Overall purpose of job The Development Manager will have responsibility for managing the Association s new-build development programme from identification of development opportunities through to handover to the Housing Services team and post-completion reviews. The Development Manager will work closely with the Director of Asset Management to ensure the successful delivery of the Association s Development Strategy. 1

2 4. Principal responsibilities 1. To line manage the Development Clerk of Works, carrying out regular one to ones and annual reviews, delegating tasks and monitoring performance 2. To identify potential development opportunities and carry out viability assessments to ensure potential projects comply with the Development Strategy and the Association s viability assumptions. Viability assessments are carried out using ProVal software. 3. To liaise closely with legal advisers, landowners, developers and other third parties to successfully acquire sites / development opportunities 4. To proactively manage the delivery of developments to ensure they progress to budget and programme. Ensure project files are maintained and the Association s project management cashflow software (Sequel) is kept up to date Managing the delivery of the Association s development programme will include (but is not limited to): Liaising with Local Authorities and in-house Housing colleagues to assess housing need / demand in development locations Housing market appraisals Risk appraisals and creation and review of project risk registers Financial viability assessments of potential projects using ProVal software Briefing and appointing design teams, legal teams, contractors for example and managing / reporting on consultant and contractor performance Checking design proposals to ensure they comply with the project brief and any set quality standards such as Housing for Varying Needs, and with the Association s Design Guide & Specification Monitoring and reporting on actual development spend against agreed budgets. Prepare reports on, and obtain authorisation for, increases in spend Procuring construction works in accordance with relevant procurement legislation Monitoring delivery of community benefits Attending design team and site meetings and carrying out site visits Preparing grant bids and inputting grant claims into Scottish Government s HARP portal Liaising with consultants and contractor to agree a final account Carrying out post-completion reviews and identifying opportunities for improvement on future developments 6. Liaise with Housing Management colleagues at key points of project delivery to ensure they have opportunities to input into the project proposals, and to keep them advised of proposed handover dates 7. Liaise with Finance colleagues to ensure there is sufficient funding in place to finance projects 2

3 and to regularly update them on spend against budget and anticipated completion dates. Provide information on 5 year development cash flows for business planning purposes. 8. Coordinate, and attend, tenant engagement and community consultation events for proposed developments 9.. Manage the handover of new developments to ensure that the Association receives all the relevant documentation and information required to allow the effective management and maintenance of the properties, and to minimise any void period between handover and occupation 10. Ensure the defects period is managed effectively and reported defects are dealt with within agreed timescales Ensure projects are delivered in compliance with the CDM Regulations 2015 and that the Association is carrying out its duties as client under the Regulations 12. Ensure compliance with the Association s Procurement Strategy and Policies, manage and report on the use of Framework Agreements and ensure appropriate use of Public Contracts Scotland and other relevant procurement routes 13. Ensure compliance with relevant guidance and reports produced by bodies such as the Scottish Housing Regulator, Scottish Government and internal auditors 14. Regularly review Development policies and procedures and the Associations Design Guide and Specification to ensure they remain relevant and fit for purpose and incorporate best practice and tenant feedback 15. Prepare reports for Senior Management Team and Committees as required, including Development Viability reports, Progress reports and Post-completion / Final Account reports 16. Lead on development-related business growth projects including investigating new tenures or opportunities for incorporating commercial elements (retail, offices for example) into developments 17. Represent the Association at external meetings and events including meetings with Scottish Government / Local Authority representatives and attendance at relevant conferences or networking events 3

4 Job Activities Managing employees Allocating work duties, supervising Clerk of Works to carry out designated tasks and providing guidance and support on a daily basis. Carrying out regular one to ones with Clerk of Works to monitor performance, discuss operational issues and identify training and development needs Short-listing candidates, undertaking interviews and making candidate selection recommendations in conjunction with Director of Asset Management as and when required. Providing and / or organising relevant training for employees within and outwith the team as required Implementing disciplinary procedures where required Financial resources Managing procurement of consultants and contractors in accordance with relevant procurement legislation and Association policies and procedures Contributing to the preparation of the Business Plan and Development Strategy. Providing Finance with component accounting information for completed developments Submitting grant applications and claims to Scottish Government / Local Authority and any other funders Information resources Providing relevant data to allow new properties to be added to the QL Housing Management database Providing component information for inclusion in the QL Asset Management database Accessing a variety of web based sources in order to keep up to date on current policies, procedures and practices. Regular use of Microsoft Office, including Excel, Word and Outlook. Regular use of ProVal viability software and Sequel project management software (training will be provided) Maintaining project files, prime document files and health and safety files Use of Invu Document Management System Physical resources Attending design team and site progress meetings. Attending community consultation events, occasionally 4

5 outwith normal working hours Daily use of the telephone system, computer and general office equipment. Using tools and aids as required including camera, handheld computer, ladder, tape measure for example Accessing scaffolding to inspect works This is an essential car user post and the postholder must have access to their own vehicle 5. Relationships with others Internal Colleagues Work collaboratively with team members and colleagues from other teams to achieve the best outcome on tasks. Contribute or lead on organisational projects delegated to Middle Managers group External Tenants / customers Statutory authorities Contractors & consultants Other housing providers Providing information and advice to tenants. Visiting tenants to discuss defects and deal with complaints Obtaining feedback from tenants on satisfaction with developments Consulting with communities on development proposals Share information and work collaboratively with statutory authorities Working closely with contractors and consultants to deliver a high quality product for the Association Work in partnership where appropriate, for instance on joint procurement or joint development projects Share information on best practice and share performance / benchmarking information 6. Level of decision-making / supervision required Refer financial authorisations beyond authority limit to the Director of Asset Management. Assess viability of potential projects and make recommendations to Director of Asset Management Ensure contracts, deeds and other legal documents are signed and processed in accordance with the Association s Scheme of Delegation Supervise team members, as noted earlier in job description, providing them with advice and 5

6 assistance as required. Where appropriate include the team in day to day decision but be confident in making quick decisions when required. Refer complex issues to the Director of Asset Management. 7. Organisation / planning Plan and organise own workload and delegate tasks to team members to ensure effective delivery of the development service.
