We need to provide training, encouragement and motivation to our C volunteers so that they will move up to become B volunteers. We are responsible for our Volunteers and we set the example. If we allow it then we are responsible C s can take over an organization. Change B volunteers to become C s if we do not provide rewards, challenges and responsibilities. B s can sway both ways. If C s take over, then we will have A s doing all the work with little reward, and C s doing little work with big reward.
