PRIMARY PURPOSE OF POSITION The primary purpose of the position is to: manage and lead the Marketing & Creative Services Unit teams to deliver effective and excellent marketing communications Manage, develop and deliver strategic marketing plans, activities and partnerships that support the City s operational sectors achieve their objectives Manage and deliver effective and high standard communication materials and campaigns that deliver a green, global and connected Sydney position the City of Sydney as a sustainable, progressive, and innovative local government authority implement contemporary marketing communication techniques and technologies that are sustainable and cost effective Work closely and collaboratively with all other Managers in the Division to ensure best possible promotion and support for the City s deliverables Work closely and collaboratively with colleagues in key client Units Title: Manager Marketing and Creative Services Date: 2 August 2017 Page 1

POSITION OBJECTIVES The major objectives to be achieved by the Manager Marketing and Creative Services Include: deliver the objectives and actions of the Sustainable Sydney 2030 vision which apply to the work of the unit deliver high level advice to the Director and work closely with the Office of the Lord Mayor position the City of Sydney organisation as the most sustainable, progressive and innovative local government authority in Australia achieve greater business, government and community awareness, education and engagement about the City s extensive range of initiatives, programs, services, events ensure the City of Sydney has strong and highly regarded brand identity implement branding and economic development activities that keep Sydney a globally competitive and innovative City, working in partnership with government and business demonstrate the City s leadership in environmental performance by promoting the City s operations and activities, including campaigns aimed at reducing waste and water or energy consumption, plus promoting recycling and reuse to residents, visitors and businesses prepare and implement advocacy campaigns that promote an integrated and enhanced public transport network for the City, while promoting sustainable travel initiatives and managing car demand Manage, develop and implement campaigns that encourage residents, visitors and workers to walk and/or cycle to work and other destinations Manage, develop and implement campaigns that support the building of liveable green networks and cycling infrastructure Manage, develop and implement campaigns and activities that maintain and improve the City Centre s national and international iconic status, including the promotion of laneways, small bars, and public domain activities position the City of Sydney and its villages as the premier destination for tourists, shopping, dining, entertainment and leisure plus promote small business activity Manage, develop and implement destination marketing campaigns for City village hubs and main streets use Aboriginal and Torres Strait Islander cultural heritage and its contemporary expression wherever possible and thereby encourage its appreciation demonstrate the City s support for cultural enhancement, participation and interaction by various activities, including the leveraging of key sponsorships of events and conferences to maximise the City s association and use the Title: Manager Marketing and Creative Services Date: 2 August 2017 Page 2

3 opportunities to promote key City messages Promote the involvement of the community in City of Sydney decision making by maintaining and extending current consultation, engagement, education and information implement contemporary marketing communications that take advantage of online and digital techniques and technologies be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behavior, and to take immediate steps to investigate and rectify any risks to health, safety and welfare of staff arising from any activity. Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. 5. POSITION ACCOUNTABILITIES Management research, develop and implement comprehensive marketing plans for the City of Sydney efficiently and effectively manage the Unit budget and optimise financial resources for maximum return on investment provide strategic advice to the Director City Engagement in relation to marketing issues and communication design matters fulfil continuous corporate planning, budgetary and risk management responsibilities contribute to the goals and objectives of the City Engagement Division and develop effective working relationships with other managers to ensure the overall effort is collaborative and coordinated ensure that Office of the Lord Mayor and Divisional staff are aware of the activities and programs of the Unit carry out other duties associated with the position as required by the City Engagement Director, CEO and Office of the Lord Mayor. 4 development and resource allocations provide supervision, staff guidance, training and motivation of all staff to ensure the highest quality of advice and outputs provide timely and effective feedback to staff on a regular basis, as well as through the Performance and Development Review (PDR) process lead by example and initiate and implement strategies in order to motivate and retain staff and develop and maintain an equitable and safe workplace Oversee understanding and application of the organisation s six key Values; and its purpose to Lead, Govern and Serve. Marketing provide a clear strategic direction for the marketing of the City of Sydney and coordinate and guide all marketing activities across the organization oversee the development and implementation of highly effective, integrated marketing strategies and campaigns designed to promote the City s social and cultural, environmental and transport, and economic sustainability programs develop and direct events in support of marketing activities staged and sponsored by the City are promoted effectively, well attended and appropriately branded oversee the City s What s On website and subscription e-newsletter oversee the development and implementation of precinct marketing strategies for the CBD and city villages partner with stakeholders from the CBD and city villages to develop and promote activities that aim to increase visitation outside of peak periods work in collaboration with tourism agencies to promote City produced events, the CBD and city villages as part of the overall Sydney destination brand. oversee social marketing activities designed to achieve positive behaviour change among city residents that will help achieve a sustainable future. Publishing & Design manage the Design and Publications unit (six staff) to ensure excellence and a highly motivated team work closely with the Manager, Publishing and Design to ensure the unit has the necessary resources and processes to deliver their work monitor the performance and processes of the Design and Publications unit provide leadership and mentoring for the Manager, Publishing and Design manage the overall design and brand guidelines for the City. 5 Brand Management strategically manage, promote and protect the City of Sydney brand ensure the correct application of the City s Brand and Style Manual by City staff and external stakeholders. Manage the Brand Sydney project and ensure the City s views and interests are promoted. Advertising develop and implement a strategic approach to the City s advertising oversee the delivery of advertising services that meet the advertising needs of all internal business units across the entire organization co-ordinated and true brand approach to the design of advertising. Community Engagement & Partnerships identify, manage and develop positive and mutually rewarding relationships with key partners in the community, government and business, including chambers of commerce, tourism bodies, industry associations, cultural organisations, government and community groups represent the City on relevant internal and external stakeholder forums and committees and provide high quality advice and information as required. develop leading and innovative communication activities that encourage community involvement with city projects and activities work closely and effectively with the Manager, Publishing and Design. 6. Manages Effectively Finance and resource management; Procurement and Contract Management; Risk Management and Compliance; Technology and Information Management; Project Management. 7. WORK, HEALTH & SAFETY RESPONSIBILITIES Business Unit Managers must actively participate in all aspects of the Safety Management System (SMS). Business Unit Managers have the following responsibility, authority and accountability: Implement risk management activities and have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Actively promote consultation, communication, WHS training and access to information to ensure safe work procedures are understood and followed Ensuring their involvement in all aspects of WHS workplace design and systems of work; Developing, implementing, reviewing and reporting on business unit WHS objectives and targets, and Business Unit WHS Management Plans Ensuring the WHS training program is effectively implemented in relation to your area of responsibility Ensuring active involvement and monitoring of contractor WHS performance Managing investigation and resolution of WHS matters. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained, providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed/ implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. SELECTION CRITERIA Essential Criteria tertiary qualifications in marketing, business, communications or a related discipline extensive experience in successfully developing and implementing marketing plans to achieve organisational objectives within strict timeframes and established budgets and balancing competing priorities extensive experience in successfully devising, delivering and coordinating large- scale marketing strategies, campaigns and services within a busy, time pressured environment excellent project management skills and experience in managing multiple projects/accounts on time and on budget proven experience in successfully implementing and managing online and digital communication campaigns and activities strong understanding of design and publishing technologies, techniques and design studio management strong leadership and people management competencies with experience in directing a team of professionals in a complex working environment extensive experience in building and managing relationships with diverse range of partners and stakeholders in both public and private sector settings to deliver mutually beneficial outcomes a commitment to Equal Employment Opportunity, OHS and Cultural Diversity principles..
