1 TVET Reform in Bangladesh Project TERMS OF REFERENCE Editing contents, Editing pictures & Graphic works and cover page design of 66 titles of Competency Based Learning Materials (CBLMs) and 4 books and translation of 1 book. 1. Introduction: The TVET Reform Project is an initiative of the Government of the People s Republic of Bangladesh (GoB). It is funded by the European Commission (EC) and executed by the International Labour Organisation (ILO) with support from GoB. The project is an important initiative that will modernise TVET system and strengthen its contribution to economic development in Bangladesh through improving TVET policy and systems, developing new qualifications and courses, upgrading skills of managers and teachers and peoples working with industry to increase productivity through skills development. The project will assist Bangladesh in reducing poverty through reforms of technical and vocational education and training policies and systems. This will ensure that more people can acquire employable knowledge and skills. The project is implementing programme trials for 12 priority occupations in 8 (eight) selected programme trial institutes. The project is managing the programme trial activities. So far the project has developed 216 units of competency for 12 priority occupational areas and Course Accreditation Documents for over 50 new individual courses in four priority sectors at different levels of the NVQF. New NTVQF courses are being piloted in eight different institutions. Whilst formal Course Accreditation Documents have been developed, further work is required on the development of Competency Based Learning Materials (CBLMs) for these new courses. Out of 216 units of competency, CBLMs on 100 units of competency were developed by the trainers during their training period and programme trials. Those CBLMS were used in the programme trials as learning materials. It is needed to develop CBLMs for the remaining units of competency. Objective or desired outcomes of the assignment The objective of the assignment is for editing contents, editing pictures & graphic works and cover page design of 66 titles of Competency Based Learning Materials (CBLMs) and 4 books. 2. Background In cooperation with the Government of Bangladesh, the ILO is implementing an EC funded project to reduce poverty through reforms to the Technical and Vocational Education and Training (TVET) system. These reforms will enable more people to acquire employable skills and thus generate income through wage-earning jobs or self-employment. The project has five interrelated components: 1
2 1. TVET policies, systems and legislation reviewed and strengthened at the central and decentralized levels; 2. Enhanced flexibility, quality and relevance of TVET; 3. Strengthened TVET institutions through improved knowledge and skills of managers and teachers; 4. Improved skills development resulting in enhanced productivity and competitiveness in key growth and export-oriented industries in the formal industrial sector; and 5. Increased access of underprivileged groups to TVET. The improved TVET system will mean more semi-skilled and skilled workers who have acquired a quality-assured qualification, which is locally relevant and internationally credible. The project has already assisted in the development of a draft national technical and Vocational Qualifications Framework for Bangladesh. The government will be encouraged to have these qualifications aligned with those in countries to which Bangladeshi workers are recruited. 3. Vendor s responsibilities / Deliverables Editing contents: 1. Familiarize with the units of competency and other books as identified in the attached list (Annex-1); 2. Collect existing translated CBLMs of 66 titles and 4 books sl. No. 6,7,69 & 70 (As mentioned in the list) identified for editing contents, editing pictures & graphic works and cover page design and translate book (sl.no.70) for translation; 3. Edit contents of the translated CBLMs & books and look into the technical and grammatical aspects of the sentences to establish complete meanings. As result readers of the CBLMS & books will be able to understand the content easily and communicate frequently with the International expert, National Programme Officer and focal point officer of BTEB sending drafts to obtain feedback. Editing pictures & Graphic works: 4. Edit and complete graphic design works required for all the pictures contained in each of the 66 CBLMs and books sl. No. 6,7,69 & 70 providing improved illustrations or photographs; Cover page design: 5. Design cover pages and format as per the given sample for each of the 66 CBLMs and 4 books; 6. Complete all the work required for finalize the 66 CBLMs in the form of books and 4 books sl. No. 6,7,69 & 70 which can be treated as ready for printing; 2
3 Translation from English to Bangla: 7. Translation of the book Sl. No. 70 (as mentioned in the list) from English to Bangla; 8. Receive clearance from International Expert, National Programme Officer of TVET Reform in Bangladesh Project and focal point officer of BTEB. Deliverables 1. Submit two sets of hard and soft copies of the CBLMs (each set consists of 66 tiles of CBLMs and 4 books) to the project office ; 2. Submit final report upon completion of the assignments. 4. ILO s responsibilities/ Monitor and supervise the work of the contractor and review progress of the work; Provide regular technical support and feedback; To receive the final report from the contractor upon completion of the contract to satisfaction of ILO; Provide list and soft copies of Units of the Competency and books. 5. Schedule and Reporting Inception report describing strategies for work should be submitted within a week; from the date of awarding contract; An interim progress report should be submitted within 30 November 2015; Submission of final report on or before 09 December, Completion criteria 7. This work will be completed under the guidance and support of the International Advisor and the National Programme Officer of the TVET project of the TVET reform project and focal point officer from Bangladesh Technical Education Board (BTEB). 8. Special condition Payment for development of Competency Based Learning Materials (CBLMs) and books will be made on the basis of number of pages of the developed CBLMs & books; the assignment must be completed on or before 09 December, Miscellaneous The assignment will be completed by 09 December,
