Should have experience of providing at least 20 (twenty) skilled manpower as outsourcing in any Govt./PSU organisations during any of the last three (03) financial years i.e , , They should have GSTN Registration/ PAN Registration / PF-ESI 3. valid registration with code number & Professional Tax Certificate. Income Tax Return for last three assessment years i.e , , need to be submitted. Due Date of Opening of Tender (at 15:00 hrs.) ) OBJECTIVE:- West Bengal State Electricity Distribution Company Limited (WBSEDCL), A Govt. of West Bengal Enterprise mainly engaged in Distribution of electricity, Hydel & Solar Generation of Power across the State of West Bengal, invites Tender from reputed and experienced Professional Agencies for hiring of outsourced manpower under Security and Loss Prevention Department for data entry and allied activities. The Agency must fulfil the following minimum eligibility criteria: 2) ELIGIBILITY CRITERIA:- Bidders should submit copies of the following documents duly self attested with official seal with the Bid Sheet :- i. The agency should have valid registration for recruiting/ hiring/ outsourcing manpower resources to other establishments. ii. iii. They should have sufficient credential of last three years to prove their satisfactory past services in Govt./ PSU related establishments. They should have GST Registration/ PAN Registration / PF-ESI valid registration with code number & Professional Tax Certificate. Page 4 of 7

The selected bidders must have its offices in West Bengal. They should submit the proof of office Address. 3) RESPONSIBILITY OF BIDDERS:- a. It shall be the sole responsibility of Bidders to determine and to satisfy themselves by such means as they consider necessary or desirable for all matters pertaining to this contract including, in particular, all factors that may affect the cost, duration and execution of the work. b. It must be understood and agreed that such factors have properly been investigated and considered while submitting the bid. Any claim, whatsoever, including those for financial adjustments to the contract, once awarded under these documents will not be entertained by WBSEDCL. Neither any change in time schedule of the contract nor any financial adjustments, arising thereof, shall be permitted by WBSEDCL, which are based on the lack of such clear information of its effect. c. The bid shall include all the information as per bid document. d. No Sub-letting of Contract in any form will be allowed. e. The bidder shall bear all the costs associated with the preparation and submission of bid and WBSEDCL in no case shall be responsible or liable for these costs, regardless of the conduct or outcome of the bidding process. 4) FORMATION OF CARTEL & PENAL MEASURES: Any evidence of unfair trade practices, including overcharging, price fixing, cartelization etc. as defined in various statutes, will automatically disqualify the bidders. Repeated occurrence of such evidence of above tenderers may also be viewed seriously by the WBSEDCL authority and penal measures as deemed fit would be imposed on such bidders. 5) DEFAULT IN STATUTORY COMPLIANCES: Bidders with default in compliances to the statutory obligations under the meaning of different acts of Contract Labour hiring as well as outsourcing acts, as the case may be shall be considered as not eligible. 6) SCOPE OF WORK:- The scope of work with respect to hiring of skilled manpower for Security and Loss Prevention Department is to provide manpower with qualification and knowledge like :- a. One should have passed Graduation in any discipline with computer proficiency certificate.

6 b. One should have the practical knowledge in Computer application like:- Microsoft Excel, Microsoft Word, Power Point etc. c. One should know the office job like: photocopy, typing, fax, mail and internet related activities running in an office like WBSEDCL. 7) NODAL /CONTROLLING OFFICER: a. The Superintending Engineer(E), Security and Loss Prevention Department, WBSEDCL, will be the Nodal officer. b. The Addl. Chief Engineer, Security and Loss Prevention Department, WBSEDCL, will be the Controlling Officer. 8) SUBMISSION OF TENDER DOCUMENTS UNDER COMPANY: Bidders are required to submit all the tender documents along with other documents, as asked for in the tender within the stipulated date and time as given in the tender. Tenders are to be submitted in two separate envelopes i.e. one for Technical Proposals and the other is Price Bid. The bidders should carefully go through the documents and prepared the required documents before submission of the final bid. 9) ISSUANCE OF TENDER DOCUMENT: Tender documents will be issued without any prejudice to all applicants against authorized letter without verification of their credentials, during the period specified in the Tender Notice, unless the applicant(s) is (are) debarred from participation in tenders during the relevant period. Tender Documents shall be issued only to the authorized person of any Applicant. The signature of the person who will receive the Tender Documents need be duly authorized by the original applicant of the Tender. Tender Documents will be issued only during the period specified in the NIT. No Tender Document shall be issued to any agent without proper authorization. No Tender Document shall be issued / sent / by POST / COURIER. Issuance of bidding documents shall not automatically construe that the bidder fulfils the qualifying requirements which shall be determined during bid evaluation based on data/documents submitted by the bidder. 10) SUBMISSION OF OFFER : L1 will be decided on the basis of quoted rate i.r.o service charge on base (Basic Wage) price as quoted by the bidder excluding taxes. Man days counting for the skilled outsourced manpower will be based as per time to time notification issued by the office of the Labour Commissioner of the Govt. of West Bengal for minimum wages. No other benefits will be paid extra against the deployment of outsource personnel except statutory benefits like: PF / ESI/ BONUS etc. under contributory scheme of the govt. and the allowable service charges in terms of Profit on the Basic Wages to the agency concerned. No other fees in any term or any other benefits are allowed to the deployed personnel. Page 6 of 7

7 11) VALIDITY OF THE OFFER : The offer of the intending agencies against such notification of engagement shall remain valid for 120 days from the next day of opening of Techno Commercial Bid. However, appropriate authority of WBSEDCL may, on the merit of case, request extension of validity of the offer for a further suitable period without any change in terms & conditions of the offer. 12) Any terms and conditions which are not covered in this bid will be guided by purchases policy available in our official Website 13) PERFORMANCE GUARANTEE DEPOSIT :- The successful bidders eligible for order shall have to submit within 15 (Fifteen) days from the date of issuance of order, a performance guarantee deposit in the form for Irrevocable Bank Guarantee/Demand Draft/Pay Order, only issued by any branch of any Indian Scheduled Bank, in favour of WEST BENGAL STATE ELECTRICITY DISTRIBUTION COMPANY LIMITED payable at KOLKATA. The Performance Guarantee Deposit amount should be equivalent to ordered value of one month s wage along with statutory deductions as per law to be paid to (03) three skilled manpower as per Notification issued from time to time of the Govt. of West Bengal. The Deposited Performance Guarantee will be released after successful completion of the order. 14) No interest shall be payable against the deposited Performance Guarantee. 15) Non deposition of Performance Guarantee shall be treated as violation of terms of contract and action will be taken as per provisions mentioned under different Clauses Revised Purchase Policy of WBSEDCL. 16) ADDRESS FOR SEEKING ANY CLARIFICATIONS ON THE BID DOCUMENTS : The Add.
