REQUIREMENTS: Seven (7) years or more of increasingly responsible experience in wastewater collection and treatment operations including three (3) years administrative or supervisory experience; AA degree or higher in wastewater and/or water management or related field; or any combination of training, education and experience which demonstrates the ability to perform the duties of the position. Must possess A.D.E.Q. Wastewater Treatment and Collections Certifications, Level 4 and A.D.E.Q. Water Treatment and Distribution Certifications, Level 4, at time of hire. A valid State driver s license is required at time of hire. Selection Process: Applications and supplements will be reviewed and the most qualified applicants will be placed on an eligibility list. From this list, applicants may be selected to be interviewed by an oral board and/or further testing. 3 PAY GRADE: 147 EEOC CODE: 02 FLSA STATUS: Exempt Revised: 06/07/18 STATEMENT OF THE JOB Responsible for the planning, organizing, managing, supervision and directing the Water and Wastewater Treatment, Collection and Distribution Systems, and environmental control functions of the Utilities Division of the Public Works Department. ORGANIZATIONAL RELATIONSHIPS City of Bullhead City 2004 UTILITIES SUPERINTENDENT Reports to: Public Works Director or designee Supervises: Utilities Supervisor and other Utilities Division staff Coordinates with: All Public Works staff and others as appropriate or as directed ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. This list of tasks is ILLUSTRATIVE ONLY, and not a comprehensive listing of all functions and tasks performed by positions in this class.) Manages and oversees the Utilities Division, which is responsible for the Water and Wastewater Treatment, Collection and Distribution Systems, and environmental control of the City wastewater and water facilities at all times. Plans, directs, supervises, assigns, trains, schedules, monitors and inspects the work of staff engaged in operations, maintenance, repair, construction, and inspection activities to provide quality, cost-effective wastewater and water service for the city, insures compliance with the applicable regulatory requirements, and oversees construction and maintenance work to determine acceptability and conformance to standards. Prepares necessary local, state and federal reports, applications and other correspondences and documents and submits same to appropriate agencies.

4 Page 2 Conducts tests to insure the City wastewater and water facilities are in compliance with regulatory agency standards. Prepares cost estimates for related projects, wastewater and water system materials, new and replacement equipment, and develops bid specifications; develops and monitors the wastewater and water operating and capital improvement budgets. Recommends, develops and implements short/long range City wastewater and water programs, plans for future expansion and needs of the wastewater and water system. Continuously monitors operations and maintenance of wastewater and water facilities to insure systems are maintained and operated in a cost-effective and safe manner in accordance with manufacturer s recommendations and the applicable regulatory agencies. Responds to and where possible, resolves citizen complains involving wastewater and water services. Performs other duties as assigned in case of an emergency. Provides exceptional customer service to internal and external customers. Complies with and promotes safe practices in agreement with the safety rules and procedures set forth in the Loss Control Program. Performs related work as required. BUDGET RESPONSIBILITIES Develops budgets and controls expenditures, continuously monitors and adjusts budgets and operations to comply with regulatory requirements while staying within established budgets. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: Comprehensive knowledge of modern principles and practices of design, construction, operation, and maintenance of wastewater and water systems; materials, equipment processes, and techniques used in wastewater collection and treatment; water distribution and treatment, mechanical and electrical systems including pumps, motors, engines and related equipment; budget preparation; Federal, State, County and municipal rules and regulations governing the operation of wastewater and water facilities. Ability to: Plan, organize and direct the work of the Division; train, supervise and evaluate the work of subordinates; prepare work plans and program budget; prepare and maintain reports; operate specialized plants and equipment as assigned; establish and maintain effective working relationships.
