuring that the statutory obligations are prepared well before the due dates, and follow ups for confirmation of accountability. These include but not limited to NSSF, NHIF, PAYE, WHT, Corporation tax, installment tax, etc; (ix) Preparing responses to internal and external audit issues as the coordinator of all schedules and all queries. (b) Requirements for Appointment For appointment to this grade, an officer must have: - A bachelor s degree in Commerce, Business Administration, Finance, Business Certified Public Accountant (CPA) Final Proficiency in computer applications Served for a minimum period of five (5) years in accounting. Valid ICPAK membership and be in good professional standing 8. Accountant II Grade TVETA 6 Vacancy No. TVETA/10/2018: Number of Posts: One (1) (b) Duties and Responsibilities Reporting to the Accountant, the Accountant I will be responsible for the following: (vii) Preparing expenses and other monthly schedules; Code and post journal voucher entries into the general ledger Reconciling supplier accounts, other payable accounts ( e.g., PAYE, WHT, etc ) and general review of expense accounts; Ensuring that payments to suppliers are made on a timely and accurate basis and creditors accounts reconciled; Posting invoices, payments expenses accruals and other expenditure journals into the accounting system; Preparing and filing returns on statutory deductions and other third-party remittances Preparing invoices for all revenues payable to the Authority in form of approval fees, license fees; (viii) Undertaking bank reconciliation and the cash book (ix) Following up collections and prompt banking of all cheques received; 7
8 (x) Making postings to the Accounting System for accounts receivable and reconciliations to the General Ledger (GL) (b) Requirements for appointment For appointment to this grade, an officer must: A bachelor s degree in Commerce, Business Administration, Finance, Business CPA(K) or its equivalent Proficiency in computer applications Served for a minimum period of four (4) years in Accounts or Finance. Valid ICPAK membership and be in good professional standing 9. ICT Officer II - Grade TVETA 6 Vacancy No. TVETA/07/2018 Number of Posts: One (1) Reporting to the ICT Officer I, the ICT Officer II will be responsible for the following: Planning, monitoring and evaluating ICT program activities; Coordinating program specifications, systems analysis, development, timely implementation and effective maintenance of the ICT equipment; Developing and implementing ICT strategies and ensuring goals and objectives are met; Liaising with users to ensure that their ICT needs are met; Managing and coordinating the ICT unit and drawing up the budget for the ICT unit; Formulating and presenting suggestions for development of ICT strategic plans; (vii) Taking initiative for completion of ICT projects within the planned time deadlines and budget projections; (viii) Developing reports on ICT standards and supervise overall systems documentation; (b) Requirement for Appointment For appointment to this grade, an officer must have:- Served in the grade of IT System, Network Security Administrator or in an equivalent and relevant position for a minimum period of three (3) years; A Bachelor s degree in any of the following disciplines:- Computer Science, Information; Information Communications Technology, or any other ICT related disciplines with a bias in computer science from a recognized institution; 8

IT SYSTEM, NETWORK SECURITY ADMINISTRATOR - Grade TVETA 7 Vacancy No. TVETA/08/2018: Number of Posts: One (1) (c) Duties and Responsibilities Reporting to the ICT Officer II, the IT System, Network Security Administrator will be responsible for the following: Administering, configuring and ensuring Network Connectivity of all users and IT resources to the organizational network. Creating and maintaining documentation of Network infrastructure, resources, maintenance, operating and troubleshooting procedures. Ensuring proper backing up of organizational data. Administering disaster recovery processes. Implementing Network Security measures to protect information, software and hardware. Performing evaluation of ICT equipment and service quotations. (vii) Diagnosing, troubleshooting, and resolving user software and hardware issues, and replacing defective components when necessary. (viii) Maintaining database in the various directorates. Requirement for Appointment For appointment to this grade, one must have:- A Bachelor s degree in any of the following disciplines:- Computer Science, Information Technology; or any other ICT related disciplines from a recognized institution; Two (2) years experience managing computer networks of more than a hundred (100) users.
