1 Terms of Reference GIS and OSM Trainer Background VSO Nepal is one of the consortium partner of project named "Promoting Resilient And sustainable urban Growth by Augmenting DRR capacity of Local Authorities Through active private sector Involvement" PRAGATI. PRAGATI aims to promote resilient and sustainable urban growth through DRR capacity building of local authorities and active involvement of the private sector and local population. Changunarayan Municipality and Shankharapur Municipality are the project area of PRAGATI. VSO Nepal is responsible for building the capacity of local authority on DRR by helping them understand disaster risk in all its dimensions of vulnerability, capacity, risk exposure, hazard characteristics; establishment and strengthening of an information management system and an Open Source GIS based Risk Assessment Platform. Objective of Assignment VSO Nepal is looking for a dedicated and professional GIS expert who will be available to train municipality level staff and stake holders on Geographic Information System (GIS), Open Street Map. Duties and Responsibilities 1. Design and develop training manuals based on open source to conduct GIS trainings at municipality levels 2. Provide support to conduct Information Management and GIS trainings and Facilitate GIS trainings on VSO working Districts (Kathmandu, Bhaktapur, Dhading, Lamjung, Surkhet, Parsa, Rautahat, Dhangadi. 3. Payment will be made after delivery of training and final report submission. All logistic of consultant (Travel, accommodation and flood) will be covered by VSO. 4. Prepare training report. Deliverables 1. Training manuals are developed and training is conducted 2. 3 Terms of Reference (ToR) For Consultancy Service To facilitate Child Protection and Risk Assessment Training/Workshop for the VSO and SfSE II Implementing Partner Staff 1. Background VSO has worked in Nepal since 1964, evolving its focus from service delivery in remote districts to its current approach of developing organizational, managerial and civil society capacities to address poverty. One of its key strengths is its ability to work at community level where the needs are the greatest, sharing skills and experience strategically with people and organizations with the potential to effectively contribute to development in Nepal. The Sisters for Sisters Education II project is one of the core projects led by VSO Nepal and has been implemented in four districts in collaboration with the Ministry of Education (MoE) funded by Department for International Development (DfID) UK AID. Through improved access to quality education along the education continuum, Sisters for Sisters Education (SfS Education) envisions that marginalised adolescent girls from four districts in rural Nepal Surkhet, Parsa, Dhading and Lamjung will transition from basic to secondary education, and secondary to upper secondary, empowered to leave school to either secure a sustainable livelihood or continue with education. VSO Nepal seeks always to work in ways which are culturally sensitive, appropriate and feasible in Nepal. We recognise that there are many different ways of taking care of children and making sure they are protected, and that any policy must be relevant to the local contextual realities. However, as an international organisation, we like the Nepalese government agree that the rights guaranteed by the United Nations Convention on the Rights of the Child must be available to all children without discrimination. Culture must not be used as a reason or excuse to abuse children. In this regards, VSO strengthen and capacitate its staff and implementing partners to execute the project analysing the risk from the part of child protection and place the proper measures to minimise or mitigate the possible risks to protect children from any kinds of harm. 2. Scope of Work Develop and design the training/workshop contents on Child Protection, Risk Assessment and proper measures to minimize or mitigate the risks. Train the VSO Staff and SfSE II implementing partner staff on Child Protection, CP in Federal Structure and CP Risk Assessment Tools, Framework, Plan and Procedure and develop cascading plan of same in districts. Progress reporting to concern personal and organization. 3. Required Qualifications and Experience Minimum a master's degree in human rights, law and other social sciences or related fields. At least 5 years professional experience in child protection and child safeguarding for development projects. Proven experience in policy, working guidelines and framework development, preferably working on Child Protection and Child Safeguarding area. Familiar with development projects related with Education, Social Inclusion & Gender, Social Accountability and Resilience.

