1 Exempt Non-exempt Full Time Part Time ( 40 hrs./week) Position Summary: A professional position responsible for performing highly technical, professional, analytical work of considerable difficulty to assist the Finance Director in the development, monitoring and reporting of the City s strategic plan, annual operating budget, 5 year capital improvement plan, annual audit, grants accounting, compliance and financial reporting, and any other finance initiatives as directed. Essential Duties and Responsibilities include the following. operational necessity. Other duties may be assigned as dictated by Assists Finance Director in preparation of annual City budget document, including but not limited to review of department budget submittals, revenue projections, trend analysis, communications with departments staff, preparation of transmittal letters, proposed budget and millage advertisements, TRIM compliance, presentations as directed at public meetings, and publication of the adopted budget document. Assists Finance Director in oversight of the TRIM law and all related requirements procedures, notifications and documentation. Provides support to departments/divisions in developing their budgets. Reviews and provides analyses of departmental budget requests and revisions, reviews conformance with accounting and budget guidelines. Makes recommendations to Finance Director for best practices to enhance revenues or reduce expenditures and seeking new way to improve efficiency and increase fiscal strength of the City. Provides oversight of annual assessment process, including related public hearings, budgeting and required documentation to other agencies. Supervises tasks that have been assigned to accountants relating to budget and grants to ensure completion by deadlines. Monitor all funds for compliance with appropriations, provide various reports and recommendations regarding the status of the budget, assisting with mid-year projections, and resolutions amending the annual budget and direct accountant in preparing budget amendments. Provides necessary information to the Finance Director regarding inquiries and questions from the public, the news media, elected officials, senior management, other government entities, and other employees regarding the budget and grants. Reviews grants application budgets and identifies grant requirements that will affect the city financially, including grant matches and ongoing obligations and requirements. Monitor and provide financial grant administration; maintain financial audit files; prepares SEFA report for Single Audit Works with other departments to ensure that key processes and systems are used to manage grant risk assessments, financial compliance, and meeting reporting requirements. Assist in providing ongoing training and development to staff as needed. Assist Finance Director in meeting the City and department goals. Knowledge of the principles and practices of computerized financial information management. Knowledge of economic trend forecasting and analysis techniques. Knowledge of government auditing procedures. Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures. Highly skilled in common financial computer software programs such Microsoft office products, report writers, and database management programs. Skilled in supervision and management. Skilled in operating office equipment such as a computer, copier and calculator. Ability to communicate orally in the English language with various stakeholders and the public in a one-to-one or group setting. Ability to produce written documents in the English language with clearly-organized thoughts with proper sentence construction, punctuation, and grammar. Ability to analyze, interpret, and report research findings, recommend and take appropriate action. Ability to prepare difficult and complex financial and administrative reports. Ability to work cooperatively with others. Education and Experience: Bachelor s degree in accounting or finance field required; and, Five (5) years of related, progressive experience in governmental budgeting and accounting. Certificates and Licenses: CPA/MBA/or CGFO certification highly desirable. Supervisory Responsibilities: Exercises supervisory authority over employees involved in budget development process.
