We invite applications from current substantive competent Watch Managers who wish to be appointed to a Grey Book post in the Learning and Development Centre. This post is currently located at Grangetown, Middlesbrough. The post holder will be expected to support the Organisation s Workforce Strategy by identifying, designing, delivering, assessing and evaluating a range of learning and development needs of individuals, teams and the organisation. Working a 42 hour week, on a 4 shift system of 12 hour day shifts the successful candidate will need to have a passion for learning and have the ability to share knowledge and skills. They will need to be open, flexible, innovative and able to work with a diverse range of people which will include operational, corporate and external. The successful candidate will also be required to remain in this post for a minimum of 2 years before seeking an alternative position within the Brigade should they wish to do so. The salary and conditions of service applicable are as set out by the NJC for Local Authorities Fire and Rescue Services and any other local collective agreements. Please note that relocation assistance is not available.

2 The Assessment process will include: 1) A Role Related Assessment for Operational Incident Command at Supervisory (Watch) Manager Level. The Role Related Assessment is an assessment of competence against the practical and knowledge criteria aligned to unit WM7. 2) A structured interview which will include a presentation. 3 Role Title: Learning & Development Adviser Reporting To: Centre Manager Location: Learning & Development Centre Role/Grade: WMB Overall Purpose of Role: Key Responsibilities To support the Organisation s Workforce Strategy by identifying, designing, delivering, assessing and evaluating a range of learning and development needs of individuals, teams and the Organisation. 1. Reflect on own practice to identify any areas of personal or organisational development 2. Use feedback to improve current practice from a range of methods eg course evaluation records, PDR, L&D, performance monitoring and KPI s etc 3. Demonstrate ownership of Personal Development by maintaining accurate Personal Development Records to support evaluation of own practice 4. Maintain accurate records of work productivity against role requirements 5. When required, carry out an initial assessment of learning aims and needs with all learners utilising discussion or work based products eg individuals PDR 6. Agree suitable learning opportunities with all relevant parties, taking into account personal needs (such as learning styles) as well as any needs of the team/organisation eg formal course, supported learning in the workplace etc 7. Design and maintain learning sessions using a standard approach that will assist the learner to be able to demonstrate role competence eg sessions cross mapped with the individuals role map/development modules or agreed learning outcomes 8. Design, develop and maintain appropriate materials to support learning eg powerpoint presentations, handouts, work-packages, development activities (which will include the securing of any appropriate resources) distance learning/e-learning, CD roms, valid assessment tools etc. All development materials must conform to the required standards eg cross-mapped to appropriate development modules/nos, H&S, First Aid, DSA etc 9. Ensure that learning is delivered in an appropriate manner and environment, which promotes equality of access, optimises learning opportunities and meets the needs of the individual, group or organisation (consider individual learning styles, group dynamics etc) 10. Design, prepare, structure presentations to meet the needs of the individual, group or organisation, and to reflect the learning environment. Ensure they are fit for purpose in terms of Fire Service roles 11. Demonstrate skills and methods to learners by giving clear instructions, pacing sessions, confirming their understanding, providing support and ensuring all health and safety practices are adhered to 12. Evaluate learning (using appropriate evaluation tools) 13. Build effective customer relations with station/department personnel 14. Balance work activity to ensure equal priority is achieved between the four key functions of the role Identification of learning needs Planning of learning Delivery of learning Evaluation of learning 15. Take part in Personal Development Reviews and complete Personal Development Records in accordance with Brigade procedure 16. Maintain relevant skills and knowledge aligned to key responsibilities and National Occupational Standards to determine continued maintenance of competence in role 17.
