2 2. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Education: Bachelor degree in development planning, economic, sociology, international relations or other relevant social sciences from recognized university II. Experience: At least 5 year experience in NGO or development partner coordination for resources mobilization in national level government agency, I/NGO, or other corporate agency. Sound understanding and knowledge on non-governmental organization governance in Nepal, role and functions of NGOs and CSOs as government partners in community development and nation building. Sound knowledge in proposal development, assessment, and selection of appropriate project proposal that benefit earthquake affected beneficiaries and reconstruction work. Knowledge on project/program wise process, outputs, outcome and impact level indicators development, monitoring NGOs intervention and their achievements against the set target. Language Requirements Proficiency in spoken and written both Nepali and English language III. Applicants of 62 years or more require full medical examination and statement of fitness to work to engage in the consultancy; b. The candidate has to be an independent consultant (If the candidate is engaged with any organization, the organization employing the candidate will be issued with a Reimbursable Loan Agreement (RLA) to release the employee for the consultancy with UNDP). c. Due to sheer number of applicants, the procurement unit will contact only competitively selected consultant. 4. GUIDANCE FOR FINANCIAL PROPOSAL Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

4 Travel; All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wishes to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. EVALUATION Individual consultants will be evaluated based on the following methodologies: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 49 points (70%) in the technical evaluation would be considered for the Financial Evaluation. 6 Terms of Reference (ToR) NGO Coordination Consultant (Planning & Budget Management Division) 1. Position Description Post Title: Level: Project: Supervisor: Duty Station: Duration: NGO Coordination Consultant Individual Consultant/Contract (IC) Capacity Strengthening of NRA for Resilient Reconstruction Planning & Budget Management Division Head NRA, Singh Durbar, Kathmandu 3 Months (1 November st January 2018-extendable based on performance and fund availability) 2. Background Information I. Background Nepal was hit by two devastating earthquakes on 25 April 2015 with a magnitude of 7.8 Richter scale and on 12 May 2015 with a magnitude of 7.3 Richter scale. As of 10 September 2017, a total of 996,162 households were surveyed in 31 districts and 765,618 households were identified eligible for private housing grant. NRA signed contract with 637,240 households. The earthquakes destroyed 2,656 government buildings and 19,000 school class rooms. Large portions of the affected population are still living in very basic temporary shelters with limited access to safe water supply and sanitation facilities. Damaged offices interrupted many frontline government services like health, education and agricultural extension services and the livelihoods of more than 10 millions of people have been affected. Nepal prepared a Post-Disaster Needs Assessment in June 2015 and it estimated that the total value of damages and losses caused by the earthquakes was NPR 706 billion (US$7 billion). Government of Nepal formed an autonomous "National Reconstruction Authority" (NRA), chaired by the Rt. Hon. Prime Minister as an apex body to oversee post-quake reconstruction work across the country in December It is a legal entity governed by the Reconstruction Act of Nepal. It is mandated to manage fund flow to

7 sectoral ministries/implementing agencies, adapt implementation requirements, and oversight of accounting and spending for activities explicitly recognized as post-earthquake reconstruction. It is also NRA role to ensure effective coordination and facilitation with the implementing agencies, donors and earthquake affected communities following the post-earthquake disaster in II. Problem Statement Among others, one of the main assigned roles of NRA is coordination and facilitation for resources mobilization for all reconstruction works of private house, public building, heritage building and monument, archaeological site, infrastructure and economic rehabilitation of community implemented by line ministries of the government through CLPIUs and DLPIUs. For this function, NRA has a Planning and Budget Management Division and NGO Coordination Section. However, the Division and Section are trying their best for NGO/Partner Organizations POs) coordination for resource mobilization but still there are gaps in effective coordination of NGOs due to the lack of enough human resource. Therefore, deputation of a NGO Coordination Officer in NRA Planning and Budget Management Division, NGO Coordination Section has been necessary to strengthen coordination between NGOs and NRA for resource mobilization in reconstruction. 3. Objectives and Scope of Work I. Objective Main objective of NGO Coordination Officer is to help NRA for strengthening NGO coordination by appraising project proposals submitted by I/NGOs, facilitating them to prepare and feeding information into NRA's online monitoring system, preparing brief notes, compiling NGO related data and monitor the periodic progress. II Scope of Work Under the immediate supervision of the Planning and Budget Management Division, NGO Coordination Section Head, the NGO Coordination Officer will perform his/her tasks as follows: I. Coordination with NGOs a. Assist Section Head for coordination with NGO who are already in partnership or are willing for partnership with NRA in reconstruction, resilient recovery, rehabilitation and capacity building works

8 b. Classify NGOs by nature of support, their operational area, target community and develop an inventory of NGOs supporting to NRA which clearly shows who is doing what? Where? To whom? Will work up to when? c. Assist to assign/allocate geographical area and community for NGOs and minimize duplication of their works in the field d. Provide administrative support services to NGOs partnering with NRA e. Coordinate with other government agencies, rural/urban municipalities, development partners and develop a conductive environment to NGOs for their work in the community II. Analyze Project Proposal a. Assist to analyze the project proposals submitted by NGOs for reconstruction and rehabilitation works considering their relevancy and appropriateness, geographical area and household coverage, unit cost for reconstruction and support services and value for money. b. Prepare brief on proposal submitted by Partner Organizations and submit to Section Head for scrutiny. c. Recommend appropriate project proposal with technical note for partnership to NRA Executive Committee for approval, and inform the NGOs about the NRA Executive Committee Decision d. Facilitate between NGOs and the CLPIUs or other appropriate government agencies for signing contract for project implementation e. Help NGOs in contract renewal, project revision and amendment, if required III. Monitoring and Evaluation of NGO Work a. Assist to develop NGOs monitoring indicators e.g. process, output and outcome based on their Project proposal b. Carry out periodic monitoring visit in the field in close coordination with Policy and M&E Section of NRA and ensure that NGOs are working in agreed component, area and community c. Provide suggestions and feedback to NGOs for better delivery during field visit and prepare a M&E report and submit to NRA senior officials d. Recommend corrective measures, if required, for better functioning of NGOs considering the value for money e. Prepare NGOs performance/progress report and submit to Division head through Section Head f. Assist NGOs/POs to feed their progress report into NRA's Project Monitoring Information System (PMIS) IV Other Role and Responsibility a. Perform other role and responsibility as directed by Division/Section Head as and when required
