We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders. The Ministry provides policy advice, and delivers social services and assistance to young people, working age people, older people, and families, whānau and communities. We work directly with New Zealanders of all ages to improve their social wellbeing. We serve over a million people, working out of more than 250 centres around the country. It is likely that every New Zealander will come into contact with the Ministry at some point in their life. Our work, together with our social sector partners, is essential to achieving a sustainable and prosperous future, where all New Zealanders are able to take responsibility for themselves, be successful in their lives and participate in their communities. 2 Housing The Ministry is responsible for leading a high profile cross-agency Social Housing Reform Programme of work. This Programme will increase the supply of social housing across New Zealand. It builds on a number of measures taken over recent years to provide more New Zealanders in need with quality and affordable housing. The essential key objectives of the programme are to: Ensure social housing is the right design and size, and in the right place for people who need it. Increase affordable housing supply. Ensure people who need housing support can get it and receive social services that meet their needs. Encourage and develop more diverse ownership of social housing, with more innovation and responsiveness to tenants and communities. Help social housing tenants to independence, as appropriate. Purpose of the Position The Team Leader - Purchasing and Performance is responsible for the set-up, delivery, monitoring and performance of all strategic purchasing arrangements for housing places and related services to meet our pipeline and purchasing aspirations. This includes the management and reporting of all contractual agreements and ensuring robust procurement process are embedded for strategic purchasing arrangements associated with the whole social housing continuum including emergency and transitional housing. The role holder will primarily focus on improving the performance of our strategic purchasing management function The Team Leader - Purchasing and Performance will: Identify, assess and mitigate the commercial, legislative, and repetitional risks associated with strategic purchasing activities and proactively manage all remaining residual risk and its impact on the new supply of housing places and related support services. Manage all our established contractual relationships and responsibility for all aspects of reporting that flow from such relationships. Develop and implement a purchasing management strategy, reviewing our management framework to ensure our capability is maximised and our processes are LEAN and efficient. Leading the implementation of a range of process improvements to funding and contracting; ensuring output activities are measured, monitored and reported to appropriate stakeholders. Maintain an overview of purchasing activities and provide high-level technical and thought leadership, and best practice specialist advice and support across Housing as required. Provide support, advice and help build organisational capability in the team s strategy, planning, performance and purchasing processes. Engage with all business groups and understand the priorities and issues from these businesses. With this knowledge and being across the work of the different areas of the purchasing team, play a key role in making connections between specific work programmes from the different areas within the team as well as across the organisation. 3 Provide technical input and leadership and contributes as part of the team to the functioning of the whole group. Establish and manage important relationships within the Ministry and with key external agencies that are an important part of the job. Participate with senior managers within the Ministry and maintain oversight for delivery of work relating to the team. 4 Key Result Area Strategic Planning Works senior managers and contributes fully to the development of long range strategies and plans for social housing. Establishes within area of responsibility strategy and business plans consistent with those of Housing and MSD and ensures their effective implementation. Gains the commitment of managers and staff to MSD s vision and strategic direction, and in particular the purchasing management function strategy is understood with stakeholder buy in and support in achieving key deliverables. Continuous Improvement Change Management Operations/ Leadership and Management Build, strengthen and leverage off existing collaborative work across Housing to oversee the maintenance and ongoing development of an integrated purchasing strategy. Support Managers and their staff in relation to implementation of funding programmes and initiatives, including the maintenance of minimum standards, development of resources, promotion and stakeholder management at a national level and leading good practice development across the country. Refine the purchasing management planning process and a reporting and review process to ensure the purchasing function is effectively monitored, integrated funding and purchasing initiatives/programmes deliver a return on investment. When change programmes (either revised processes, or new initiatives being launched), are led relevant to the purchasing and performance management area: Establishes change implementation and communication project plans Manages the change and communication process to ensure: All stakeholders are involved with input sought as appropriate Change initiatives are understood and supported Milestones and performance targets are met Unit becomes a change champion. Develops and maintains systems to monitor and evaluate the progress of change initiatives Manages conflict and resolves disputes and grievances. Leads and manages the development of high quality advice and analysis. Establishes work plans and priorities. Ensures timeframes and cost targets are met. Integrates the work of National Office into those of other units within Housing. Provides leadership to the team and keeps fully up to date and aware of relevant economic and social policy issues and developments. Uses knowledge and expertise and experience to define and understand issues and to identify and anticipate customer needs. Translate strategic thinking into practical actions. Develops and maintain quality assurance systems/mechanisms to enable the monitoring and evaluation of delivery. Ensures a transparent and robust approach to contract sourcing, management and reporting is in place, embedded within the business and delivering on business requirements. Planning processes, reporting, monitoring and risk assessment practices and processes are well understood, all risks are managed proactively and effectively within area of expertise, credibility built within the business around the provision and quality of advice and collegial approach of team members. Risks are managed proactively, with good education, investigation processes, monitoring and reporting provided to the business. Support the development and implementation of key project management standards, guidelines, processes, roles, and responsibilities. Hands on leadership, management and coordination of designated project work streams or participation as a project team member where required. Ensure that projects undertaken are appropriately managed and deliver a quality product within the required time-frame Deal with unanticipated events with minimal disruption to planned projects Accountable for monitoring progress against specific project deliverables and proactively anticipating and managing risks. Co-ordinate several projects, their interdependencies, and any risks and other issues that may arise. Oversee project budget and staff, as applicable to their specific deliverables, in line with MSD HR and Financial Delegations Policies and Procedures. Manage the screening, prioritisation and resolution of project management issues. Develop, maintain, and report on project timelines and keep the GM informed of any slippages in timeframes. Provide advice/support to managers and project team leads. Advise the General Manager on prioritisation and resolution of issues within the programme. 6 Key Result Area Financial Management and Systems Health, Safety and Security Contribute to other areas of the work programme as agreed with the General Manager in accordance with the needs of the Ministry, professional areas of interest, and/or personal development plan. Manages and reports on group finances, budgets (including variances) and resources utilisation. Identifies and addresses financial and budgetary issues. Uses delegated financial authority where appropriate. Ensures reporting and audit standards are met in all aspects of contract management work. Understand and implement your manager accountabilities. Ensure health, safety and security policies and procedures are understood, followed, implemented by all employees. Technical/Professional Knowledge and Experience Significant experience in the areas of Strategic Planning, Investment Planning, Planning and Funding Strong commercial focus preferably attained in both private and public sectors, including of complex contract development and negotiation and management Extensive experience in developing procurement/commissioning strategy and delivery plans within complex multifaceted planning and funding environments (preferably within the social sector) Understanding of core legislative/regulatory requirements in relation to social housing and IRRS Experience/understanding of Government procurement principles and practices. Extensive experience in risk assessment and management, contract monitoring and auditing In depth understanding of government and commercial policy levers and supply and demand drivers Commercial property awareness of housing supply and demand Strong stakeholder management experience Demonstrated use of recognised project and programme methodology or extensive experience in business project/change management role Extensive experience in leading and managing a supply and demand housing function or a similar function Sound knowledge of contemporary continuous quality improvement methodology.