4 Knowledge and experience in developing child rights/protection and case management focused training modules, and organizing and facilitating training programmes will be an advantage. Excellent report writing skills in both English and Nepali. Capacity to work with a multi-disciplinary team, including coordinating technical input into research work. 4. Deliverables and Schedule A detail workshop training design in line with VSO revised Child Protection and Child Safeguarding policy, government policy, procedure and CP in federal structure; Risk Assessment Framework, Tools, Plan and Procedure to mitigate the possible harm. Deliver the training on Child Protection and Risk Assessment intensively with developing cascading plan to districts Report the progress and develop information related to this consultancy. Detailed work plan: The work schedule will be developed alongside the team collectively. The contract period will start from 23 rd August 2018 to 25 th August 2018 (Three days training). 5. Reporting and Contracting Arrangements The contractor will be reporting to a specified VSO Personnel as mentioned in point 9 below for communication and reporting purposes. The contractor will be required to submit the presentations before two days from the training date and technical report within a week from the training completion date via Intellectual Property All information related to this workshop/training will remain the property of VSO Nepal. Except for purposes of this assignment, the information will not be disclosed to the public nor used in whatever without written permission from VSO Nepal. 7. Organizational Background TERMS OF REFERENCE Lead Training of Trainers on Disaster Risk Management National Consultant Volunteering for Development (VfD) VSO is the world s leading independent, international development organization that works through international volunteer professionals. VSO Nepal is working in Nepal since 1964 to improve the lives of impoverished people in some of the country s poorest districts, particularly focusing on vulnerable women and girls. We believe that people are the key to overcoming poverty, and that is why we work through volunteers. Drawn from many countries and all walks of life, they give their expertise, time and passion, and they share their skills with partner organizations ranging from grassroots groups to government agencies. It is a powerful, cost-effective way to create lasting results. 2. Background to the Assignment Volunteering for Development (VfD) grant from DFID to VSO from 2017 to Volunteering for Development (VfD) aimed at strengthening capacity on three core approaches of VSO namely Social Inclusion & Gender, Social Accountability and Resilience within VSO and its partner organizations working in district and community level. This assignment is more focused on resilience core approach that helps to understand disaster risk and provide skills and knowledge on preparedness, response, recovery and rehabilitation phase of disaster cycle to the participants. The targeted primary actors/trainee on five days ToT will be elected representatives, municipal officials, school management committee & parent teacher association members including partner organization staff & volunteers. 3. Purpose of the Assignment VSO Nepal is searching for an accomplished and highly motivated national consultant to conduct five days long lead Training of Trainers on DRM for VSO Nepal working district participants with major focus on resilience core approach of VSO. With this assessment, VSO Nepal hopes to create group of lead trainers on DRM who will be able to provide DRM training in their local community and school. 4. Responsibilities of the national consultant The national consultant will be expected to: Undertake a desk review of existing literature pertaining to global, regional, national and local acts, policies, guidelines on disaster risk management with special focus on Nepalese context. Review and prepare five days LTOT DRM module as reference document i.e. VSO Nepal DRM manual Able to arrange co-facilitator who have sound knowledge on right based approach, school DRR and early warning system. (The cost must be included within facilitator's fee). Should have ability work with Government senior authority. 5. Deliverables

6 Conduct five days LTOT on DRM to selected participants from partners organization, municipalities, community and school representatives from VSO working area Conduct LTOT to selected participants in August, 2018 at VSO booked venue Prepare and submit final training of trainers report in English language in prescribed format including pictures Conduct pre and post training evaluation and submit the original documents 6. Duration of the Assignment The total duration allocated for the consultancy is 7 days. Out of 7 days, 5 days will be DRM LTOT for participants and remaining 2 days will be for preparation and report writing of the LTOT activity. 7. Payment Payment will be made after delivery of training and final report submission. All logistic of consultant (Travel, accommodation and food) will cover by VSO. 8. Bachelor or a Master Degree in DRR and/or in relevant field b. At least 10 years of senior level work experience on CBDRM approach. c. Have working experience on disaster governance and Knowledge of its framework and issues in the Nepalese Context d. Proven ability to clearly and concisely express ideas and concepts in written and oral form e. Familiarity with concepts of Disaster Risk Management and VCA tools and techniques f. Ability to research, analyze and synthesize information g. Experience of delivering Training of Trainers for different stakeholders h. Excellent ability to set priorities and manage time i. Knowledge and skill on lead Training methods j. Have excellent training facilitation and communication skills in Nepali and English language 10. Ethical plan: Individual/ firms are required to set out their approach to ensuring complete compliance with international good practice with regards to ethics and protocols, data protection law and safeguarding children and vulnerable groups
