2 Job title: Project Manager Salary c 40,000 fixed term contract until end December 2017 Reporting to: Location: Programme Manager Birmingham. Initially at Faraday Wharf, Holt Street, Aston and then based at College site on Lister Street, Aston The location, hours of work and duties could be varied according to the needs of the service. 1. Context The National College for High Speed Rail is a brand new incorporated FE College that is being established to train the next generation of the rail workforce. Covering the breadth of the rail industry from design to people experience, construction, maintenance and operations, the college will train learners from the age of 18 in Higher Apprenticeships and an HNC equivalent. Learners who have attended the National College will gain skills that enable UK employers to support the development and running of HS2 and future high speed rail projects at home and around the world. The College s vision is to pioneer technical excellence, setting new standards for collaboration and diversity in what will be a major growth industry for the UK in future years. We are scheduled to open to students in September 2017, with two main hub sites in Birmingham and Doncaster and a network of spokes via partner arrangements across the UK. In addition to maintaining a high level oversight of the construction projects, the College s Senior Management Team (SMT) / transitional team are responsible for the operational readiness programme, comprising six core work streams: 1. Learning & Teaching Environment (build oversight, fit, and functional readiness, including student accommodation, IT and operational processes) 2. Learners (learner numbers and feeder routes, marketing and enrolment, ongoing support) 3. Education (curriculum, pedagogy, delivery, learning and teaching materials) 4. Governance (college governance, funding, finance, information management) 5. People (organisation, recruitment and HR processes) 6. Stakeholder and Communications (marketing communications, employer and industry engagement) 2

3 2. Job purpose The purpose of this job is to support the National College for High Speed Rail project and specifically to undertake: day to day management of the project plan (planning/replanning activities), document management and control, risk register management and project status reporting, reviews and general assistance of broader activities within the project. The key focus of the role is to ensure the SMT have a regular, consistent and clear view of project status. 3. Accountabilities Day to day management of the project plan to ensure that the project stays on track, including key milestones and dependency tracking, critical path, review gates and exception management. Ensure slippages and critical task impacts are identified, documented, tracked with remediating actions and escalated to the Programme Manager, then replanned when required. Identify and track work products/deliverables to ensure that they are delivered in a timely manner and escalate any areas for concern. Manage project resourcing with tools and escalate resourcing requirements and/or issues to the Programme Manager. Produce weekly/monthly project status updates and assist with preparation of documents and slides for Board meetings. Escalate concerns/issues to Programme Manager. Set up project team meetings, workstream meetings and wider work group meetings. Where required, provide assistance to produce agendas, take minutes and circulate them. Ensure consistent governance across project. Manage project risk register and provide regular updates. Identify changed risks and issues and ensure agreed mitigation feed into planning activity. Ensure all project documentation is maintained on the NCHSR SharePoint site and that these are effectively documented with numbering version control.
